The instructions in this page are applicable to you under these conditions:
- Under the information on the means of redress section of your rejection or reserve list letter, it clearly states that you may submit a redress case via your Funding & Tenders Portal account.
Should a different method be outlined in the letter (such as a specific email address to get in contact with or specific link to record your case) and no mentioning of using your Funding & Tenders account, please follow it.
- You have not initiated any other action or complaint regarding the rejection / inadmissibility / ineligibility of your proposal (i.e. action for annulment under Article 263 TFEU). Only one action or complaint at a time is allowed.
Process Description
The consortium have been informed of the result of the evaluation of their proposal and, regrettably, their proposal has been rejected for any reason. This process also applies when your proposal has been placed in the reserve list.
As from the reception of the rejection letter, the proposal coordinator has 30 days to submit a redress case, so that the rejection reason will be reviewed by the granting authority.
After submitting the case, the granting authority will review the reasons exposed for reconsidering the decision on the proposal, and the proposal coordinator will receive a final result on the redress request. Two outcomes are possible:
- The granting authority has reconsidered the decision on the proposal and it has been decided to re-evaluate the proposal. In this case, the proposal is not considered as rejected any longer and will undergo a new evaluation process, after which, a new result letter will be sent to the consortium.
- The decision on the proposal rejection / inadmissibility / ineligibility has not changed.

Access the Evaluation Results Letter
Log in to the Funding & Tenders Portal and go to the personilised left-side navigation menu Grants centre / Proposals / Actions / Follow-up. This will open GMS.
The rejection letter is available under the Project Document Library (i.e. Process documents) in GMS.
Submit a Redress Case
This action needs to be taken by the proposal coordinator. Click on the Launch new interaction with the EU button on the top.
Select Launch Redress Case.
Provide your grounds for the redress case in the textbox.
Please, be aware that the system does not keep a draft of the text. Therefore, it is advisable to prepare your text in advance and paste it when it is ready. Bear in mind that the pasted text is plain text without formatting, and there is no possibility to apply any kind of formatting (bold, italics, etc.).
Also note that there is a character-limit of maximum 7000 characters, spaces included. Please be concise when describing your grounds for complaint. Do not use links to external documents or other sources; they are not admissible and will be disregarded.
When you have provided the text, click on Submit
Then click OK to confirm the submission of your redress case:
Remember!
Once you submit the redress case, you do not have the possibility to update it, even if the deadline to submit cases is not over yet. Please, double-check your case before submitting it.
You will have access to the Redress case summary under Document Library, this document contains the text you provided for your redress case. The proposal coordinator will also receive a message in the Portal (i.e. what we call PNS, see Content Centre for more information), with the account administrator, LEAR, participant contact and coordinator contacts in CC, informing of the availability of this document, which is also the acknowledgement of reception of your case by the EU services.
Important
You are given the possibility to submit one single redress case during the 30 days following the reception of the rejection letter; after this period, you cannot submit any redress case and clicking on Launch new interaction with the EU will not show the launch redress case option any more.
Do NOT wait until the last moment to submit your redress case, once the task expires there is no way to submit one and no request for redress will be accepted if it has not been submitted via the specific redress process; available only those 30 days we have previously mentioned!
Withdraw the Redress Case
At any moment, you can withdraw your redress case by going back to the Proposal Management & Grant Preparation process. Then click on Withdraw redress case:
You need to enter the reason for withdrawing the redress case. Click on OK to confirm.
Important
If you cancel the case, your complaint will not be treated and you will not be able to submit another case via the Portal. If you wish to re-submit a redress case and the deadline for your proposal has not yet expired, please contact the competent EU service mentioned in the call documentation or in the Portal support page.
You will find the Redress Case Withdrawal Summary under the Document Library.
Access the Redress Case Result
Once the EU services has analysed your request, you will receive a result letter informing of their decision on your redress case.
You receive a new notification in the Portal (PNS) informing that the Redress case review process is completed now. See Content centre if you need information on how to access your notifications in the Portal.
You can find the result letter by accessing GMS (the personilised left-side navigation menu Grants centre/ Proposals / Actions / Follow-up), then click on Document Library.
