    This event has been postponed because of travel restrictions imposed to limit the spread of coronavirus. 



    Following high-level conferences and forums during the EU-China Blue Year 2017, the EU and China signed a Blue Partnership for the Ocean in 16 June 2018, which marked the beginning of a new phase of strategic EU-China ocean relations. This Partnership sets out a comprehensive and holistic framework for our cooperation in the domain of the oceans. The shared objective of the Partnership is to ensure effective ocean governance for the conservation and sustainable use of the oceans and their resources. Key aims include sustainable fisheries, a thriving maritime economy and a healthy oceans and their resources. Two EU-China workshops on “Marine data science” in 2017 and subsequent bilateral visits defined major cooperation areas with common interests and challenges in marine data science, which formed the basis for the call of this tender3[1].

    EU and China both have common and different best practices in ocean governance and in sharing and managing data and data products. The overall aim of the EU EMOD-PACE project is to promote international ocean governance with China and support the implementation of global commitments by making ocean marine data and data products more easily accessible and by providing better data and data products.

    The overall aim can be broken down into the following more concrete objectives which will be addressed by the different project tasks described as follows:

    • Establish a solid and effective working relationship between EMODnet and Chinese counterparts, in particular the National Marine Data and Information Service (NMDIS) (All Work Packages);
    • Support processes related to collaboration with China with a view to improve discovery of and access to marine data and data products by establishing interoperability of data and information systems (Work Packages 1 and 2);
    • Support ocean-related policy objectives and policy dialogues as well as to enhance cooperation in key areas of ocean governance (All Work Packages);
    • Facilitate political convergence towards a collective approach to tackling global ocean challenges such as climate change, marine litter, and environmental protection and biodiversity, in particular in the context of the Convention for Biological Diversity (CBD) (Work Packages 2, 3, 4 and 5);
    • Support the use of internationally agreed standards for marine data, both by the public and private sectors (All Work Packages, in particular Work Packages 1 and 2).

    Purpose and overall objectives of the inception meeting


    The overall objective is to set the stage to exchange information, develop the EU-China cooperation and initiate collaboration on general and project specific tasks.

    This inception meeting will be the first one after the kick-off the project and is therefore of high importance. It is clear that engagement and interaction with Chinese counterparts from NMDIS and other Asian marine data centres will be critically underpinning the development of the Project detailed work plans and achieve the objectives of the contract. The inception phase will therefore be of great importance to kick-start the project with major effort to develop the first detailed workplans and adjust the rolling workplans based on the knowledge gained and challenges encountered as the project moves forward.

    The main objective of the meeting will focus on marine data and information gathering and sharing, to tackle the technical and operational challenges to achieve the necessary synergies and interrelationships with the right counterparts in China at NMDIS as well as between the different work packages. More specifically, to establish the dialogue to obtain the information/data/resources needed to execute the WP1-WP5 tasks.

    The specific goals are as follows:

    • Presentation of existing status in China and Europe
    • Overview of marine data services available from EMODnet and NMIDS
    • Analyses of commonalities and differences
    • Identification and establish contact between specific knowledge experts and operational managers from EMODnet and NMIDS covering different services
    • Adoption of common views about the context
    • Formulation of common approaches for achieving interoperability (WP1-WP2)
    • Understanding of available data, information and how/where to implement models/tools (WP3-WP5)
    • Formulation, clarification and adaptation of detailed work plans for each WP
    • Reports on progress and possible impacts
    • Specifications of next steps, next meetings

    Structure of the meeting:

    Based upon the introductory (plenary) presentations which set the stage, participants could start with discussions in parallel sessions on specific topics of the project to ask further questions and clarify issues that may exist. This may be organized along different strands, e.g.:

    • Mutual knowledge gathering (presentations) to identify its NMDIS counterparts for data interoperability and together with them will draft the specific workshop agendas, planning a series of mutual presentations.
    • Analysing commonalities and differences, and brainstorming about options and following steps for overcoming any differences (bilateral discussions), e.g. to identify the European basin and Asian basin, observation data, ocean models and reanalysis to be used in the model and reanalysis validation and inter-comparison via bilateral discussions.

    Expected outcome


    This inception meeting should allow to achieve a consensus of the nature of the collaboration, joint project objectives, challenges, rationale and coordination. It also aims to gain a better understanding and comparing the respective circumstances, the data that is openly available on the Chinese/Asian side (or which can be made available for the purpose of the project), the standards in use, the methods and models used in Europe and China and how to apply them in different circumstances and to obtain ideas for common approaches, and how to overcome differences necessary to achieve the contractual requirements.

    Outcome documents:

    • Official meeting minutes (M1) & Project inception report (M2)

    The report will summarise the inception meeting and present a detailed view of how the study will be carried out, taking into account the outcomes of the kick-off meeting so as to incorporate feedback both from the client and the Steering Group. More specifically, the Inception Report will include: (i) a proposed overall approach, (ii) a description of the methods and tools to be used, (iii) a draft list of sources and references, (iv) the performance monitoring system with responsibilities, timeframes and resources for monitoring (v) a detailed timeline showing the different tasks, key meetings, events and deadlines.
