Commitment summary 1. Convenant concerning behaviour and publicity concerning alcohol drinks
Horeca Vlaanderen signed the new convenant in 2013 and promotes the implementation in the sector. Horeca Vlaanderen takes part in the consultation with the ministerial cabinet about the possible adaptation of the convenant.
2. Promotion of 'Quality Nights'
Horeca Vlaanderen promotes the 'Quality Nights' label and develops actions to convince as much as discotheques as possible to obtain the label.
3. Sensibilisation of horeca-entrepreneurs for a justified use of alcohol
Horeca Vlaanderen cooperates with the Belgian Institute for Safe Traffic for a Bob-campaign during the festive days at the end of the year and develops actions in cooperation with VAD (anti-alcohol association) to raise awareness for the laws on alcohol and minors.
4. Attention on alcohol use in training programs
Horeca Vlaanderen cooperates in the development of a training videao about responsible use of alcohol to be used in every training programs that includes alcohol.

Information about the commitment

Background to the commitment (if any) Horeca Vlaanderen is the sector federation of horeca entrepreneurs in Flanders. It is our goal to support horeca entrepreneurs in the good practice in dealing with (ab)use of alcohol. It is a matter of professional entrepreneurship. Horeca without alcohol is unthinkable. But a horeca entreprise in which alcohol is part of the common practice, is unethical and unprofessional. Abuse of alcohol is a threath to the health of our customers but also a threat to the health of the entreprise. Drunk customers create an agressive atmosphere (vis-à-vis other clients, personeel and neighbours), commit often illegal acts and are very bad consumers. This all makes that an alcohol policy is necessary in every horeca establishment.

In 2015, Horeca Vlaanderen focused on the following actions:

1. Promotion of the covenant concerning behaviour and publicity concerning alcoholic drinks.
2. Promotion of "Quality Nights".
3. Sensibilisation of horeca-entrepreneurs for a justified use of alcohol.
4. Attention on alcohol use in training programs.

Description of the implementation of the commitment
1. Covenant concerning behaviour and publicity concerning alcoholic drinks : The covenant was signed by the Minister of Health and all partners, amongst others Horeca Vlaanderen. It introduces a ban on distribution of free drinks on public places and strengthens the rules for alcohol commercials. Horeca Vlaanderen promotes the implementation in the sector.
2. Promotion of "Quality Nights": Quality Night is a label for clubs that accept certain rules on responsible use of alcohol. Horeca Vlaanderen develops actions to convince as mush as discotheques as possible to obtain the label and promotes the actions of Quality Nights.
3. Sensibilisation of horeca-entrepreneurs for a justified use of alcohol :
- Cooperation with the Belgian Institute for Safe Traffic for a Bob-campaign during the festive days at the end of the year.
- Actions in cooperation with VAD (anti-alcohol association) to raise awareness for the law on alochol and minors.
4. Attention on alcohol use in training programs : Development of training videos on the application of alcohol laws to be used in every training programs that includes alcohol.
Objectives (cf. sections 4-5 of the Monitoring Commitment in Annex II of the Forum Charter): in which way and to which extent have the objectives set out in the original commitment form been achieved in the reporting period?
1. New covenant concerning behaviour and publicity concerning alcoholic drinks: Objective fully achieved. Yearly evaluation of the objectives. Horeca Vlaanderen remains one of the interlocutors of the governments in all actions related to responsible drinking and takes part in the consultation with the ministerial cabinet about the possible adaptation of the covenant.
2. Promotion of "Quality Nights" : Quality Nights is present in the 5 Flemish provinces. A total of 38 clubs bear the label. Objective achieved. The action continues. Content of the label is broadened.
3. Sensibilisation of horeca-entrepreneurs for a justified use of alcohol :
Strong involvement in Bob-campaign, with possibility for private enterprises to take personal commitments. Hundreds of hospitality entreprises have developed concrete actions (for example : distribution of gadgets, aperitif without alcohol, gifts for Bob, etc.). The Bob-campaign is repeated every year, with the collaboration of Horeca Vlaanderen. Objective achieved, but the action continues.
4. Attention on alcohol use in the training programs:
Videos are used in every training program that includes alcohol (e.g. cocktail sharing, ginn tonic, beer drafting, sommelier, ...).
Videos have also been developed to explain to personell how to enforce the age limit for serving alcoholic drinks.
E-learning modules/videos have been developed for personell at events (festivals, ...) to explain the age limit for serving alcoholic drinks and to explain how to deal with alcohol abuse.
Objective achieved, action continues.
Relevance (i.e. how did the commitment during the reporting period contribute to achieving the overall aims of the Forum - cf. section 3 of the Monitoring Commitment in Annex II of the Forum Charter)
Without the active promotion of Horeca Vlaanderen of the covenant and of the Quality Nights in the sector, these initiatives would loose relevance with the horeca entrepreneurs. By the actions of Horeca Vlaanderen, these initiatives are better known and trustworthy.
Without the actions of Horeca Vlaanderen concerning the sensibilisation and the training programs, these initiatives would not exist in the sector.
Input indicators (resources allocated to the commitment ("What was done to put the objectives into practice?") - cf. section 5a of the Monitoring Commitment in Annex II of the Forum Charter)
CEO and legal advisor of Horeca Vlaanderen negociate with ministerial cabinets, anti-alcohol association, the Belgian Institute for Traffic Safety and the Training Program of the horeca sector in order to develop the several initiatives.
The PR-officer of Horeca Vlaanderen prepares several initiatives in order to promote the initiatives in the horecas-sector (via website, Horeca Newspaper, mail flashes, press releases, ...).
Horeca Vlaanderen paid in 2015 for several promotion materials on the application of the law on the banning of alcohol minors.
Output indicators (measure from a quantitative point of view the results created through the use of inputs ("What was achieved with the resources allocated to the commitment") - cf. section 5b of the Monitoring Commitment in Annex II of the Forum Charter)
Every article in the Horeca Newspaper reaches 18.000 entrepreneurs in Flanders.
Every Horeca mail flash reaches 5.000 entrepreneurs in Flanders.
Quality Label is attribued to 38 clubs in Flanders.
About 200 entreprises joined in on the Bob-action in december 2014. The figures 2015 are not yet know, everything is done to ensure that more entrepreneurs involved.
+/- 31 trainings with +/- 273 participants.
Outcome and impact indicators (how successful has the commitment been during the reporting period in relation to the original objectives - cf. section 6 of the Monitoring Commitment in Annex II of the Forum Charter. These indications go beyond the minimum agreed requirements to monitor a commitment, and it is expected that this type of evaluation will not be carried out for all commitments.)
Short term
Quality Night is introduced in more Flemish clubs.
More enterprises in horeca are aware of the risks of the abuse of alcohol, cooperate in schemes to promote a responsible use of alcohol during the entire year and offer several alternatives to alcohol.
All staff at events follows the e-learning module about responsible drinking and age limit.
Medium term
Program of Quality Nights becomes broader.
Workers in horeca are aware of dangers of alcohol abuse.
Age limits are better observed.
Long term
Quality Nights is introduced in all clubs in Flanders.
The most enterprises in horeca are aware of the risks of the abuse of alcohol, cooperate in schemes to promote a responsible use of alcohol during the entire year and offer several alternatives to alcohol.
All bar staff in hospitality entreprises follows the e-learning module about responsible drinking and age limit.
