Area

The FLAG territory is flat, located in the South-East of the country and consists of the Bărăgan plain and the Danube meadow.

The fisheries sector as well as the entire economy of the county registered a decline between 1990 and 2000, the causes included the transition from a centralised economy to the market economy and the instability of new institutional and legal frameworks.

In the FLAG area, there are natural coastline wetlands with great biological diversity. The FLAG has a tourism potential that allows for the development of different forms of tourism including cultural, ecological and rural. The Danube has important tourist attractions that are insufficiently explored. The large number of picturesque islands and the division of the river into different channels offers opportunities for recreation as well as conditions for hunting and fishing.

In the last 15 years, growth has been observed in services that support economic development – business consultancy, technological consultancy, advertising, accounting services and business mediation services developed by private companies and NGO’s. However, the reduced level of structural investments, the aging population and the loss of heavy industry assets are major challenges.

There are seven Natura 2000 sites in the FLAG territory, of which five have been validated by the European Commission:

  • ROSPA 0012, Danube’s Borcea Arm - with an area of ​​13 097 ha located in the territory of two counties: Călăraşi and Ialomita;
  • ROSPA 0021, Ciocanesti - Danube with an area of ​​904 ha;
  • ROSPA 0038, Danube - Oltenita with an area of ​​5 951 ha located in the territory of two counties: Călăraşi and Giurgiu.
  • ROSPA 0039, Danube-Ostrova with an area of ​​16 224 ha located on the territory of two counties: Călăraşi and Constanţa;
  • ROSPA 0051, Iezerul-Călăraşi with an area of ​​4 024 ha was designated wetland of international importance based on the criteria established by the Ramsar Convention Secretariat (2012).

FLAG strategy

The FLAG strategy aims to:

  • Encourage economic development and create local jobs by supporting sustainable and efficient fisheries activities
  • Diversify economic activities for the efficient use of the area's resources, increasing competitiveness and innovation
  • Diversify alternative activities to the commercial fisheries sector, exploring opportunities (natural, environmental, geographical position, traditions) and encouraging the development of aquaculture and related activities
  • Encourage local initiative to conserve fishery resources in the fisheries area and eliminate pollution by setting up community-based environmental monitoring programs to achieve and maintain the good environmental status of the aquatic environment
  • Promote the history, culture and traditions of the fisheries area

The FLAG membership includes the association of communes of Romania- Calarasi branch, the municipality of Calarasi, the city of Oltenita, several private firms including an agricultural cooperative, the county association of hunters and sportsmen of Calarasi (NGO), the local chamber of commerce, the living nature foundation (environmental NGO), the "Linul" Oltenita fishing association (NGO), the Lower Danube association for sustainable development, Olteniţa business club (NGO), the Cormorant fishery producers organisation and the Calarasi fishermen’s association.
