Getting an EU LOGIN account
All users that are new to Europa application, will have to create an EU Login account. In order to create EU Login account, you need to have a valid e-mail address.
To create an EU Login account, please follow the instructions for creating an account here: https://webgate.ec.europa.eu/cas/help.html.
If you HAVE an EU Login account:
Are the first and last names belonging to a physical person?
If YES, go to RASFF Window: https://webgate.ec.europa.eu/rasff-window
If NOT, login into EU Login: https://webgate.ec.europa.eu/cas
Click on My Account – Configure my account using the cogwheel next to the name of the user and modify the first and last names so that they have the details of a physical person.
If you DO NOT HAVE an EU Login account, please create one:
Make sure that the first and last names belong to a physical person.
The email address may be personal or functional.
Only one EU Login account can be created with the same email address.
EU Login demands confirmation within 90 minutes after the application.

Getting a 2-Factor Authentication
To login to SAAS (Authorisation system) and create an access request you need 2-factor authentication.
Please refer to the video material for the EU login Mobile App installation or the User Guide to configure your double factor authentication.
PANIC feature
In EU Login, external users can use a feature called PANIC, represented by a PANIC button in the account management screen in the EU Login Web site.
This PANIC button will remove all the second factors linked to your EU Login account (e.g. mobile phone numbers, eIDs, mobile devices, security keys, trusted platforms, passkeys, etc.).
The user will also be locked in SAAS for all organisations.
Use this procedure if you have reason to believe that your user account is compromised (unauthorised access), or if your mobile device or security key was stolen or lost. If you have been closed out from your account, immediately warn the support team.
Procedure PANIC button
Login via EU Login https://webgate.ec.europa.eu/cas/login with your email address and your password.
Enter your email address and click on Next.
Enter your password, choose the verification method Password, and click on Sign in. You arrive on the page Successful Login.
Go on My Account.
Select the option Delete all my devices and eID (PANIC).

A message appears. You can confirm by clicking on Delete.
There is confirmation message. The system automatically logged you out.
You can now follow the video material from the section Getting a 2-Factor Authentication to add new verification methods.
After you reset the multi factor authentication, the local administrator needs to unlock your account in SAAS.
SAAS application
Go to the SAAS application: https://webgate.ec.europa.eu/saas
You will be directed to the EU Login website, where you authenticate by using your EU Login credentials:

You will be directed to SAAS – Authorization System:

Select iRASFF from the Select an application drop-down list:

Click on please click here to request an access:

Solve the antispam and click on Step 2: select an organisation:

Click on the button Open in front of NON RASFF MEMBERS for users belonging to organisations that are not member of RASFF, or “MEMBERS” for users belonging to organisations that are member of RASFF.

Select one organisation.
If you belong to a particular country, type the country name in the search field to find that country in the organisation tree and press Enter.
If the button Open appears to the left of the organisation found, it means that there are sub-organisations to chose from. Use the buttons Open and Up to browse the organisations and select the proper one.
Note
Always select the most precise organisation. Do not, for example, select the country if you have organisations defined below it.
If you know the name of the organisation, you can use it in the search and the result will be displayed as well.
Note
Make sure that the tick box in front of your country name or organisation under the country is ticked.

Click on Step 3: select an access profile:

Select the Access Profile: Non-Rasff members (users that are member of RASFF should choose “Reader” or a different profile if they have an active role in iRASFF, see iRASFF user manual):

Click on Step 4: type a comment. It is important to explain here why you have requested access, in which capacity and for which organisation.

Click on Submit request access:

What happens next?
For non-RASFF member users, the RASFF team of the European Commission will evaluate your request. For members this is done by the local administrator of your organization.
Once the applicant is verified by the RASFF team, access will be granted.
Important
It is therefore essential that the first and last names of the EU login account belongs to a physical person, as this is the only way to check if the person is entitled to get access.
If the applicant is not known to the RASFF team, access can only be granted after the following procedure:
An email is sent to the single contact point of the country the person is applying for.
Access will then only be granted if the single contact point confirms that the applicant belongs to the competent authorities of that country and is entitled to have access.
