PROJECT DESCRIPTION
BACKGROUND
EPC market in Poland faces barriers such as limited stakeholders’ knowledge about market drivers, lack of expert staff in public bodies, high entry costs, sophisticated procedures (especially for public EPC project procurement), high preparatory costs, the high cost of capital or low profitability. To deal with those factors the project sets up a one-stop shop (OSS) EPC Facilitator oriented on: a) serving the main stakeholders such as public bodies, Ministries, Funds, banks, and ESCO companies, b) building EPC capacity and market. All activities are logically intertwined and create a functional structure called OSS EPC Facilitator. The project will be implemented by two renowned organizations: KAPE and CLF, that already have vast experience in ESCO and EPC projects and programs, routinely working for Ministries and Funds, and having experience in EPC facilitation on a pilot scale. To build up market knowledge OSS EPC Facilitator will carry out market and PESTEL studies, later on used to tailor services to stakeholder’s needs. The results will be disseminated as formal reports, conferences, webinars and bilateral meetings with stakeholders (focus on public entities, service providers, Funds and Ministries). To minimize contractual risks and optimize transaction costs FEPC will develop and test complete facilitation process for four diverse size EPC project types. OSS EPC Facilitator will assist public bodies and EPC contractors throughout the tender procedure, facilitating the process. To disseminate results of the work a handbook will be prepared and trainings for ESCO/EPC stakeholders will be implemented. To build up involvement and ownership the project will build up two dedicated platforms: ESCO Club (for public entities, ESCOs and banks) and ESCO Platform (on-line broad knowledge base). To ensure long-term self-sustainability of the project a pipeline of 100 potential projects for one-stop-shop services will be assembled during the course of FEPC.
