PROJECT DESCRIPTION
BACKGROUND
Europe is facing unprecedented challenges – on the one hand is the increasing climate change and on the other the energy crisis caused by the war in Ukraine. The REPowerEU has addressed these challenges by revising EU targets on energy efficiency and renewable energy in order to increase self-sufficiency and resilience of EU economies. Buildings and local governments play a key role: It is necessary to increase the pace of energy efficient renovation of buildings (in line with the Renovation Wave) and municipalities must set an example (in line with the revised EED). The Czech Republic has currently too low ambitions for energy efficiency, a low rate and depth of renovations, as well as a small capacity in municipalities to respond to growing challenges and prepare appropriate solutions. The project aims to trigger a significant upscale of the energy retrofits of municipal buildings in the South Moravian Region by increasing the rate and also the quality of renovations through the creation and operation of a facilitation structure: JINAG Energy Unit. The JINAG Energy Unit will addresses the entire value chain of public building energy renovations from strategic, technical, legal and financial aspects, builds long-term capacity and skills to develop and implement project pipelines and also increases the awareness of municipalities. The project will raise awareness of more than 670 municipalities on deep renovation, strategic approaches and the clean energy transition. The project will pilot and test the facilitation structure and the entire spectrum of its services on the preparation of 50 renovation projects, evaluate and create conditions for further service development and replication and dissemination. We will support 100 municipalities with direct consultation work, thereby starting the preparation of future investment pipelines for the clean energy transition.
