The Financial Support for Third Parties (FSTP) is a feature available for some programmes in the Funding & Tenders Portal. This option is located in the My Project(s) tab of the Manage my area left-side menu.
For the moment, only the Horizon and Digital programmes may foresee the use of FSTP.
Cascade funding, also known as Financial Support for Third Parties (FSTP), is a Commission mechanism to distribute public funding in order to assist beneficiaries, such as start-ups, scale-ups, SME and/or mid-caps, in the uptake or development of digital innovation.
It also starts from an ongoing project on which these beneficiaries can be added during the course of the project. The current list is here:
To support FSTP calls, the Funding & Tenders Portal provides the following functionalities:
- the possibility for the Primary Coordinator Contact (PCoCo), a Coordinator Contact (CoCo) and the Participant Contact (PaCo) of projects that allow FSTP to draft the FSTP call, preview it and submit it for publication.
- the possibility for a Project Officer (PO) of the Commission to validate and publish the FSTP call.
- the possibility for a PCoCo, a CoCo and a PaCo at any time in the process to update the FSTP call and resubmit it for publication.
- the system will manage the publication of the FSTP call in the Search funding & tenders page of the Funding & Tenders Portal.
- the system will manage the opening and closing of the FSTP call based on opening and deadline date.
- the users can find the FSTP call in the in the Search funding & tenders page of the Funding & Tenders Portal.

Information for Participants (PCoCos, CoCos and PaCos)
In My Project(s), choose the project that you want to work on. Click on Actions and then on Manage Cascade Funding Calls:
A new page opens:
If you click on Need help?, you can then navigate to the IT How To page, where step-by-step instructions on this feature are available.
To create an FSTP call, click on the +Add button, a new page opens:
Fill in the mandatory fields (marked with an asterisk) and click on Save. By clicking on Cancel, you will be redirected to the previous page and the encoded data will be lost.
The saved call will then appear as Draft in the previous page:
As long as the call is in the Draft status, you have 3 options: edit, submit or delete it.
Click Submit and Yes to submit the call:
The following pop-up message opens. Click on Ok:
The status of the call changes into Submitted:
After this action, the PO receives a notification to publish the call:
Once the EU Project Officer (PO) has published it, the FSTP call will then be visible in the list of calls in the Search funding & tenders page:
By using the Type of grants calls filter, the Cascade funding marked calls will appear.
Once the FSTP call is published, it is still possible to edit it and resubmit it for publication:
Next to the call title, the opening date and the deadline, you can see the status of the call: Draft, Submitted or Published:
Under Actions, the Revoke button allows you to put the call back in the Draft status and edit it:
Note that the PO will not receive any notification that the call has been revoked until it is resubmitted for publication.
Information for Project Officers (EU)
Under My Project(s), choose the project that you want to work on. Click on Actions and then on Manage Cascade Funding Calls.
A new window opens:
Once the PCoCo/CoCo/PaCo has submitted the call, the PO receives a notification (as mentioned above) inviting to publish it.
If the PO wants to preview the submitted call before publication, they need to click on the respective call title, redirecting them to this page:
In this page, the PO has the option to Publish the FSTP call or to Contact the organisation.
By clicking on the Publish button, a pop-up message appears:
The status of the call changes then from Submitted to Published:
Once the PO has published the submitted call, the PCoCo/CoCo/PaCo receives the following notification:
A published call can still be edited by the PCoCo/CoCo/PaCo, and the PO can then publish it again:
By clicking on the call name, the PO has access to the Current version of the FSTP call, which is the last edited one:
