PROJECT DESCRIPTION
BACKGROUND
The political will is there, legislative frameworks and players are in place, yet there are still 1.5 million households in France living in energy inefficient homes. The private rental stock contains a higher proportion of energy-inefficient homes than the rest of the stock. Despite bans on letting these properties, the situation is slowly changing. The Bail Rénov' association is going out to meet and listen to landlords, raise their awareness and inform them about energy renovation. The message is clear: a multiplicity of players, a substantial financial outlay, tenant management, work management and completion, and mistrust of contractors are obstacles to making the right decision. With the BAIL RENOV project, the Bail Rénov' association is proposing to create an integrated service dedicated to landlords to meet their needs. The service will provide landlords with support from a single point of contact at every stage of the renovation process. The BAIL RENOV project is innovative as the proposed ‘one-stop shop’ (OSS) solution is co-constructed within the framework of a national Alliance bringing together all the players in the renovation chain and is operated by stakeholders within the framework of a local Alliance. The project is based on three pillars: (i) a national Alliance to create the operating framework for a new way of working together to promote energy renovation, and a OSS run by local branches of the Alliance; (ii) the creation of an end-to-end support package offer, including, in particular, enhanced support for the works stage, with the emergence and implementation of a new Renovator profession, as well as the proposal of innovative financing models, and (iii) a coordinated renovation journey managed by a single point of contact on behalf of private landlords. This approach will be tested in two areas with different typologies: Hauts-de-Seine, a hyper-urbanised, densely populated area, and Puy-de-Dôme, a more contrasted area with rural issues.
