Base for Extract
Has a COI been signed as a base for extract, it has reached its final status – with the exception of being marked as “depleted” (see further down). In order to release the consignments, the importer needs to initiate the extracts and submit them to the endorsing authority for decision.
Signing the Extract COI
Like the main COI the Extract also needs to be signed by the Endorsing Authority (in box – 12) and by the consignee (in box – 13) to reach its final state.
To confirm the signature, the endorsing authority will have to select a conclusion, like in the main COI in box – 30.
Bulk clearance of Extract COIs
When there are several extracts for one COI, the relevant endorsing authority can sign them all at once.
To do so:
Click on the menu Dashboard and select COI Extract bulk clearance:
Click on “sign extracts” behind the COI for which the extracts need to be signed:
A window pops up displaying all the extracts that can be signed:
When you don’t need to sign all the extracts at this point, you can indicate the conclusion per extract and sign each one individually by clicking the “sign as…” button:
Alternatively, you can indicate each conclusion and sign all extracts at the same time by clicking on “sign all”:
Depleting a Base for Extract
When the whole consignment from a Base for Extract has been reported in an Extract COI or if parts of the consignment in the Base for Extract will not enter the EU.
The Endorsing authority can mark the Base for Extract as “depleted”, when all the goods have been accounted for.
To do so:
The endorsing authority needs to log in to TRACES NT and open the Base for Extract. At the bottom of the page the button “mark as depleted” is available.
Extracts that have been created before the Base for Extract was marked as depleted can still be updated and signed by the endorsing authority, but no further Extracts can be created.
Note
On the screen shot above a “Delete” button is equally available to the endorsing authority. This will disappear as soon as the Base has at least one Extract attached.
