    Session 1 (open session)

    Chairs: Pierre-Yves (CMEMS/MOi) and Kate Larkin (EMODnet Secretariat)

    Session 1 was held on 9 February 2021 from 14:00 to 16:10 as an open session bringing together the Secretariats of EMODnet and CMEMS (MOi), representatives from the European Commission DG MARE and DG DEFIS EMODnet thematic Coordinators and representatives, CMEMS in situ Thematic Assembly Centre (TAC) experts. The participants list and agenda are provided in Annexes I and II. 

    Pierre-Yves Le Traon (CMEMS/MOi) opened the meeting and ran through the agenda, noting that actions from previous meetings would be discussed according to related agenda items.

    • CMEMS status and catalogue evolution

    Pierre-Yves Le Traon (P-Y LT) gave a presentation showcasing the latest developments within CMEMS. Highlights of recent CMEMS activities include:

    • More than 28000 subscribers.
    • New visualization tool ( https://cmems.lobelia.earth)
    • New website launched in January 2021 just before the CMEMS General Assembly
    • CMEMS GA (fully virtual, more than 600 participants), with EMODnet and DG MARE participating in Panel discussions. Presentations are online and the virtual fair remains open for 6 months.
    • Final release of products (white, green and blue ocean) for Copernicus 1 is scheduled by May 2021 (final deadline is end of June)
    • Copernicus 2 starts from July 2021
    • EMODnet status and portfolio evolution

    Kate Larkin (KL) gave an overview presentation of the EMODnet status and some highlights of recent releases and service updates, with further inputs made by the thematic coordinators. Highlights of recent EMODnet thematic data and data product releases (summer 2020 to January 2021) include:

    • EMODnet Biology: A new data product has been released covering numerical abundance of benthic macroinvertebrates in North Sea and Baltic Sea;
    • EMODnet Bathymetry: January 2021 saw the release of the v2020 Bathymetry DTM, following the release of the world base layer in 2020);
    • EMODnet Chemistry: The webODV tool for online exploration and extraction of EMODnet Chemistry data was launched in November 2020;
    • EMODnet Human Activities: A new data set is now available on Spirulina algae production facilities, in collaboration with EMODnet Data Ingestion and the EC Joint Research Centre (JRC) Improvements to existing data sets include extended coverage for the submarine cables data set and to military areas. The data set on Marine Spatial Planning (MSP) will be published by the end of February 2021;

    Post-meeting note: The MSP data layer was published on 18 February 2021

    • EMODnet Geology: Continuous updates are made to the seabed substrates layers, with new products coming later in 2021;
    • EMODnet Physics: extended release of near real-time river outflow data (extended coverage of the Iberian peninsula) & updates to the river proxy page

    In addition, Joana Beja (VLIZ, Coordinator EMODnet Biology), noted an upcoming online event on 24 March organised by EMODnet Biology titled ‘Data Solutions for a Changing Ocean’ and invited CMEMS to participate, to contribute to the discussions on EMODnet Biology achievements and how it can be further optimised to serve user requirements and improve services.

    Dick Schaap (MARIS, EMODnet Data Ingestion, Bathymetry and Chemistry) noted that EMODnet  Bathymetry is working on new satellite data releases for the coastlines and coastal zone. Further discussion on this is reported in the agenda item on coastal issues (below).

    The EMODnet Secretariat and DG MARE noted the EMODnet Central Portal website repatriation to the Europa Domain, initiated at the end of 2020. This is part of a mandatory process for all EC owned websites and initiatives. The EMODnet Central Portal is expected to repatriate within a few weeks by the end of March 2021. It was also noted that centralisation of EMODnet data and data products using a common map viewer is well underway, with the first thematic to centralise beiing Bathymetry (completion planned in summer 2021). The process will continue with other thematics in the coming months.

    • Status of MoU Physics (CMEMS in situ TAC, EMODnet)

    Sylvie Pouliquen (CMEMS INSTAC) presented updates on behalf of CMEMS and EMODnet Physics

    CMEMS and EMODnet Physics continue a close collaboration. Highlights of recent and ongoing activities include:

     

    • CMEMS-EMODnet collaboration with the Berring Data Collective, with the full process now implemented and with data flow in an operational mode;
    • Working on integrating the data at EU and global level via i.e. FAIR services (example; historical wave data);
    • Improving access on HF Radar data, now accessible from CMEMS and EMODnet Physics;
    • Co-hosting of a webinar Arctic Data Portal in November 2020., with near real-time data via CMEMS INSTAC;
    • H2020 ENVRI-FAIR project: The architecture was presented for enhancing FAIR access to data, working towards a common minimum set of metadata standards and enhancing Machine-to-Machine (M2M) services. Currently CMEMS INSTAC and EMODnet Physics are working on a broker demo, using ERDDAP as this is open and sustained, to extract data from Research Infrastructures (RIs), to be made available for both CMEMS and EMODnet. This builds on existing capability e.g. Euro-ARGO and European Multidisciplinary Seafloor and water column Observatory (EMSO-ERIC) already have ERDDAP servers and this connection is being improved. Next, they are working on enhancing metadata and vocabularies.

    Future outlook: as part of their ongoing collaboration CMEMS INSTAC and EMODnet Physics will continue to connect data from research infrastructures (through ENVRI-FAIR) to CMEMS INSTAC and EMODnet Physics, including for coastal ocean observation networks. They also plan to work on use cases to highlight the collaboration and to optimize the framework for further continuation of their collaboration.

    A discussion followed, including the following key points:

    • For data ingestion, Antonio Novellino (ETT, EMODnet Physics) explained that hundreds of platforms are being integrated, with new data being shared to CMEMS INSTAC and EMODnet Physics;
    • Sylvie Pouliquen (SP) explained next steps, including the plan for ingestion of more Arctic and high latitude data, predominantly from research will be ingested in the coming months into EMODnet Physics and CMEMS INSTAC and to make the data stream more fluent between different communities by use of different platforms (gliders, ferrybox, etc.). Data has already been integrated, now they will focus to streamline these dataflows more fluently. They also keep track of new sources and platforms and currently many new datasets are pushed in the system, which can be reported at the next meeting;
    • The aim of using the ERDDAP data server for a common set of metadata and vocabularies is to make the data stream more fluent between different communities;
    • EC DG MARE expressed an interest in knowing how much data are being brought into CMEMS INSTAC and EMODnet Physics via the ERDDAP e.g. from ICOS (ocean carbon component), Lifewatch (biological and biodiversity data) and wider marine and environmental Research Infrastructures (RIs);
    • It was noted of the value of keeping track of new data sources and CMEMS INSTAC and EMODnet Physics confirmed they could report back on this at the next meeting;
    • EC DG DEFIS noted that such data interfaces between RIs and CMEMS INSTAC and EMODnet Physics should move towards operational solutions for longer-term sustainability;
    • A short discussion on data standards concluded that whilst having standards could be seen as a barrier e.g. for non-EU data providers that are not working with EU standards, ultimately interoperability is key and international standards are crucial in the context of the UN Ocean Decade;
    • It was recognised that EMODnet and CMEMS are increasingly working well with RIs and are sharing standards from the beginning. The community should move towards agreed common standards, building on what already exists for EMODnet, CMEMS and RIs;
    • The EC noted that in the ongoing EC ocean observation impact assessment (and related EC Consultation), some measures will be proposed to tackle the issue of standards.
    • EC DG MARE and DG DEFIS expressed interest for further cross-DG / inter-service dialogue on international data standards and interoperability.

    • Status of MoU Chemistry (CMEMS in situ TAC, EMODnet)

    Sylvie Pouliquen (CMEMS INSTAC) presented updates on behalf of CMEMS and EMODnet Chemistry, including the following highlights from the continuing collaboration, including responses to questions and discussion:

    • CMEMS INSTAC held a meeting in early February 2021, where EMODnet Chemistry participated, and they are jointly working on integrating EMODnet Chemistry data into CMEMS Global near real-time products, with the benefits of enhanced coverage and more data, with higher resolution from European seas from EMODnet Chemistry;
    • EMODnet Chemistry is working on new Application Programming Interfaces (APIs) for integrating in the CMEMS INSTAC;
    • Progress has been made due to mostly using the same vocabularies and corresponding metadata.

    Future outlook:

    • Focus on data sharing, common metadata made available, vocabulary;
    • Enhance the way for Machine-to-machine M2M interface for exchange of data.
    • Joint CMEMS-EMODnet catalogues for MSFD, and MSP

    Laurence Crosnier (LC) announced she is now the main contact point for CMEMS-EMODnet operational interactions and communications, taking over from Dominique Obaton who had now left CMEMS/MOi. A summary of developments is presented below:

    Marine Strategy Framework Directive (MSFD)

    • EMODnet Chemistry, in collaboration with CMEMS has developed a joint MSFD catalogue on CMEMS and EMODnet relevant data and data products has been developed for the Baltic Sea. The first draft catalogue (.pdf) has been submitted to DG ENV & European Environment Agency (EEA) for review.
    • Next steps involve development of the catalogue for other sea basins and other descriptors, building on D5 & D6, as possible, in discussion with MSFD technical groups.

    Action 2: EMODnet Chemistry and CMEMS/MOi to continue the collaboration on the MSFD joint catalogue, expanding to include wider MSFD descriptors and regions, with specific inputs from EMODnet thematic Coordinators, CMEMS, and the MSFD chairs of the technical or expert groups, as needed, to refine the information that is useful for each MSFD descriptor and sea-basin (ongoing, 30 September 2021)

    Marine Spatial Planning (MSP)

    • EMODnet Human Activities noted they were in the final stages of releasing a MSP data layer, with national Member State (MS) plans, the first available being Belgium and Finland. Post-meeting note: The MSP data layer was published on 18 February 2021
    • EMODnet Human Activities will set a meeting with MOi to further discuss the development of a joint catalogue of data and data products to support MSP, with a view to finalising in early Autumn 2021

     

    Action 3: Alessandro Pittito (EMODnet Human Activities) will meet with Laurence Crosnier (MOi) in spring 2021 to further develop a MSP joint catalogue (ongoing, 30 September 2021)

     

    Other thematic interactions

    The EMODnet Secretariat noted on behalf of the EMODnet Geology Coordinator who was unable to attend the meeting, that EMODnet Geology would have a Steering Group Meeting March 10-11 (afternoon sessions) and would like to invite CMEMS to attend to discuss the availability of Earth Observation (EO) data/capabilities/services on substrate (rock/sediment) type/material and state for the intertidal and shallow subtidal zones (including field validation).

    Action 4: EMODnet Geology to invite CMEMS/MOi representatives to attend next EMODnet Geology Steering Group meeting in March 2021 (31 March 2021)

     

    • Marine Data for Aquaculture collaboration

    MOi updated on behalf of CMEMS, EMODnet, EATiP, EC (DG MARE and DG Defis) about the collaborative workshop on “Marine Data for Aquaculture in the North Atlantic” that took place online on 20-21 October 2020. Highlights of this workshop and next steps are included below:

    • The first workshop brought together around 60 participants from the aquaculture sector, national agencies, data providers and services A full Report is available.
    • Good visibility for EMODnet and CMEMS data services and for dialogue with the aquaculture sector for potential use cases and for promoting data sharing with EMODnet and CMEMS.
    • A second workshop, focusing on the Mediterranean Sea and Black Sea regions is in planning, to  take place on 24-25 March 2021 (upon invitation)

     

    • Coastal issues: Update on status and potential common actions

    On 10 June 2021, EMODnet and CMEMS experts convened to discuss coastal issues and EMODnet and CMEMS relevant activities. Meeting minutes are available on the EC Maritime Forum. A discussion on key points from this meeting and next steps included presentations from EMODnet Bathymetry experts Martin Verlaan (Deltares) and Knut Hartmann (EO-MAP).

    Highlights from these presentations and subsequent discussions include:

    • EMODnet is a centre of expertise on hydrography and bathymetry;
    • Satellite Derived Intertidal Bathymetry (SDIB) is fully integrated in EMODnet Bathymetry;
    • CMEMS pan-EU bathymetry product using Sentinel-2, medium resolution, complimentary to EMODnet;
    • Products should be generic, for intermediate users, with the ability to be further tailored and innovated, for use by all and following standards;
    • CMEMS / MOi updated that CMEMS will in its next phase include development of a coastal satellite-derived bathymetry product. Angelique Melet (MOi) explained the CMEMS vision for such a dynamic bathymetry product, noting there would be a survey to gather information and feedback on the what is currently available and used, the use of a coastal near shore bathymetry, users (which sector), user requirements coverage, spatial coverage, format etc. They emphasised the product would be generic, to stimulate innovation and avoid competition with the private sector. Further dialogue with the  H2020 4S project was recommended by EO-MAP to bring in user requirements, together with the Satellite Derived Bathymetry Technology and User Forum SDBAY for connecting stakeholders.

    EMODnet Bathymetry Coordinators SHOM were unable to attend the meeting and it was proposed that a follow up (smaller) meeting could be held between EMODnet Bathymetry and CMEMs/MOi, if useful, to further define the complimentary activities of EMODnet and CMEMS and synergies in this area.

     

    Action 5: EMODnet Bathymetry to discuss with CMEMS / MOi on the need for further dialogue on bathymetry developments, with a focus on the coastal zone (EMODnet Bathymetry Coordinator SHOM and CMEMS/MOi, 30 June 2021)

    • Other joint activities e.g. use case

    CMEMS and EMODnet discussed possibilities to develop further joint use cases. Ways forward include joint use cases with the Aquaculture industry, building on the Marine Data for Aquaculture workshops, and potential for joint EU contributions to Global initiatives e.g. through GEO Blue Planet.

    Action 6: Organise a joint meeting in Spring 2021 to discuss joint Use Cases for EMODnet and CMEMS (Kate Larkin & Maxime Depoorter (EMODnet Secretariat) & Laurence Crosnier (CMEMS/MOI), 30 April 2021)

     

    • Conferences and workshops in 2021 e.g. EMODnet Open Conference

    Kate Larkin (EMODnet Secretariat) presented a short update and overview of the EMODnet Open Conference, taking place as a hybrid event on 14-16 June 2021. A summary of key points is presented below:

     

    • The Open Conference programme is in finalisation, and will go ahead despite Covid-19 restrictions, planned in a hybrid format;
    • Key themes and topics for the conference include EMODnet for users, with inputs from the diverse user tracks, EMODnet contributors, including data and service providers, European and Global partnerships, and ocean observing and data collection, for which there will also be a back-to-back event on 16 June PM (more details to follow);
    • The Conference will include key interventions from CMEMS/MOI and EC DG Defis and invitations will be sent out as soon as possible by end of March 2021.

     

    ACTION 6: EMODnet Secretariat, in collaboration with DG MARE, to share EMODnet Open Conference Programme and to issue invitations to CMEMS/MOI and DG DEFIS colleagues (31 March 2021)

    • European Atlas of the Seas: Status on the integration of CMEMS ocean monitoring indicators

    CMEMS/MOi and the EMODnet Secretariat provided updates on new data layers from CMEMS in the European Atlas of the Seas, administered by the EMODnet Secretariat. Updates include:

    Currently the text content is only available in English, but it will be translated in next phase of translations, with previous content now available in 24 European languages.

     

    PY-LT asked about the audience visiting European Atlas of the Sea. The EMODnet Secretariat confirmed that user statistics and metrics are gathered and KL noted that at the end of 2020 there were over 10,000 visits in the month of December and that the report could be shared with all participants. Indicators have shown that Sunday is a popular day for visiting the European Atlas of the Seas, with English as the most chosen language, but increasing use of the 24 languages now available.

    Action 8: Share the European Atlas of the Seas user statistics report to all participants (EMODnet Secretariat, 28 February 2021)

    The participants list and agenda are provided in Annexes I and II. 

    P-Y LT (CMEMS/MOi) and KL (EMODnet Secretariat) ran through the actions from the previous meetings. Updates and status is noted in Annex III.

    In addition, the EMODnet Secretariat added a short additional update from EMODnet Seabed Habitats who could not attend the meeting, noting that the EUsea map 2019 would become incorporated in CMEMS and a follow-up meeting would be useful to discuss further collaboration.

     

    Action 9: EMODnet Seabed habitats and CMEMS to set up an update meeting to discuss further collaborations (see also related Action 2) (EMODnet Seabed Habitats and CMEMS/MOi, 31 May 2021)

     

    • Update of EMODnet Plans

    Iain Shepherd (EC, DG MARE) noted the ongoing centralisation of EMODnet data and data products, together with the EMODnet Central Portal repatriation to the Europa domain. He noted that EMODnet now set a global marine domain standard. He explained that the future development of EMODnet would maintain its key activities and evolve towards higher resolution and greater coverage of existing parameters e.g., Caspian Sea, Caribbean Sea, and emerging parameters e.g. more societally relevant datasets e.g. plastics, beach litter, river data sets and the coastal zone, with a focus on improving the usability.

    MOi noted that for CMEMS the river data products include river modelling outputs, in collaboration with the CMEMS emergency service with satellites, whilst EMODnet focuses on in situ data.

    • Update of CMEMS plans for Copernicus 2

    P-Y LT (CMEMS/MOi) referred to updates presented during the CMEMS General Assembly 2021.

    • CMEMS are developing new Pan-European products based on satellite data e.g., HR on wind and waves and in the future on plastics;
    • CMEMS 2 will move to use more Sentinel-2 more. CMEMS will transition to Copernicus 2 with new tenders opening in June 2021, expected to start in January 2022 for a 3 year contract.

    MOi expressed the willingness for CMEMS to continue building on interfaces and synergies with EMODnet. They asked for input from EMODnet on longer-term planning, to align INSTAC need longer-term strategy with Physics and Chemistry, building on the MoUs already in place, to further optimize the CMEMS synergies with between EMODnet Physics and Chemistry.

    DG MARE noted that EMODnet works across different tenders that are phased. Calls to the thematic lots were already released in 2020 and currently each thematic lot proposal is being evaluated. Tenders are typically 2 years, with the opportunity for further 2 years renewal, based on review.

    • Future Common actions

    Future common actions included continuing to develop joint use cases, building on the Marine Data for Aquaculture workshops towards further collaborative events and trainings, and aligning European inputs to global efforts including GEO Blue Planet and the UN Decade on Ocean Science for Sustainable Development. It was agreed to continue to share information on upcoming events.

    The EOOS initiative was not specifically discussed, but it is noted that both MOi (CMEMS) and EMODnet Secretariat are members of the EOOS Steering Group, and observers to the EOOS Operations Committee, with meetings coming up in Spring 2021.

    EMODnet Secretariat to provide MOi with the initial draft agenda of the EMODnet conference. MOi will provide in return inputs on the best way CMEMS could contribute

    The Open Conference will take place 14-16 June 2021. EMODnet confirmed that keynote interventions from MOi/CMEMS and DG Defis would be invited for key interventions.

    EMODnet Chemistry and CMEMS INSTAC discussed metadata and data format requirements (workshop in 2020 between EMODnet Chemistry regional leaders and CMEMS INSTAC). Data providers to EMODnet Chemistry are now asked to complete EMODnet Chemistry data collections with information related to instrument and platform (with CSR and ship name) used. Action ongoing
