Frequencies of physical checks

Background information - User guide

Commission Implementing Regulation (EU) 2019/2129 establishes rules for the uniform application of Frequency rates for identity checks and physical checks on certain consignments of animals and goods entering the Union.

Modifications to the applied Frequency rates in accordance with Article 5(3) of Regulation (EU) 2019/2129 are reflected in the TRACES platform every 6 months, i.e. on 1 April and 1 October of each year.

DG SANTE has created a functionality in TRACES for the purpose of consulting the applied Frequency rates for physical checks on goods of animal origin from third countries.

This functionality called “Frequencies of physical checks - Consult the actual Frequency rates for physical checks in CHED-P” is available in the “Publications” section:

The present manual aims to explain the steps for consulting the applied Frequency rates for physical checks on certain goods in TRACES.

Selection of Search criteria

To complete a search, please select the “country of origin” and one of the two options: EITHER “Category of Goods” OR “Nomenclature”:

  • Searching by "Category of Goods"

    When you start typing in the selection box of the category of goods, a drop down menu with the possible options appears. Select the category that you wish to search for:

    Note

    The option to select a Nomenclature becomes unavailable when a category of goods has been selected and vice versa.

    Once you have made the selection, click on search and the result(s) matching the search criteria will be displayed:

  • Searching by "Nomenclature"

    In case you would like to search by a nomenclature, please enter the nomenclature code into the search box. Doing so will open 2 additional search boxes, that can optionally be used to refine your search: Product type & Species.

    Once you have selected the nomenclature and (if desired) the optional product type and/or species, the search results will display the category of goods that correspond to all search criteria:

Information displayed in the search results

As mentioned, the results will display the categories of goods corresponding to the search results. It will also display all the countries of origin (not only the one selected in the search criteria) belonging to the same category of Frequency than the selected one.

Furthermore, it shows the document type where the checks are applied, the default minimum Frequency of checks and when available the date of application of the Frequencies of physical checks for the specific category of goods.

In case the search returns several results, by default, the results are displayed in the order of the default minimum checks with the highest percentage appearing on top.

Note that the highest Frequency of checks are highlighted in blue. They will appear the same way in Part II of a CHED. In case several Frequencies of checks appear for the same combination of country and goods, only the highest Frequency of checks will apply.

By clicking on the title in the header of the column, you can invert this order. Alternatively, you can sort the list by the application period:

Note

Pay attention to the application period. Though some Frequencies of checks are displayed as active the application period is in the past. If no application date is indicated, the Frequency of checks is active.

By clicking on the name of the category of goods a window will pop up, displaying all the Nomenclatures that are affected by the Frequencies of physical checks in this category of goods:
