Continuous reporting

• For Marie Skłodowska-Curie Actions – Doctoral Networks (MSCA-DN) programme: each time a new mobility declaration is submitted by the Coordinator, the Project Officer assigned to the project is notified via a PNS; each time a mobility declaration is re-opened by the Project Officer assigned to the project, the Consortium is notified via a PNS. • The information on the Use of Resources for Horizon Europe ERC programme (MFF 2021-2027) can be now provided in a structured way as it was the case for H2020 ERC. For more information, click here.  
• Only for Lump Sum projects, at the submission of the Periodic Reporting, in the Financial Statements screen, the status of the financial statement of all non-Coordinator partners will be now "Included in the Coordinator's Financial Statement". If a user clicks on a partner (other than the Coordinator) the following warning message will be displayed: "Being this a Lump Sum Grant, the information is to be checked in the Coordinator's FS". The 'Financial Statement' screen is not displayed in this case for non-Coordinator partners. Formal Notifications

• A new category has been added to the Inbound Formal Notifications pop-up in the F&T Portal so that beneficiaries can request the transfer ownership of results or grant an exclusive license (IPR)*. Once the receipt of the Inbound Formal Notification is acknowledged by the Project Officer, the beneficiary will be notified about it via a PNS. Any open questions from the EU concerning the submitted IPR request will be sent via the Formal Notification - EU Services initiated process.

* According to Article 44(3) of the H2020 Rules for Participation and Article 40(4) of the Horizon Europe rules for participation, beneficiaries are obliged to notify in advance the granting authority about their intention to exclusively transfer licences to non-EU countries that are not associated to the H2020 or HE programme respectively.

• If the visibility scope of the Inbound Formal Notification is set to "Only my organisations" and the beneficiary is present in more than one organisation, now there is also the option to select the organisations for which the communication is done. Grant Agreement Preparation

• For MSCA-COFUND projects: a new screen allowing the Coordinator to enter information about the COFUND calls (the number of researchers, the number of person months for each reporting period) has been now added.

• Only for ERC main policy actions (i.e. Starting, Consolidator, and Advanced grants) and only for new projects: Sygma applies a simplified reporting periodicity as follows:
  • there will be only 2 financial Periodic Reports, with revised periodicity - at month 30 and 60 - (currently there are 4 financial Periodic Reports)
  • for the Progress Reporting Periods (ERC Scientific Report) - a new periodicity at month 24 and 60 (currently set at month 30 and 60) will be applied

  ERC-SYG and ERC-POC will not be impacted by these changes and still follow the standard approach.

OLD MFF - Grant Agreement Termination

• For H2020 MSCA-IF projects: the Fellowship End Date of the Grant Agreement Termination can only be a fixed date.

Amendments

• The amendment types, AT55 - Change of the prefinancing & AT56 - Change of the MIM, have been updated for all projects with amendments enabled, as follows:
  • The entries for paid pre-financing, at the project level, are now locked for editing (cannot be edited).

  • The entries for processed pre-financing guarantee, at the Beneficiary level, are now locked for editing (cannot be edited).

  • A new button is now available to the users to automatically recalculate the MIM amounts.

• The amendment type, AT18 - Change of associated partner link, has been made available for all projects with amendments enabled. In addition to this clause, amendments will now keep a history of the Associated Partners/Beneficiary associations. This new functionality will allow the SyGMa clients to: 
  • change the Associated Partners/Beneficiary associations during the lifetime of a project ensuring that they enter the association effective/termination dates.
  • display the history of Beneficiary associations for an Associated Partners via a new "History" button, in a pop-up screen. You can find more information on how to prepare an amendment here.

• The termination of an Associated Partner (AT7) is now aligned with the Beneficiary and the Affiliated Entity terminations. The date options have been aligned so that the "Exit date (end of work date)" can be now selected by the Associated Partners. 
• For MSCA-DN projects: the amendments process now supports the change in recruitments and secondments. The "family allowance" may be amended but only by the EU, via a Commission Initiated amendment, at the end of the project, in the rare case when the maximum grant amount is exceeded. You can find more information on how to prepare an amendment here.

Only the subsequent standard periodic reports, that follow the last additional prefinancing report, will include a budget forecast. The 'budget forecast' report item of the standard report(s) will display 0.00 € for the 'additional prefinancing' periods.
• For Connecting Europe Facility (CEF) Action Grants: the 'Budget forecast' is mandatory for a partner that submits a Financial Statement (it is not mandatory for terminated partner(s) and UTRO). For more information, click here.
