Periodic Reporting 

  • For the COSME-SGAE type of action: the auto-generated .pdf 'Final Summary Financial Statement' and the 'Financial Statement per Partner' document are now available.

Amendments

  • If an FPA is suspended, resuming the action after suspension for any linked SGA is not possible with AT26. For more information about how to prepare an amendment, please click here

Reporting and payment 

  • For projects in the 'Suspended' status, the opening of Periodic Reporting now complies with the following rules:
  • a. for multi-prefinancing projects (e.g. projects of the COFUND-PCP, PCP, COFUND-PPI, PPI, ERANET-Cofund types of action):

          • at the end of Interim Reporting Periods, the Periodic Report will not be launched
          • at the end of the Final Reporting Period, the Project Officer will decide whether the last Periodic Report can be launched, or an amendment is needed to change the duration of the Reporting Periods and of the project

    b. for all other projects:

          • at the end of Interim Reporting Period:
            • if the project has been in the 'Suspended' status for the whole duration of the Reporting Period, the Periodic Report will not be launched
            • if the project has been in the 'Suspended' status only for part of the Reporting Period, the Project Officer will decide whether the Periodic Report should be launched, or an amendment is needed to change the duration of the Reporting Periods
          • at the end of the Final Reporting Period, the Project Officer will decide whether the last Periodic Report can be launched, or an amendment is needed to change the duration of the Reporting Periods and of the project.

    The opening of Scientific Reports for ERC projects now complies with the following rules:

          • at the end of an Interim Scientific Reporting Period:
            • if the project has been in the 'Suspended' status for the whole duration of the Reporting Period, the Scientific Report will not be launched
            • if the project has been in the 'Suspended' status only for part of the Scientific Reporting Period, the Scientific Report will be launched automatically
          • at the end of the Final Reporting Period, since the last Periodic Report covers both the Scientific and Financial parts, the common behaviour for the last Periodic Report will be followed

    Termination Reports for H2020 partners are always launched, regardless of the status of the project.

  • For MSCA projects: a specific version of the deviation report is supported. For more information about risk management, please click here.
  • For Hercule ToA: A new tab called Training activities is now available. For more information about the Training activities tab, please click here

  • For Hercule ToA: A new tab called Dissemination and communication activities is now available. For more information about this tab, please click here

  • Validation of the Suspension End Date: when resuming a suspended project action, SyGMa will now validate the Suspension End Date. The validation of the Suspension End Date is mandatory and it cannot be:
      • earlier than the Suspension Start Date

      • later than the project End Date or the current date, if the project End Date has not been defined.

    • The Interim Payment Letter has been revised, streamlined and simplified offering slightly less information.

  • The Archived Processes are accessible again.

  • The error preventing certain user roles from accessing the projects has now been solved.
  • The issue not allowing the users to sign documents (e.g. Declaration of Honour) has now been fixed.

Continuous Reporting

  • The 'Publications' questionnaire has been further enhanced as follows:

1.  For all types of action with 'Publications' tab: the fields 'Costs for article processing charges (APC)' and 'Length of embargo period' became mandatory (first if gold OA and second if green OA) with the possibility for the beneficiaries to type '0' in both cases 

2.  For ERC only: two additional fields were added to the 'new/edit publication' pop-up, the 'Project publications' table and the printed PDF: 

"Please list the names of the project team members (excluding the Principal Investigator) that are in the author list" :

- user can add names (comma-separated) but those names (if any) must already be present in the authors' list - optional field 

"How representative of the core output of the project, in relation to the project objectives, is this publication?"

- users must select number 1 to 5 - this field is mandatory 

3. Repository link: currently the value is taken from OpenAIRE and, if not available, or the publication doesn't come from OpenAIRE, we fill it in with data from CrossRef - we changed this behaviour so that the CrossRef data is no longer used to populate the Repository Link field.

Periodic Reporting

  • The Payment of the Balance letter now correctly supports negative and zero payments. 

Beneficiary termination assessment 

  • For MSCA-ITN: the reporting process for the terminated beneficiary is made available and, in this case, the following constraints apply:
    • the Researcher Declarations pertaining to the Terminated Beneficiary can't extend after the Beneficiary Termination Date: if any of the submitted Researcher Declarations pertaining to the Terminated Beneficiary have an end date that’s later than the Beneficiary Termination Date, then the Financial Statement or the Technical Part of the Termination Report cannot be locked for review.
      In order to proceed, users responsible for Researcher Declarations that exceed the Beneficiary Termination Date will have to update the Recruitment/Secondment periods and set a correct end date.
    • it is mandatory that the Researcher Declarations are consistent between the Researchers Screen, the terminated Beneficiary Financial Statement, and the Technical Part of the Termination Report, that is, the Researcher Declarations for the Terminated Beneficiary should not be changed once either the Financial Statement or the Technical Part have been locked for review. The system will not prevent such changes, but the submission of the Termination Report will be blocked if any inconsistency is detected. In order to proceed, concerned users will have to restore consistency by either changing back the Researcher Declarations or re-opening the Technical/Financial parts in order for them to be updated before they are locked again.
    The Coordinator will be able to edit and delete any Researcher Declaration (independently of whether the Recruiting Organisation is terminated or not). For more information about the Beneficiary Termination flow, please click here

  • For ERC-ADG/COG/STG: a new upgraded version of Amendments* with support for Model Grant Agreement (MGA) v. 4.0 is released now. For ERC-POC: a new upgraded version of Amendments* with support for Model Grant Agreement (MGA) v. 5.0 is made available now.
    *For MGA v. 4.0 and later versions of the MGA, a simplification of the ERC calculator and, therefore, of the Annex 2 (in this simplified version the partner cost breakdown per reporting period is not displayed anymore) has been already agreed and implemented. Consequently, if the Grant Agreement is amended, the new ERC calculator and the new simplified Annex 2 will be applied. The cost breakdown per reporting period will not be displayed or printed in Annex 2 anymore. The new version of Amendments will apply to ALL amendments (i.e., amendments on Grant Agreements signed with MGA v. 5.0, MGA v. 4.0 or earlier).  

Continuous Reporting

    • to set as style existing HTML elements

    • options to easily insert and format lists, tables, images, hyperlinks and form elements.

1. The Consortium contacts the Project Officer.

2. The Project Officer examines whether the request is justified.

For EU- and Consortium-initiated:

3. The Project Officer prepares a case file and submits it internally to the Legal Services for examination on whether the request is justified.

If justified:

4. The Service Desk asks the Project Officer to ask the Consortium to open the Amendment session (or the Project Officer to open an EU session) — unless already open.

5. The Service Desk selects and data loads the clause in the system.

  • For the H2020 actions that use the standard Use of Resources, it is now possible to export to PDF the Use of Resources Summary
    • the generation of a PDF containing the Use of Resources Summary for a single partner is available in the partner's Financial Statement screen.
    • the generation of a PDF containing the Use of Resources Summary for the whole consortium is available as follows:
      • For Coordinators: the document is available from the "Financial Statements" screen that can be reached by clicking on the title of the 'Periodic Report' section in PPGMS. It includes: 
        • before the Periodic Report submission, the Use of Resources data for all the Financial Statements that have been 'Accepted by the Coordinator' (that is, included in the Periodic Report); 
        • after the submission of the Periodic Report, it will include the Use of Resources data for all the Financial Statements that have been submitted in the Periodic Report.

  • In the Use of Resources pop-up of H2020 Financial Statements:
    • the maximum length for the text fields has been increased to 4000 characters;

Project Monitoring

  • For the European Innovation Council (EIC): the 2-step evaluation of proposals is now supported.

  • The LEAR and the PACO of the audited beneficiary will be notified via a PNS about the implementation of audit results in the Periodic Report and the receipt of the Audit Implementation Information Letter containing audit details.

Beneficiary termination reporting

  • For MSCA-IF-EF/GF: the termination report is available now. For beneficiaries that were terminated before the Termination Report was activated, the periodic report will include both the Financial Statement of the old beneficiary and the one of the new beneficiary. At the moment, the Beneficiary Termination Reporting workflow will be launched manually by the CSC; the automatic launch will be implemented with a later release. Scientific Reporting

  • For ERC-STG/COG/ADG: the PDF-based Scientific 'core of the report' will be replaced by a form-based one: the 'Scientific Report (Part B)' tab will be replaced by 5 new tabs with forms to be completed: 'Project Achievements', 'Problems and Difficulties', 'Expeditions and Awards', 'Disseminations and Outputs' and 'Keywords'. With the next IT release, the 'Part B of the Scientific Report' system generated .pdf template will be automatically generated. Amendments

Project Monitoring

  • For Deliverables and Milestones tabs in the Sygma screens for individual review reports and the final review report the following changes have been implemented:
    • Additional information is displayed to users on top of the page
    • Filtering possibilities to help users focus only on Deliverables/Milestones due for the current Review:
      • If the Monitoring is linked to a Reporting Period: the filtering is done only for those due for the current Reporting Period and those still overdue from previous Reporting Periods;
      • If the Monitoring is not linked to a Reporting Period: the filtering is done for those due until the present date.
    • Additional information is displayed to users in the Deliverables/Milestones assessment tables, particularly estimated delivery date and present acceptance status coming from Continuous Reporting, etc.
    • The possibility to reset (erase) the assessment status/comment for a specific Deliverable or Milestone

    • Errors and warnings appear more explicitly on impacted rows
    • References to Deliverables are consistent between the error message and the displayed Deliverable reference



Grant Agreement Preparation

  • Model Grant Agreement (MGA) v 4.0 is now supported. On 27 February 2017, the Commission adopted the fourth, revised version of the HORIZON 2020 model grant agreement. The most important changes are:
    • implementation of action tasks by international partners (see new art. 14a of Model Grant Agreement v.4.0): 

      • A new tab, next to the Linked Third Party tab of Beneficiary Data, and a screen is created to allow entering the list of International Partners for a Beneficiary.

      • International Partners may only come from countries not eligible for funding. 
      • There is no Financial Information screen for the International Partners tab, as International Partners may enter only total project Costs but are not eligible to receive funding. Instead, the project total costs are entered in the Partner Summary tab (at the bottom).
      • The International Partners are linked to the new Article 14a, for which there is also a new corresponding GA Option. This is managed automatically by the system (activated if there is even a single International Partner, de-activated else).
      • An International Partner of a Beneficiary cannot appear as a Beneficiary in the same project, neither as a Linked Third Party for the same Beneficiary.
    • For CSA/RIA/IA: a distinction is being made between Partners (Beneficiaries and Linked Third Parties) eligible for funding but requesting zero funding and those that are not eligible for funding. Consequently:
      • in the first case, the "requesting zero funding" has to be flagged by the Partner or the Project Officer (PO) 

      • in the second case, the "not eligible to receive funding" flag is automatically set (for Other Countries which receive Exceptional Funding (OCEF) and International Organisations (IOs)) and only the PO can deselect the check box 

      • In both cases, the setting of the flag leads to the activation of Article 9 in the GA Options screen. In particular, this article is automatically activated for Partners not eligible for funding (typically partners from OCEF countries and international Organisations).
      • When the "requesting zero funding" check box is selected, a simplified Cost Breakdown table will appear allowing the editing only of the Total costs. In case the user had filled in the rest of the Cost Breakdown information, this will be wiped out, except for the Total Costs (as the Cost breakdown information is not displayed).

  • Light revision of Periodic Reporting - the generated .pdf for the Technical Part contribution will include the following changes:

Beneficiary termination reporting

  • It is now possible to start working on a Termination Report and submit it regardless of the fact that a Periodic Report workflow for a previous Reporting Period is still ongoing (for more information about the workflow, please click here)If a Periodic Report is ongoing, a few limitations apply:
    • the terminated beneficiary can't declare adjustments for previous periods: all adjustments will have to be declared in the ongoing Periodic Report
    • since the previous Periodic Report has not been completed, it might not be possible to calculate whether the terminated beneficiary needs to upload the "Certificate for Financial Statements"; in these cases, the beneficiary will have the possibility to upload the CFS anyway
    • the Project Officer will not be able to Approve the Termination Report until the Periodic Report workflow has been completed
      All the limitations are removed once the Periodic Report flow is completed.

  • For ERC calls with two-step evaluation procedures involving interviews
    • At the end of the first step of the evaluation, successful candidates will receive a second communication on the outcome of the evaluation as follows:
      • a PNS is sent to all concerned beneficiaries to inform them that a communication on the details of the 2nd step of the evaluation (interview) awaits them in the Participant Portal, My Area > My Proposal(s)To access it, they will need to click the Follow-up (FO) button, authenticate using their EU Login credentials. 

      • a task is created under the Proposal Management and Grant Agreement Preparation process box in PPGMS and asks successful candidates to click the Confirm button and thus acknowledge the receipt of the communication.

The DoH must be signed electronically by the beneficiary's Project Legal Signatory (PLSIGN).

The Legal Signatories (LSIGNs) are persons who are authorised, on behalf of their organisation (i.e. the participating beneficiary), to sign the Declaration of Honour (DoH), the Accession Form to the Grant Agreement and later the amendment of the Grant Agreement (if applicable). 
The LSIGN role can be assigned by the Legal Entity Appointed Representative (LEAR) (or an Account Administrator) of the organisation to as many persons in the organisation as necessary. The a
ssignment of the LSIGN role is not sufficient: the role must be linked to a particular project (and thus becoming a Project Legal Signatory or PLSIGN for that project).
Linking of the LSIGN to a project may be done by the Coordinator Contacts (CoCo) or Participant Contacts (PaCos). 

After assigning and linking the PLSIGNs, they will be notified when a legal document (e.g. Declaration of Honour, Grant Agreement or amendment) is due for signature.

There is NO exceptional handling of this rule. However, they can request ZERO max. grant amount; the system does not block it anymore.

Transitional period:

In case that the check box is selected on 22.09.2016, there will be an error message similar to the following:

"The beneficiary belongs to a Member State and therefore it should NOT participate as 'beneficiary not receiving EU funding', however, its max. grant amount could be zero.

In this case, the project officer should deselect the check box for that beneficiary/third party. The possibility to deselect the checkbox will be made available in the near future.

Amendments

  • The amendment type "AT7b - FPA/SGA: Changes concerning the participation with or without action tasks" is enabled. For more information about this amendment type, please click here
  • The amendment type "AT28 - Change of the participation in the Research Data Pilot" is enabled. This amendment type is used to change GA option of Article 29.3. For more information about this amendment type, please click here
  • The FPA/SGA specificities including connected amendments have been implemented. Amendments always need to be done one by one (i.e. grant agreement per grant agreement, amendments in bulk are not possible). Some FPA amendment types (AT3, AT4, AT6 and AT8) however are automatically connected with certain changes in the SGAs (‘connected amendments’). For example: 
    • addition of a new beneficiary to the FPA: as soon as the FPA amendment is signed by both parties, the system automatically issues a "connected amendment" and the beneficiary will also be added (as 'inactive') to all signed SGAs connected to the FPA. 
    • addition of a linked third party; 
      • Please note that the following still needs to be done manually: the activation of the new beneficiary/third party and the update of their financial contribution in each SGA.
  • MSCA-IF projects: the system supports the change of Partner Organisation responsible for the outgoing phase. A wizard helps the user to specify the new partner organisation that replaces the existing one in the GA. This modification leads to a change of Annex 1 of the Grant Agreement. For more information about this change, please click here

  • Several changes to the "Gender" questionnaire have been implemented:
    • If a Universal Transfer of Rights and Obligations (UTRO) happens, the old beneficiary will not be listed anymore; the new beneficiary will be present instead. If any male/female staff numbers had been declared for the old beneficiary, those numbers will be transferred to the new one automatically.
    • If a beneficiary is terminated from the project because it hasn't provided an accession form, it will be removed from the list.

Deliverables

  • For MSCA-IF projects (EF and GF), the "estimated delivery date" for the deliverable is recalculated in case of suspensions (part-time or full-time) during the reporting period: the time of suspension is taken into account and as a result the "estimated delivery date" is moved to the future accordingly.

Periodic reporting

Report core 

  • The tab "Report Core" will now be added for new ERC-ADG/STG/COG projects in stead of the "management of the action" tab. The user will be able to upload the report core and/or the workforce table. Already existing projects will still display the "management of the action" tab.

Financial statements

  • By clicking on the Number of Units (person months) in the Financial Statement for MSCA-IF, a pop-up window now opens and displays details of how that number is calculated based on the suspension periods. 

 

CFS certificate

  • If the max grant amount is lower than the eligible contribution ceiling, a CFS doesn't need to be provided, independent of how much contribution have been requested.

The "Applicant Request for Information" document, containing additional information regarding the request, is made available to the Consortium.

  

    •  The Consortium or its representative has to upload the requested information in Grant Management application in the Participant Portal.

   

    •  Both documents, "Applicant Request for Information"  and "Applicant Response for Information", will be visible under the Process specific documents.

    

    •  After the document is uploaded, the Complete button needs to be pressed.

 

    •  This process may be repeated, until the Consortium provides complete information to the Ethics experts.

      • (warning) please note a separate communication will be done to POs of the signed projects that are impacted. For the affected projects, whenever an amendment session would be opened in the future, the modification of the action's total eligible costs will be automatically detected. It will be considered, as well as the corresponding modification of Annex 2 -the overall budget table-, together with the rest of changes under the amendment. As this modification does not affect the maximum grant amount, there is no real urgency to have the corrected calculation reflected in your grant(s) and you can wait till other changes would be needed and requested later on. If no amendment would be launched in the future, you will receive a reminder about the need to correct this amount before the end date of the project. 
    • The amendment type "Change of PI data" is now available for ERC.

* Some additional guidance for addition of new beneficiary that might be useful:

  1. A new beneficiary is added when a session is open to externals or internals (this is the same way as in the GA preparation).
  2. The accession form of the new beneficiary is available as soon as the session is closed, that is, when either the "Involve PO" or the "Lock for review" button is pressed by the Coordinator.
  3. The accession form is electronically signed by the PLSIGN of the new beneficiary (in the Participant Portal).
  4. The amendment cannot be signed by the Coordinator unless all the accession forms of the newly added beneficiaries are electronically signed.
  5. Access rights assignments (e.g., PLSIGN, CoCo, …) for the representatives of the new beneficiary are done in Participant Portal by the Coordinator and are available as soon as the session is closed, that is, when either the "Involve PO" or "Lock for review" button is pressed by the Coordinator.

  • Currently, as a coordinator, it is only possible to follow up tasks when the coordinator has also to perform a similar task. Most of the times, this is not an issue. So far there's only a single exception where the TP declaration is not to be uploaded by all partners. Now the coordinator will have also a means to follow-up and see a tasl "Third party declarations to sign, scan and upload by others". When clicking on the task detail, s/he will notice which LE has got such task and whether or not it is already done.

New features 
  • The notifications sent via the Participant Portal have been optimised in several ways:
    The subject of the message starts with
    - NEW TASK: in case a new task has been published in the Participant Portal, you are invited to go to the portal and perform the requested task
    - INFO: for those in copy of a notification, this is for your information only and internal follow-up
    - ATTENTION: in case nobody has the role assigned within one or more legal entities that are addressees by the notification
    please make sure that the responsible person(s) get the required role assigned and pass him/her the notification to perform the requested task. When you are in copy of a notification, the role and name of the addressed persons within your organisation will be explicitly mentioned.
  • It is possible to add attachments to messages. This can be done only from the edit message popup where you can also apply simple formatting options.

  • In case of Universal Transfer of Rights and Obligations between two legal entities, notifications sent via the Participant Portal will address all users, which have been assigned the required role(s) in both the merger and merged legal entity.
  • Changed behaviour in the document library: documents will appear by default only once they are official. This means that they are either exchanged between both parties or linked to an official document exchanged by both parties. Documents still under preparation or signature will appear only as part of a task (e.g. to be approved and submitted or signed).
    In the project document library, it is possible to explicitly include draft and/or obsolete documents.

Bugfix 

  • The default prefinancing for H2020 Grant Agreements with three reporting periods is now calculated as 1/3rd of the "Maximum Grant Amount" (to the nearest cent). Previously it was calculated as 33.33% of the "Maximum Grant Amount".

New features 
  • Bank accounts are now partially hidden. The bank account number will only appear when typing the four last digits of the number.

Bugfix

The error "There is a problem loading processes" when logging on to the Grant Management Services Tool in the Participant Portal, has been corrected now.

The fact that the Coordinator can submit the Grant Agreement Preparation data to the EU several times didn't work correctly in the previous release. This has been fixed now.

  • When selecting a bank account, all your bank accounts will be displayed in the drop down menu now. 
  • The notifications which were sent to the L-sign by mistake, are now only sent to the LEAR.
