The European Union Project "Strengthening the Institutional and Technical Capabilities of the Competition Protection Agency" will be implemented in the form of twinning light contracts, starting from September 2018. The project scope is aimed at strengthening the capacity of the Montenegrin agency to manage and deal with issues in the field of competition, focusing on procedural aspects that include complex economic analyzes, as well as gathering evidence, for example through dawn raids of undertaking premises. Regarding their valuable experience in these areas and the experience of the latest member state of the European Union the project proposal of the Republic of Croatia prepared by Croatian Competition Agency (CCA) in cooperation with the Central Finance and Contracting Agency and the Ministry of Foreign and European Affairs, was rated as the best in the selection process of a twinning partner to the Montenegrin Competition Protection Agency.
This project, worth 250,000.00 EUR, should start in September 2018 and will be completed by the middle of 2019. After CCA gained a valuable experience as a recipient of EU assistance in the pre-accession period, this is the first project that CCA is independently implementing as a provider of assistance.
The Stabilization and Association Agreement (SAA) between the EU and Montenegro entered into force on 1 May 2010 and the negotiations started on 29 June 2012. Montenegro undertook, under the provisions of Article 73 of the Stabilization and Association Agreement, to ensure the standards of application of the competition rules arising from Articles 101, 102 and 106 of the Treaty on the Functioning of the European Union, which implies the creation of a transparent legislative framework, the establishment of an operationally independent institution and the effective implementation.
