Guide for Civil Society on Electoral Reform

This step-by-step guide is aimed primarily at citizen observer groups and other CSOs that are interested in leveraging their potential to play an influential role in improving electoral processes throughout the electoral cycle. It provides user-friendly guidance on how citizen observer groups and others can effectively follow up on observer recommendations using the existing networks, visibility and capacity that they developed during the elections. By promoting the implementation of election recommendations, citizen observer groups have demonstrated the potential impact of election observation.

    This Media4Democracy confidential expert assessment was undertaken in close cooperation with the EU Delegation to Burundi to inform their electoral support and identify appropriate actions linked to media to be financed by the EU Delegation, with the objective of improving the population's access to information in the run up to the 2020 elections and beyond. Two categories of actions, corresponding to two phases of possible financing, were identified: a set of first level short-term activities (to be implemented as of March/April 2019); followed by structural medium- long-term actions that can build on the first set of recommended activities (to be implemented as of July 2019).  An Executive Summary of this report in English and French are also posted here.

    This suite of reports presents Media4Democracy’s expert analysis of two draft media laws put forward by the Government of Mozambique in 2020 to the Parliament with proposed draft laws still pending Parliamentary adoption in April 2022. The primary document is an internal to the EU Delegation legal analyses of the 2020 draft Broadcasting Law (Lei da Radiofusão) which would establish a regime for licensing and regulating broadcasters and the draft Social Communication Law (Lei da Comunicação Social) which would repeal the 1991 Press Law (Lei de Imprensa) --  considering the draft laws’ deficits as regards international legal and human rights standards as well as reports providing detailed redrafts of these texts which revised to meet such standards.

    This is an extensive archive of Media4Democracy materials to strengthen EU Delegations and EC Brussels knowledge and ability to confront the broad dynamics threatening independent media and freedom of expression.  Among them are the recordings of the 2022 Media4Democracy podcast – a six-part series with global experts, including Nobel Laureate and journalist Maria Ressa; and a far-reaching internal-to-the-Commission mapping paper distilling trends, while highlighting opportunities for EU policy development and actions, alongside best practice and relevant resources. There is a series of Media4Democracy expert media ecosystem analyse with recommended actions for the EU Delegations to The Gambia and Malaysia. Also included is a sequence of Information Notes providing guidance on EU advocacy and the Media4Democracy Policy Essentials Handbook, distilling operational and policy guidance of the EU Human Right Guidelines of Freedom of Expression, with related customised Media4Democracy webinar recordings conducted with EU Delegations Kenya, Malawi, Uganda, Somalia, Ethiopia and Namibia.

    This 2018 Media4Democracy expert assessment for the EU Delegation to Laos provides a comprehensive mapping based on two field visits and extensive research of the complex media and freedom of expression system in this highly confined environment known for extreme restrictions of freedom of expression and violent repression of those challenging such restrictions. A systems approach was undertaken for this assessment, which strives to consider the interactive and reactive nature and interdependence of external and internal factors that create a whole.  The report provides recommendations for potential EU Delegation engagements and partners.   In parallel, Media4Democracy undertook a series of workshops, some internal to the EU Delegation for training, others for some among of the very few independent media actors and film makers in Laos.
