I work for an Economic Operator and my Operator is not yet part of TRACES NT

My Operator is in a EU Member State and I want to access Plant Health/Phytosanitary documents or certificates

And I want to access Plant Health/Phytosanitary documents or certificates

Important

Initially, only one activity can be added when creating a new Operator. Additional activities can be added as needed only once the operator has been validated by the responsible authorities.

Caution

Some sections are available under the chapters Plant Health are managed via the approved establishments lists that are under the responsibility of the national competent authorities only.

If it is the case for the section selected, you will see the error message “OPER-029 Data input source in TNT user registration not allowed for classification section XXX”. In this case, see the documentation in the LMS section or contact your national competent authorities.

In the box “Chapter” select “Plant Health”

In the “Activity” block fill in the Activity details including the Section and Activity.

There is two main activities you can ask validation for :

  • Responsible for the consignment

    It is the activity needed to create PART I of a CHED-PP.

  • Plant operators

    The possible activities for a Consignor/Exporter are:

    1. EUPO

    2. EURPO

    3. PLANTS

    4. QUA-CONF

    5. TCPO

    6. ORGANIC EXPORTER

    7. ORGANIC PRODUCER

    8. NON ANIMAL ORIGIN FOOD AND FEED

    The possible activities needed for a Consignee/Importer are:

    1. EUPO

    2. EURPO

    3. PLANTS

    4. QUA-CONF

    Operators with these activities might not have any user attached, as they do not perform any action in TNT.

    In the case where the users need to have read-only access to the CHEDs where they are mentioned as Exporter/Importer/Place of destination, the plant operator will have to be validated and the user will have to be attached to this operator.

    Both actions will need to be carried out by the competent authorities. A responsible authority is automatically assigned to Plant operators (Exporter/Importer) in TRACES.

    This authority is assigned based on the geographic area where the operator is located and normally it is a RCA or a LAU.

    Users linked to such RCA or LAU will be able to see the CHEDs concerning that operator.

    Therefore, users linked to LCAs, RCAs, CCAs can see CHED-PPs done by other MS if they involve operators of their country (e.g. DE will see a FR CHED-PPs for which the importer is in Germany).

Select the Activity address by clicking on the globe next to Address (you will only be able to select one even if more were added in the Address section).

Click on “Create new operator”.

When you click on: “Create new operator”, a confirmation pop-up window will appear. Here you have the option to provide some additional useful information, however, you can continue by simply clicking on “Send authorization request”.

Once your request has been submitted, the system will automatically assign your responsible authority based on geographical data. The responsible authority will then be notified, as they are responsible for the validation of new operators and user access.

Once your request is sent, you will be redirected to the TRACES homepage where you can see the status of your request.

Once your access and Operator have been validated, you will be appointed as the Administrator User of your Operator and, thereafter responsible for the validation of any future user access requests.

Access to the TRACES NT platform will be restricted until your request has been validated.
