Audit Result Implementation

• The Audit Result Implementation is now available for the projects of the Coordination and Support Actions (CSA) Clinical Studies funding scheme of MFF 2014-2020.

Seal Awards: Sovereignty Seal (STEP) and Seal of Excellence (SoE)

• All projects contributing to the STEP objectives, will be awarded a Sovereignty Seal and those receiving high scores under the Horizon Europe selection process will be awarded a Seal of Excellence by the European Commission, provided that the projects have been assessed and comply with the minimum quality requirements. The project Coordinator is then informed via an e-mail and a Portal Notification (PNS) message that they have been awarded a STEP Seal or a Seal of Excellence. However, the publication of the awarded Seal on the Portal will only be done, with the approval of the project Coordinator.

Amendments

• The Personnel Unit Cost (PUC) business rules have been updated in order to enforce the following business functionalities during amendments:

  • For existing active or re-entered partners:

    • If the partner has opted for PUC they have to declare PUC costs, otherwise the amendment will not be allowed to proceed

    • If the partner has not opted for PUC they should not declare PUC costs (actual costs are allowed, though), otherwise the amendment will not be allowed to proceed

  • The re-entered partners do not need to sychronise PUC fact data with DSF/PDM; they may keep the PUC fact data they used to have before their termination.

Beneficiary Termination

• The beneficiary termination reporting is now available for:

• The termination letters for the cost-based grants (AG/OG) and unit-based grants (UN) of the MFF2127 are automatically generated by the system once the report assessment is performed by the Project Officer in SyGMa. The following templates have been automated for the TERA Assessment  step in COMPASS:

Formal Notifications

• After sending a Formal Notification to the EU, you may now receive in the Portal a new task to revise your Formal Notification and submit it again. You will have to complete this task in a new application. When all necessary revision has been done, the EU may send a final Formal Notification reply to you. Amendments

• The Beneficiaries tab: the pending Participant Register updates  will be shown with more clarity in the pop-up window, next to the corresponding PIC. Where appropriate, the current Participant Register data for the PIC is shown together with the pending Participant Register updates in order to give the user the possibility to compare the differences and, therefore, make the appropriate changes in the Participant Register (e.g. to validate). • Amendments are not supported for:
  • Grant Certificates: except for Information Procedure and Notification Based amendments, which are still allowed;
  • Prizes, Hop-On and Top-up projects: all amendment types are restricted including Information Procedure and Notification Based amendments.
• In the Partner summary screen (for Beneficiaries and Affiliated Entities): the Personal Unit Cost (PUC) information is displayed (when applicable).

Reporting and payment

Continuous reporting

• For the MOBAF mobility scheme: When adding a new mobility declaration, now users can also indicate if the scholarship holder dropped out from the programme.  
• For both MFF 2014-2020 and MFF 2021-2027 projects having the 'Financial Support to Third Parties' (FSTP) questionnaire configured, the total amount is now displayed below the following columns:
  • Table 'Sub-Calls': columns 'Call budget' and 'Budget awarded'.
  • Table 'Awarded Beneficiaries': columns 'Funding awarded' and 'Funding paid'.
• For Horizon Europe (HORIZON) projects having the Publications tab configured, the 'Project publications' table from the 'Publications' questionnaire will now display the 'License type' field. For more information, see Completing the Publications (Horizon Europe). 
• In Continuous Report, the Project Officer can now revise, whenever it is necessary, the due date of a milestone ("New Due Date"). For more information, see Completing the Milestones.

Amendments

• The amendment types AT44a - Change of the contingency reserve & AT44b - Activation of the contingency reserve have been made available for all projects with amendments enabled. For more information about how to prepare an amendment, click here.

• The amendment type AT57b - Change of joint and several liability of beneficiaries has been made available for all projects with amendments enabled. For more information about how to prepare an amendment, click here.
• The Beneficiaries/Affiliated entities/Associated Partners can also have now a Start Date value. In these cases, SyGMa will display a date value of either:
  • the Project start date
  • or the Entry into force date of the Grant Agreement, whichever is the earliest.

• For the Change of the prefinancing (AT55) & the Change of the MIM contribution (AT56), several changes have been applied in the Financial Information screen: 
  • Once an interim payment has been processed, the system disables the possibility to add any pre-financing entries
  • If the first pre-financing is paid, but the associated periodic reporting (REPA) has not been launched, then the first pre-financing will be locked, however allowing the possibility to be unlocked
  • After a periodic reporting (REPA) is launched for the first pre-financing, this pre-financing is permanently locked, together with the following one (if applicable)

• Changing the project start date (AT24) is not allowed while a periodic reporting is ongoing. Please make sure that all amendments to the project start date are signed before any periodic reporting starts. More information about how to complete the Periodic Reporting, here.

Continuous reporting 

• For all Horizon Europe (HORIZON) projects: it is now possible to create a profile on the Horizon Results Platform (HRP) to promote Key Exploitable Results (KERs) and receive Dissemination and Exploitation support through the Horizon Results Booster.
• When a Partner downloads a Deliverable attachment from the Continuous Reporting screen in SyGMa, the downloaded document will now display the Deliverable document name instead of the standard name "Attachement_0.pdf".

Periodic reporting

In-kind Contributions to Additional Activities (IKAA) 

• The reporting forms used for IKAA-JU processes will contain, in read-only format, all additional activities added at the planning stage. The users will have to report solely on the planned activities (at this stage, it is not possible to add more activities or delete the existing ones). Only the sections related to reporting (such as Success Story or Reporting amounts) will be editable. Two new fields have been added: Explanations on the carried-out activities in the reporting year (for the user to justify the activities carried out for a number of years) and Deviations from initial planning (to report on the eventual deviations and include a justification for them).

General

• The subject of any PNS containing the Organisation name or the Project name will be limited to 60 characters followed by "..." to indicate that the full name is not shown (when the Organisation/Project name is longer than 60 characters).

Project Monitoring Innovation Radar

• The Associated Partners are now also selectable as Innovators and their entity will appear eventually on the Innovation Radar website with their Innovation. They are also available in the Innovation Project Questionnaire, under the questions listing the Beneficiaries. Project monitoring

• In the standard Project Monitoring process (i.e. not PMON-PM), in the situation when the Experts do not approve the consolidated report, the Project Officer (PO) can do so on their behalf in order not to slow down the process. However, after the PO's action, the Experts who did not approve and on behalf of whom the PO approved the report, should receive a PNS informing them of the action performed in their name.

Note: only the Experts on behalf of whom the PO approved the consolidated report should receive this PNS.
