Completing an iRASFF notification from a CHED, INTRA or NOA in TRACES NT

Any user with the appropriate rights in both TRACES NT (connected as BCP with CHEDA, CHEDD, CHEDP, CHEDPP, INTRA and NOA rights) and iRASFF (a valid account in SAAS with creator profile and part of the specific network) can use the Notify iRASFF function.

Restrictions!

The user must belong to only one organisation in SAAS.

The country of TRACES organisation needs to match the one in iRASFF. For example, a user from a border post in France needs to have an iRASFF profile for an organisation in France.

Notify iRASFF from TRACES NT

This document describes the creation of an iRASFF draft notifications based on TRACES certificates CHEDA, CHEDD, CHEDP, CHEDPP, INTRA and NOA as follows:

  • from a validated or rejected CHEDD, CHEDP, CHEDPP and NOA

  • from a validated or rejected CHEDA if Welfare check = ' Yes'

  • from a validated INTRA if: no controls or Controls III exists then Welfare check = 'Yes'

Plant Health

For NOA, CHEDD and CHEDP the user needs to be configured to AAC/RASFF network in SAAS.

For CHEDA and INTRA the user needs to be configured to Animal Welfare network in SAAS.

For CHEDPP the user needs to be configured to Plant Health network in SAAS.

  1. If the conditions above are met on the bottom of the page click on More then Notify iRASFF.

  2. A draft notification is created in iRASFF. The user can edit and complete the notification if he/she has the correct user profile in iRASFF (creator, validator or escalator) and is added to the specific network in SAAS.

Editing and completing the notification

  1. Open iRASFF and find the notification in your drafts (dashboard, tasks list).

  2. Click on the link of the draft notification. The notification will open in view mode.

  3. Click on Edit and complete the notification.

Verification of the notification

Check

A check button is available to verify if mandatory fields are filled in and if there are no data errors found by the application. If an error is produced, follow the error message to the most detailed section mentioned to find out what is the problem and complete or correct the fields. If no error is pointed out, move to next step.

Validation and Escalation

This section is reserved to validator/escalator profiles. If the user who has imported the notification from TNT has only creator profile, he/she must submit the notification to validator after verifying and saving the notification. The Validator must review the work of creator and ask for missing information if needed before validating.

    If validation occurred at national level for an AAC notification (non-compliance notification), the notification must be shared with concerned countries through the conversation module in which also requests to those countries can be added. We refer to the information on the use of the conversation module further down in this document.

    If the notification needs to be escalated to national level or to EU level (RASFF notification), proceed with step 2 (escalator profile required).

  2. Click on escalate:

    The notification is escalated to the higher level.

Follow-up to the notification

In case additional information or documents must be added after the notification was submitted or validated, the user can create a follow-up by clicking on Follow-up button.

Conversation module

The conversation module is a feature which allows users to ask questions and/or exchange information which does not necessarily need to be shared in the notification. Conversations can be created by any validator (the creator of the conversation is the “moderator” of the conversation) and can be created either within or outside a notification.
