Importer Declaration

Launch an Importer Declaration

After introducing all the details in the catch certificate (including its validation) you will need to launch an importer declaration.

  1. In the bottom right of the page, select the button New Follow up and then click Launch Importer Declaration.

  2. Alternatively, on the TRACES NT home page, in the upper-left menu, click on "Documents" and select "Catch Certificate".

    1. Type directly the reference number of the Catch certificate and click Search. The corresponding result appears.

    2. You can also run an “Advanced search” and choose the correct details (ex. Catch status VALID). Click on the Search button and scroll down to see the list.

    3. Select the correct certificate and click on the Actions button at the right side.

    4. Choose the option Launch Importer Declaration.

  3. A faster way to do it is, on the TRACES NT home page, in the upper-left menu, click on "Documents" and select "Catch Certificate".

    1. Click on the blue button located on the top-right of the window entitled “Launch Importer Declaration”. Then select From Catch Certificate.

    2. Enter the flag State of the original catch certificate and the Local Reference Number.

    3. Click on Launch Importer Declaration.

Select commodities

For the importer declaration, the commodity codes follow the Combined Nomenclature (CN) used by the European Union.

  1. A pop-up window is shown, requesting you to select the commodities. You can either enter part of a commodity name or number in the search field, or select it manually by searching the list of commodities. In order to select it, you need to click the checkbox to the right of a commodity;

  2. Select one or more commodity codes;

  3. Click on Done when you finished selecting the commodity (ies).

The electronic version of the "Catch/Importer Declaration" creation page is displayed, providing you the following information tabs:

  • Details of Importer Declaration - where you need to enter the relevant information.

  • Decision on consignment – where the Import control authority will take the decision on importation.

  • History icon – where you can see all previous status of this declaration.

  • Current status - this field allows you to view the current status of your declaration, at all times. Hold the mouse over the status to have additional information about the actions that need to be taken next.

Completion

Section “CN code – product description”

  1. Use buttons + Add commodity or Modify commodities to add or change commodities included in your declaration.

  2. It is possible to use the button Remove to delete one of the commodities included in the list (if there is more than one).

Section “Catch certificate commodities”

The purpose of this mandatory section is to fill the section “Imported weight”, for the appropriate commodity (ies) of the selected certificate (s). At least one commodity must be completed.

Enter the “Imported weight” - quantity of imported fishery products.

Tip

On the upper-left side, you can add more than one reference number (Traces reference or Local Reference Number) of others catch certificates, provided that the submission is for the same verifying authority.

This action greatly speeds up the submission process.

In case of re-using certificates, click on the + More button and complete the requested data. The certificate will appear linked to your declaration. You will be asked to provide details of the catch certificate and to attach the original catch certificate in the section “Supporting documents”.

Box – 11: Importer

Complete with your information.

  1. In the Name field, start typing the name of the importer and all corresponding results appear;

  2. Alternatively, use the Advanced button, select the Country where the importer´s address is located, type the name and click Search.

  3. Select the importer and click on Select.

  4. The information is automatically completed (country, ISO Code, Activity Type, Activity ID and Address).

  5. You can also click on the star and choose between your “Favourites” (if you have already selected them).

  6. Click on Clear all the information, if needed.

    Tip

    Save your information as “Favourites”. This action greatly speeds up the submission process.

    To do that:

    1. you need to run an advanced search,

    2. find your operator

    3. tick the star on the left of the operator’s name.

    The star will turn yellow and you can start using it as a “Favourite”.

    Note

    You can “Save as Draft” from the moment you complete box – 11.

Box – 12: Import control - authority

The purpose of this box is to be completed with the appropriate Member State’s competent authority that is checking/verifying the catch certificate and controlling the importer’s declaration.

  1. In the Name field, start typing the name of the competent authority and all corresponding results appear;

  2. Alternatively, use the Advanced button to search, clicking on Advanced Search and choosing the Country where the authority's address is located. Then click Search.

  3. Select the competent authority and click on Select.

  4. The information is automatically completed (country, ISO Code, CCA, Address, UN/LOCODE).

  5. Click on Clear all the information, if needed.

Section “Representative of the importer”

This non-mandatory box is to be completed with the information concerning the representative of the importer, only if applicable.

Section “Documents under Art. 14(1) or 14(2) of IUU Regulation”

Choose the appropriate Article (s), only if applicable. Then attach documents in the section “Supporting documents”:

  • Council Regulation No 1005/2008, Article 12: Catch certificate (always selected).

  • Council Regulation No 1005/2008, Article 14 (1): Indirect importation of fishery products constituting one single consignment, transported in the same form (i.e. without processing) to the Community from a third country other than the flag State.

  • Council Regulation No 1005/2008, Article 14 (2): Indirect importation of fishery products constituting one single consignment and which have been processed in a third country other than the flag State.

Section “Supporting documents”

In the case of indirect importation, the documents referred to in Article 14 (1) and (2) of the IUU Regulation must be submitted at the same time as the catch certificate.

  1. Click on the button Add Accompanying Document.

  2. Choose the type of document from the corresponding drop-down list ant enter all relevant details, such as “Number”, “Date” and “Country”.

  3. Once you have finished entering the details, you have the option of uploading one file by clicking the “Select file(s)” button and performing a local search for it on your device/computer.

  4. Click on Apply.

  5. It is possible to use the buttons Remove or Edit. “Remove” will delete the selected document and “Edit” will allow you to change the previous information.

Section “Means of Transport upon arrival (air, vehicle, ship, train)”

The purpose of this box is to provide transport information before the introduction of fishery products into the territory of the Community.

  1. Select the button Add Means of Transport.

  2. Select the correct one (Rail, Road vehicle, Airplane, Ship).

  3. Start typing the information of the selected transport and all corresponding results appear.

  4. Alternatively, use the Advanced button, select the Country and click Search.

  5. If your transport is not on the list, complete the respective information and then click on + Create.

  6. It is possible to use the buttons Remove and Clear to alter the selected Means of transport. “Clear” will delete all the details and information provided with the selected transport. “Remove” will delete the selected transport from the list.

Next steps

Click on the button Save as Draft, in the lower right corner.

The current status is DRAFT. This means that the importer declaration is saved and you can still edit it at a later moment.

You have the option of clicking on More at the bottom of the page, in order to:

  • Delete: this allows you to delete the existing draft.

  • Copy as new: this allows you to quickly create a new importer declaration based on a previous one. This action greatly speeds up the submission process. The original importer declaration is not altered by this action.

Submit the importer declaration for import control

  1. Select Submit for Import Control.

    Note

    If you filled in any of the boxes incorrectly, an “Error” message will appear. Click on the expand sign on the right-hand side of the error message to read the message in more detail.

    When you click on each of the messages you will be redirected to the box and field, which requires modification.

  2. SUCCESS: Your importer declaration with accompanying documents has been submitted for import control by the relevant Member State’s competent authority.

  3. A new serial number of the declaration appears with the initials CATCH.IM followed by the 2-letter country code of the importer and the 2-letter country code of the Member State into which the products are intended to be imported. The information “EU IUU Regulation (EC) No 1005/2008” below the reference highlights the template used.

    The import control authority must now sign the declaration.

More options

You have the option of clicking on More at the bottom of the page, in order to:

  • Delete: this allows you to delete the existing declaration. The declaration is considered to have been “withdrawn”.

  • Copy as new: this allows you to quickly create a new importer declaration based on a previous one. This action greatly speeds up the submission process. The original importer declaration is not altered by this action.

You can preview the certificate in PDF format and print from the PDF viewer, if required.

  1. Click on the button Preview PDF. The PDF is displayed.

  2. Click on the button with the three dots (…) next to the Preview PDF, to open the language selection and print the PDF in several languages at the same time.

Note

After submission you can still modify the data in the importer declaration provided that the import control authority has not already signed as “IN PROGRESS”.

  • Change the relevant information.

  • Click on the button Save.

  • You will receive a message saying “Catch/Importer Declaration has been successfully updated”.

In case the authority has already signed as “IN PROGRESS”, you can contact directly the authority and ask to cancel it. In status “CANCELLED”, the declaration is considered to have been “withdrawn”.

In case a typo error has been detected in one or more catch certificates, the import control authority can ask you to amend it.

Launch an importer declaration with a processing statement

After “endorsing” the processing statement, you will need to launch the importer declaration.

  1. In the bottom right of the page, select the button Launch Importer Declaration.

  2. Alternatively, on the TRACES NT home page, in the upper-left menu, click on "Documents" and select "Catch Certificate".

    1. Type directly the reference number of the Processing statement and click Search. The corresponding result appears.

    2. You can also run an “Advanced search” and choose the correct details (ex. Processing statement status VALID). Click on the Search button and scroll down to see the list.

    3. Select the correct certificate and click on the Actions button at the right side.

    4. Choose the option Launch Importer Declaration.

    1. Click on the blue button entitled “Launch Importer Declaration”. Then select From Processing Statement.

    2. Enter the country of the processing plant and the Reference number of the statement.

    3. Click on Launch Importer Declaration.

  4. Follow the steps, explained above, for Launch Importer Declaration.
