PROJECT DESCRIPTION
BACKGROUND
HANDS-ON will boost cross-sectoral capacities and multi-stakeholder governance of Local and Regional Authorities (LRAs) across Europe by developing and delivering life-long and participatory learning-by-doing processes. That is, the learning will be forwarded in the process of building and institutionalising inter-departmental Institutional Working Groups and Multi-stakeholder Energy and Climate Assemblies in municipalities and regions. These spaces will be complementary to accelerate timely, mission-oriented, cross-sectoral, data-informed and impact-driven just and Clean Energy Transition policies. The novel dynamics and practices will foster debates, iterative transdisciplinary learning, agreement reaching, awareness raising, and the evaluation and improvement in the implementation of just and Clean Energy Transition (CET) policies. While the Institutional Working Groups, as the public actors, will lead the process and decision-making, the Multi-stakeholder Assemblies will be key to fine-tune the diagnosis, propose actions, socialise the just and CET local policies to the general public, and devise innovative public-private partnerships. To launch, implement and widely replicate the learning-by-doing process, a HANDS-ON Toolkit will be designed, tested and validated, compiling innovative methodologies and techniques. Within the lifetime of HANDS-ON, the learning process will be applied in the 3 municipalities, and replicated in >35 municipalities of Spain, Italy, Bulgaria, Cyprus, Denmark and the Netherlands.
