Security scrutiny

  • A SyGMa Security module is made available, in a pilot phase, to 4 H2020 call topics (H2020-SU-AI-2020, H2020-SU-SEC-2020, H2020-SU-DS-2020, H2020-SU-INFRA-2020for the implementation of security recommendations in the grant agreement. For more information, please click here.  

Amendments

  • For particular H2020 types of action, which, according to call conditions, use the new unit cost for virtual access to research infrastructures: the amendments are now supported. More information about the available types for consortium requested amendment can be found here, and about the available types for EU services initiated amendments, here.  

Reporting and Payments 

  • Similarly to the access to trans-national infrastructure, it is now possible to report on access to virtual infrastructure with access cost method of type 'unit cost (uc) or combined costs (cb)':
    • Details of the virtual accesses are entered by the consortium on the 'Infrastructures' questionnaire (continuous reporting)
    • Unit costs are reported in the Financial Statement (periodic reporting)

  • For MSCA-ITN: if the recruitment start date starts before the start date of the hosting organisation, Lock for Review will no longer be possible.

Proposal Management and Grant Preparation

  • For all ToA: providing an information on Climate for a project is mandatory if one or more consumed budget sources in the CL2 require climate related posting criteria. 
  • Depending on call conditions, for some H2020 calls, it is now possible to use the new unit cost for virtual access on research infrastructures.

Amendments 

  • For the types of action in which no initial pre-financing foreseen in the Grant Agreement: the pre-financing can be introduced later through an amendment. For more information about how to use the amendment clause that allows a change in the pre-financing (AT38), please click here.  

Reporting and payments

  • For SRSP-AG (non-H2020): periodic reporting is now available. More on periodic reporting (general process), more on the Technical Part, the available tabs and the Financial Statement (standard)

  • For all ToA: The 'Upload' button for the EU Classified Information (EUCI) deliverables has been disabled so that no EUCI deliverables can be uploaded.

      • In the continuous report: The 'Upload' button for EUCI deliverables has been disabled so that no EUCI deliverables can be uploaded. For pending deliverables, the 'delete, 'download' and 'submit' actions are not possible but instead, a new action "submit without upload" is available: a dummy pdf file is uploaded and a mandatory comment will be required. The status of the deliverable becomes 'Submitted' and the workflow can continue like for the other deliverables.
      • In the periodic report and in PPGMS: For EUCI deliverables: a dummy pdf file is downloaded when downloading the deliverable.

Consortium requested amendments

The consortium requested amendment process has been revised to foresee a ping-pong between the consortium and the Project Officer, with a mandatory review of the amendment request by the Project Officer before the signature and submission by the consortium. This will allow the Project Officer to provide assistance, give advice and make all necessary changes. More information

Project Monitoring 

  • The Final Review Report (consolidated report) displays in all tabs (Report Core, Deliverables Assessments and Milestones Assessments) the concatenation of all submitted comments (by the rapporteur and other individual experts). From now on, the rapporteur will be able to clear all other experts' comments from the report by clicking a Clear Comments button. The cleared comments will remain accessible for consultation when clicking the icon next to each assessment. Also, at validation, the rapporteur will be warned to proceed with the clean-up of the report and informed if there is any comment to be still deleted in the report. If the CFS certificate has not been removed, the beneficiary will be warned during the ‘lock for review’ of the financial statement by a warning message saying that a CFS certificate has been uploaded although it is not required. For more information about the periodic reporting, please click here.
  • For H2020-Lump Sum: 
    • a blocking error will now be displayed when trying to "Lock and Include" the Status of Work Package, if there is a submitted but not yet signed amendment, which is changing Work Packages declared as (partially) completed in the Status of Work Packages. 
    • the export of the "Financial Statement Summary" to Excel (Coordinator and PO) is available now.
    • when there is an amendment under preparation and an ongoing reporting process with Status of Work Packages in draft, an information message is displayed on the Status of Work Packages screen that this amendment may impact the ongoing reporting and payment process. 
  • For Publications: 
    • a warning will be displayed when adding a publication, which already exists in the system (before the warning appeared at the time of submitting the publication).
    • an Excel file containing the full list of Project Publications can now be downloaded. For more information about completing the publications, please click here
    • a filter has been added with up to 6 criteria (No, type, title, authors, title of the journal/proc/book, DOI). The 'Filter Box' is available for the list of OpenAIRE publications (external users only) and the list of Project publications (external and internal users).   • Reporting for fully ineligible beneficiaries will now be blocked and partially ineligible beneficiaries will now receive a warning. 
    • A beneficiary, that does neither satisfy eligibility rules nor is authorised to receive exceptional fundings during a full reporting period, will no longer be able to lock or submit a Financial Statement. Nevertheless, a FS can be submitted for the work done by a taken over beneficiary if this one satisfied eligibility rules or was authorised to receive exceptional fundings. The following messages will be displayed: 
      • for the beneficiary: "The financial statement cannot be locked because your entity does not satisfy the funding eligibility rules. Please contact the coordinator to regularise the situation via an amendment. Alternatively, you can contact the EU and ask if an exceptional funding could be authorised."
      • to the PO: "The financial statement of beneficiary [short name] cannot be accepted because it does not satisfy the funding eligibility rules. Please take an action: 
        • accept the report but reject the Financial Statement of beneficiary [short name] and, optionally, ask the consortium to introduce an amendment regularising the situation,
        • reject the report to consortium (optionally, ask for an amendment) or
        • authorise exceptional funding for beneficiary [short name]."for the PO: "The financial statement of beneficiary [short name] cannot be accepted because it does not satisfy the funding eligibility rules. Please take an action:
    • Warning for partially ineligible beneficiaries: 
      • to PO: "Due to changes occurred during the reporting period, beneficiary [short name] does no longer satisfy the funding eligibility rules. Please carefully check the eligibility of the amounts requested by this beneficiary."

Proposal management and grant preparation

  • For all Calls with a SEP Submission deadline date before 09.04.2020: If no task is visible for the Declaration of Honour of a Linked Third Party, the Linked Third Party has to download the template from the F&T Portal Reference documents, fill it in, sign it and send it to the beneficiary, who will afterwards send it to the EU.

  • For all Calls with a a SEP Submission deadline date after 09.04.2020: a new version of the Declaration of Honour (DoH) for linked third parties is available. For each Linked Third Party for which a Declaration of Honour is required, the beneficiary can now:
    • launch a separate task in GMS
    • download the tailored Declaration of Honour and send it digitally to the relevant Linked Third Party for completion and signature.
    • upload a copy of the signed Declaration of Honour received from the Linked Third Party.
    • include the Declaration of Honour ("mimic" signature) on behalf of the Linked Third Party, in order check that the Declaration of Honour can be viewed by the EU officer.
    • be informed of any modifications made to the list of Linked Third Parties as a result of an amendment or of any other impacting business process. 
  • If the Declaration of Honour is redone either at the beginning of the Grant Agreement Preparation process or as a result of an Amendment, a Participant Notification (PNS) will be sent to the Lead Beneficiary, informing them that the DoH for a given Linked Third Party has to be downloaded again, signed and returned to the Lead Beneficiary.     • When an amendment impacts the current REPA, the system will remove the auto generated Financial Statement(s)

    • In case of a universal takeover impacting the current REPA, the system will now remove the auto Generated Financial Statement(s) and send a PNS to the Coordinator and participants

Formal notification - EU Services initiated (FNEU)

  • During the Project Review, the expert is now required to include a comment when assessing the deliverable only if:
    • the deliverable is rejected (deliverable assessment status: REJECTED)
    • a revision of the deliverable is requested (deliverable assessment status: REQUEST_FOR_REVISION)

Reporting and Payments

  • The active 'non-funded partners' and the 'partners that have not submitted a financial statement' are now included in the two summary templates generated by the system during the reporting submission as follows:
    • in the summary of the financial statements for all partners (for the interim reporting and payment)
    • in the final summary of the financial statements for all partners (for the final reporting and payment)

Before, when a beneficiary did not submit any cost, they disappeared from the overview summary financial statement and it was not clear if they had withdrawn (via an amendment) or they were just not having any cost in the current period. Therefore, now the beneficiary appears with "0" costs when they are still in the consortium to avoid any confusion. To know more about how to complete the financial statement, please click here.

  • The patent application, publication and award data are now automatically retrieved based on the provided application or publication number, regardless of the related patent office (European or non European). For more details on how to complete the patents please click here.
  • For CHAFEA SGA Operating Grants (CONS-SGA-OG and HP-SGA-OG)the financial statement documents and payment calculators have been aligned with the standard H2020 one, in which the reimbursement rate is applied at the beneficiary level. Consequently, on the Financial Statement screen:
    • the sentence next to the "(k) Requested EU contribution' cost category: project-level reimbursement rate: 70%" section has been removed
    •  the rejected costs are applied to each beneficiary instead of summing up the whole declared costs and then subtracting the sum of all rejected costs

Beneficiary Termination Reporting

  • In case of partner termination, the end date of the reporting period is the date of the partner termination. This information is now displayed in the title of the 'Periodic Summary Financial Statement' auto-generated .pdf document.

    • if the total number of all the secondment months funded by the EU (reported since the beginning of the project and until the end of the period covered by the current report) is higher than the number of secondment months to be funded by the EU planned in the grant agreement for the entire project.

 

    • if the total duration of the secondment months funded by EU indicated in the grant agreement is reached and additional secondments or splits funded by the EU are submitted via the researcher declarations:

  •  For all COSME-GAE, COSME-SGAE projects: 
    • the reimbursement rate for "Direct costs of financial support to third parties" cost category is now set to 100% while a 75% reimbursement rate is applied to other costs. 
    • for the projects with a model grant agreement version 4.0 and newer: a new cost category "Direct personnel costs declared as unit costs" is now available for beneficiaries that are either natural persons or SME owners.

  • After an amendment of the list of Foreseen (state of play) Critical Risks (Annex I), the change(s) will be also applied to the Continuous Report and the current Periodic Report.

    • 1st reminder: for all deliverables that haven't been submitted 15 days before their due date (excluding the ones for which a reminder of the same type has been sent previously, unless the due date has been changed) - the reminder will be sent to the Lead Beneficiaries of the not submitted deliverables and the Coordinator (the last one will be in the copy of the message)
    • 2nd reminder: for all deliverables that haven't been submitted 15 days after their due date (excluding the ones for which a reminder of the same type has been sent previously, unless the due date has been changed) - the reminder will be sent to the Lead Beneficiaries of the not submitted deliverables, the Coordinator and the responsible Project Officers (the last two are in the copy of the message).

Periodic reporting

  • For Cofund-Eranet/PCP/PPI and CSA-LS: The financial statement does not display any period number any more, since for the multipre-financing there is only a financial statement in the final report.   • If an audit is initiated during the reporting process, the total EU contribution eligible for CFS is updated automatically. Additionally, a warning 'icon' is displayed in the Financial Statement tab. 

  • For BBI only: the beneficiaries marked as Members of the BBI Joint Undertaking will be able to fill in and submit a Financial Statement in Periodic Reports, including those that do not receive EU funding. BBI Members (regardless if they receive EU funding or not) will also be able to complete a new cost category labelled 'Paid Financial Contributions'. As in the case of 'Total project costs including IKOP', the sum corresponding to this cost category will not be counted towards the Financial Statement Totals.

  • For H2020 (COFUND) PCP/PPI projects: the 'Use of Resources' feature for the 'PCP PPI subcontracting costs' cost category is now available:

Beneficiary termination reporting

  • In case of partner termination, the end date of the reporting period is the date of the partner termination. This information is now correctly displayed on the left part of the the 'Financial Statement' tile of the Termination Report. Please note that the duration in months is calculated taking into account the date of the partner termination.

In case of a replacement of the Host Institution, when the engagement status of the PI is to be changedthen the following rules will apply:

  • The Grant Agreement (GA) Option "Preamble – PI hosted and engaged by principal beneficiary" will become editable (selectable/deselectable) for the EU officer, ONLY if a change of host institution has been previously made through the Amendment clause AT71 (Transfer of the Grant Agreement).



  • In all other cases, the GA option "Preamble – PI hosted and engaged by principal beneficiary" will be deselected and grayed out (not editable). However, the AT65 (General Manual Amendment Clause) option will be available should the engagement status for a PI be required to change. In this case you should contact the Service Desk in the first instance.

  • For Cofund-Eranet/PCP/PPI and CSA-LS: Currently the financial statement shows the reporting period dates but it should show the dates of the entire participation of the partner because for the multipre-financing there is only a financial statement in the final report / TERA. The start date should be either the grant start date or date of entry via amendment. The end date should be the project end date (either the day of the last reporting period or the project termination date or the partner end date). + The title of the 'Periodic Summary Financial Statement' and 'Financial Statement per partner' documents  must not contain the reporting period dates. 

  • The periodic report for UCPM-EXT-AG is now supported. The following tabs are displayed:
      • Publishable Summary

      • The technical part also includes a narrative part. For the Financial part, there are the financial statement and for the use of resources an excel detailed cost reporting table must be uploaded.

    • For JUST & REC-AG: travel & subsistence costs

  •  No Use of Resources is allowed for 'zero' cost categories. Therefore a new rule will apply at the financial statement level to check that if the value of one of its cost cells is null or zero then there are no use of resources have been completed for those cost cells. If a user adds a UoR to a 'zero' cost category, locking for review of the Financial statement will be blocked and an error message: 'No Use of Resources is allowed for cost cell with 0 value' will be displayed. 
  • For Chafea multi-grants: The financial statement has now been aligned with the H2020 one: the reimbursement rate is applied at the beneficiary level. Consequently in: 
    • the Financial Statement screen:
      • the sentence next to the '(j) Requested EU contribution' cost category : "project-level reimbursement rate: 70%") is removed
      • the rejected costs are applied to each beneficiary instead of summing up the whole declared costs and then subtracting the sum of all rejected costs
    • the Financial Statement documents, footnote number 3 has been updated accordingly
  • Improved the checks on erroneously reported negative costs in Financial Statements that might result in a duplicate rejection/audit implementation.

  • In the Report Assessment screen, a new optional Remark field has been added to give the Project Officer the possibility to add a general comment (this comment will also be printed in the Suspension of the Payment Deadline Letter, Interim Payment Letter and Payment of the Balance Letter).

  • Start preparing the Termination Report to the Commission - the TERA workflow is initiated and the Consortium has a 30-day clock to fill in the termination report
  • Coordinator submitted the Termination Report to the Commission - the terminated partner is informed that the termination report has been submitted to the European Commission, who has a 45-day clock for processing it.

  • When beneficiaries need to declare less than the calculated 25% or other possible percentages for indirect costs they will be now able to edit the corresponding fields: 
    • the ‘Indirect Costs’ field in the Financial Statement (initially automatically calculated and read-only) will display an ‘Edit’ icon next to it;
    • the user can click the icon and receive a confirmation message ("Are you sure you want to change the Indirect Costs?"). Please note that this amount is supposed to be changed only for partners receiving operating grants during the Reporting Period. 
      • If the user confirms, then the field becomes editableafter the change in the amount is saved, a "Reset" icon with a tooltip will be displayed
        • If the user clicks on this icon, s/he will see a confirmation pop-up telling her/him that the Indirect Costs will be reset (the field value will go back to be automatically calculated and read-only if s/he confirms) 
    • When the field value is different from the expected percentage, we show a ‘warning’ sign so that both the external users and the project officers will be aware of this difference.

  • The format of the "Year of publication" for a publication is checked now and validated by the system: the year has to use 4 digits and, to be valid, a publication must have been/be published after the beginning of the project and maximum two years in the future. Please note that for some Types of Action, it is allowed to add a publication that has been published 3 years before the start year of the project. That is why, if this is not allowed for your type of Action, please make sure that your publication has been/will be published after the start year of the project.  For more information about completing the Publications screen information, please click here.    
  • During a reporting period, the state of the Partner/Linked Third Party (LTP) can change via an amendment to: receives funding and is not in Article 9, participates as 'Not receiving EU Funding' or participates as 'Not receiving EU Funding' by requesting zero funding. These changes do affect the submission of costs in the financial statement as follows: 
    • if the Partner/LTP participated as 'not receiving EU Funding'/'not receiving EU Funding by requesting zero funding' but changed its status to 'receiving EU Funding' and the elapsed time of not receiving EU Funding fully covers one or more previous reporting periods:
      • the adjustment/s for the period when the Partner/LTP was fully 'not receiving EU Funding'/'not receiving EU Funding by requesting zero funding' is/are not allowed. At Validation, an error message will be displayed. 
    • if the Partner/LTP participated as 'receiving EU Funding' but changed its status to 'not receiving EU Funding'/'not receiving EU Funding by requesting zero funding' and the elapsed time of receiving EU Funding covers partial or fully a reporting period or more: 
      • cost claims can be entered via adjustments only for the full reporting periods or partial reporting periods when the Partner/LTP participated as 'receiving EU Funding'. The accepted contribution in the adjustments will be added to calculate the partner share amount at the payment of the balance. At the same time, the Partner/LTP cannot enter cost claims for the current reporting period - an error message will be displayed at Validation.

            • if the project has been in the 'Suspended' status only for part of the Scientific Reporting Period, the Scientific Report will be launched automatically
          • at the end of the Final Reporting Period, since the last Periodic Report covers both the Scientific and Financial parts, the common behaviour for the last Periodic Report will be followed

1.  For all types of action with 'Publications' tab: the fields 'Costs for article processing charges (APC)' and 'Length of embargo period' became mandatory (first if gold OA and second if green OA) with the possibility for the beneficiaries to type '0' in both cases 

2.  For ERC only: two additional fields were added to the 'new/edit publication' pop-up, the 'Project publications' table and the printed PDF: 

"Please list the names of the project team members (excluding the Principal Investigator) that are in the author list" :

- user can add names (comma-separated) but those names (if any) must already be present in the authors' list - optional field 

"How representative of the core output of the project, in relation to the project objectives, is this publication?"

- users must select number 1 to 5 - this field is mandatory 

3. Repository link: currently the value is taken from OpenAIRE and, if not available, or the publication doesn't come from OpenAIRE, we fill it in with data from CrossRef - we changed this behaviour so that the CrossRef data is no longer used to populate the Repository Link field.

Periodic Reporting

Beneficiary termination assessment 

  • For MSCA-ITN: the reporting process for the terminated beneficiary is made available and, in this case, the following constraints apply:
    • the Researcher Declarations pertaining to the Terminated Beneficiary can't extend after the Beneficiary Termination Date: if any of the submitted Researcher Declarations pertaining to the Terminated Beneficiary have an end date that’s later than the Beneficiary Termination Date, then the Financial Statement or the Technical Part of the Termination Report cannot be locked for review.
      In order to proceed, users responsible for Researcher Declarations that exceed the Beneficiary Termination Date will have to update the Recruitment/Secondment periods and set a correct end date.
    • it is mandatory that the Researcher Declarations are consistent between the Researchers Screen, the terminated Beneficiary Financial Statement, and the Technical Part of the Termination Report, that is, the Researcher Declarations for the Terminated Beneficiary should not be changed once either the Financial Statement or the Technical Part have been locked for review. The system will not prevent such changes, but the submission of the Termination Report will be blocked if any inconsistency is detected. In order to proceed, concerned users will have to restore consistency by either changing back the Researcher Declarations or re-opening the Technical/Financial parts in order for them to be updated before they are locked again.
    The Coordinator will be able to edit and delete any Researcher Declaration (independently of whether the Recruiting Organisation is terminated or not). For more information about the Beneficiary Termination flow, please click here

Beneficiary termination reporting

  • For MSCA-IF-EF/GF: the termination report is available now. For beneficiaries that were terminated before the Termination Report was activated, the periodic report will include both the Financial Statement of the old beneficiary and the one of the new beneficiary. At the moment, the Beneficiary Termination Reporting workflow will be launched manually by the CSC; the automatic launch will be implemented with a later release. Scientific Reporting

  • For ERC-STG/COG/ADG: the PDF-based Scientific 'core of the report' will be replaced by a form-based one: the 'Scientific Report (Part B)' tab will be replaced by 5 new tabs with forms to be completed: 'Project Achievements', 'Problems and Difficulties', 'Expeditions and Awards', 'Disseminations and Outputs' and 'Keywords'. With the next IT release, the 'Part B of the Scientific Report' system generated .pdf template will be automatically generated.     • Additional information is displayed to users on top of the page
    • Filtering possibilities to help users focus only on Deliverables/Milestones due for the current Review:
      • If the Monitoring is linked to a Reporting Period: the filtering is done only for those due for the current Reporting Period and those still overdue from previous Reporting Periods;
      • If the Monitoring is not linked to a Reporting Period: the filtering is done for those due until the present date.
    • Additional information is displayed to users in the Deliverables/Milestones assessment tables, particularly estimated delivery date and present acceptance status coming from Continuous Reporting, etc.
    • The possibility to reset (erase) the assessment status/comment for a specific Deliverable or Milestone

    • Errors and warnings appear more explicitly on impacted rows
    • References to Deliverables are consistent between the error message and the displayed Deliverable reference

Grant Agreement Preparation

  • Model Grant Agreement (MGA) v 4.0 is now supported. On 27 February 2017, the Commission adopted the fourth, revised version of the HORIZON 2020 model grant agreement. The most important changes are:
    • implementation of action tasks by international partners (see new art. 14a of Model Grant Agreement v.4.0): 

      • A new tab, next to the Linked Third Party tab of Beneficiary Data, and a screen is created to allow entering the list of International Partners for a Beneficiary.

      • International Partners may only come from countries not eligible for funding. 
      • There is no Financial Information screen for the International Partners tab, as International Partners may enter only total project Costs but are not eligible to receive funding. Instead, the project total costs are entered in the Partner Summary tab (at the bottom).
      • The International Partners are linked to the new Article 14a, for which there is also a new corresponding GA Option. This is managed automatically by the system (activated if there is even a single International Partner, de-activated else).
      • An International Partner of a Beneficiary cannot appear as a Beneficiary in the same project, neither as a Linked Third Party for the same Beneficiary.
    • For CSA/RIA/IA: a distinction is being made between Partners (Beneficiaries and Linked Third Parties) eligible for funding but requesting zero funding and those that are not eligible for funding. Consequently:
      • in the first case, the "requesting zero funding" has to be flagged by the Partner or the Project Officer (PO) 

      • in the second case, the "not eligible to receive funding" flag is automatically set (for Other Countries which receive Exceptional Funding (OCEF) and International Organisations (IOs)) and only the PO can deselect the check box 

      • In both cases, the setting of the flag leads to the activation of Article 9 in the GA Options screen. In particular, this article is automatically activated for Partners not eligible for funding (typically partners from OCEF countries and international Organisations).
      • When the "requesting zero funding" check box is selected, a simplified Cost Breakdown table will appear allowing the editing only of the Total costs. In case the user had filled in the rest of the Cost Breakdown information, this will be wiped out, except for the Total Costs (as the Cost breakdown information is not displayed).

Beneficiary termination reporting

  • It is now possible to start working on a Termination Report and submit it regardless of the fact that a Periodic Report workflow for a previous Reporting Period is still ongoing (for more information about the workflow, please click here)If a Periodic Report is ongoing, a few limitations apply:
    • the terminated beneficiary can't declare adjustments for previous periods: all adjustments will have to be declared in the ongoing Periodic Report
    • since the previous Periodic Report has not been completed, it might not be possible to calculate whether the terminated beneficiary needs to upload the "Certificate for Financial Statements"; in these cases, the beneficiary will have the possibility to upload the CFS anyway
    • the Project Officer will not be able to Approve the Termination Report until the Periodic Report workflow has been completed
      All the limitations are removed once the Periodic Report flow is completed.

    • At the end of the first step of the evaluation, successful candidates will receive a second communication on the outcome of the evaluation as follows:

The DoH must be signed electronically by the beneficiary's Project Legal Signatory (PLSIGN).

Text of the help button:
The Legal Signatories (LSIGNs) are persons who are authorised, on behalf of their organisation (i.e. the participating beneficiary), to sign the Declaration of Honour (DoH), the Accession Form to the Grant Agreement and later the amendment of the Grant Agreement (if applicable). 
The LSIGN role can be assigned by the Legal Entity Appointed Representative (LEAR) (or an Account Administrator) of the organisation to as many persons in the organisation as necessary. The a
ssignment of the LSIGN role is not sufficient: the role must be linked to a particular project (and thus becoming a Project Legal Signatory or PLSIGN for that project).
Linking of the LSIGN to a project may be done by the Coordinator Contacts (CoCo) or Participant Contacts (PaCos). 

After assigning and linking the PLSIGNs, they will be notified when a legal document (e.g. Declaration of Honour, Grant Agreement or amendment) is due for signature.

Grant Agreement Termination

  • For MSCA-IF: the fellowship end date (Fellowship End Date: additional date used for the calculation of financial statements) and a warning has been added: "Attention!! The fellowship end date will be used for the automatic calculation of the number of units for the financial statements. Exceptionally, those participants might be entitled to receive EU funding; in this case, the project officer of the project should agree and only him is allowed to deselect the check box.
    • Beneficiaries/linked third parties not receiving EU funding participate in the action but will NOT receive any EU funding. For such beneficiaries the tasks should be described in Annex 1 and the estimated costs should be mentioned in the separate column in Annex 2. These costs will however not be reimbursed or taken into account for the calculation of the grant.

Attention!!  Unlike before, participants NOT established in an OCEF country (e.g. Member State or Associated country) are NOT entitled to participate as 'not receiving EU funding'. There is NO exceptional handling of this rule. However, they can request ZERO max. grant amount; the system does not block it anymore.

Transitional period:

In case that the check box is selected on 22.09.2016, there will be an error message similar to the following:

"The beneficiary belongs to a Member State and therefore it should NOT participate as 'beneficiary not receiving EU funding', however, its max. grant amount could be zero.

In this case, the project officer should deselect the check box for that beneficiary/third party. The possibility to deselect the checkbox will be made available in the near future.

Amendments

  • The amendment type "AT7b - FPA/SGA: Changes concerning the participation with or without action tasks" is enabled. For more information about this amendment type, please click here
  • The amendment type "AT28 - Change of the participation in the Research Data Pilot" is enabled. This amendment type is used to change GA option of Article 29.3. For more information about this amendment type, please click here
  • The FPA/SGA specificities including connected amendments have been implemented. Amendments always need to be done one by one (i.e. grant agreement per grant agreement, amendments in bulk are not possible). Some FPA amendment types (AT3, AT4, AT6 and AT8) however are automatically connected with certain changes in the SGAs (‘connected amendments’). For example: 
    • addition of a new beneficiary to the FPA: as soon as the FPA amendment is signed by both parties, the system automatically issues a "connected amendment" and the beneficiary will also be added (as 'inactive') to all signed SGAs connected to the FPA. 
    • addition of a linked third party; 
      • Please note that the following still needs to be done manually: the activation of the new beneficiary/third party and the update of their financial contribution in each SGA.
  • MSCA-IF projects: the system supports the change of Partner Organisation responsible for the outgoing phase. A wizard helps the user to specify the new partner organisation that replaces the existing one in the GA. This modification leads to a change of Annex 1 of the Grant Agreement. For more information about this change, please click here

  • Several changes to the "Gender" questionnaire have been implemented:
    • If a Universal Transfer of Rights and Obligations (UTRO) happens, the old beneficiary will not be listed anymore; the new beneficiary will be present instead. If any male/female staff numbers had been declared for the old beneficiary, those numbers will be transferred to the new one automatically.
    • If a beneficiary is terminated from the project because it hasn't provided an accession form, it will be removed from the list.

Continuous reporting 

Deliverables

  • For MSCA-IF projects (EF and GF), the "estimated delivery date" for the deliverable is recalculated in case of suspensions (part-time or full-time) during the reporting period: the time of suspension is taken into account and as a result the "estimated delivery date" is moved to the future accordingly.

Periodic reporting

Report core 

  • The tab "Report Core" will now be added for new ERC-ADG/STG/COG projects in stead of the "management of the action" tab. The user will be able to upload the report core and/or the workforce table. Already existing projects will still display the "management of the action" tab.

Financial statements

  • By clicking on the Number of Units (person months) in the Financial Statement for MSCA-IF, a pop-up window now opens and displays details of how that number is calculated based on the suspension periods. 

 

CFS certificate

  • If the max grant amount is lower than the eligible contribution ceiling, a CFS doesn't need to be provided, independent of how much contribution have been requested.

  • Before a final Opinion is encoded by Ethics experts in the Ethics evaluation processat times, additional information may be requested from the applicant.   
    • In view of this requirement, the "Additional information needed" option needs to be selected by the expert. When selected, a task is created for the Consortium to upload attachments and the Consortium is notified via PNS system. The "Applicant Request for Information" document, containing additional information regarding the request, is made available to the Consortium.

  

    •  The Consortium or its representative has to upload the requested information in Grant Management application in the Participant Portal.

   

    •  Both documents, "Applicant Request for Information"  and "Applicant Response for Information", will be visible under the Process specific documents.

    

    •  After the document is uploaded, the Complete button needs to be pressed.

 

    •  This process may be repeated, until the Consortium provides complete information to the Ethics experts.

For the affected projects, whenever an amendment session would be opened in the future, the modification of the action's total eligible costs will be automatically detected. As this modification does not affect the maximum grant amount, there is no real urgency to have the corrected calculation reflected in your grant(s) and you can wait till other changes would be needed and requested later on.   3. The accession form is electronically signed by the PLSIGN of the new beneficiary (in the Participant Portal).
  4. The amendment cannot be signed by the Coordinator unless all the accession forms of the newly added beneficiaries are electronically signed.

  • The notifications are improved to ensure the consortium is properly informed when a grant agreement is signed by both coordinator and EU.

  • Currently, as a coordinator, it is only possible to follow up tasks when the coordinator has also to perform a similar task. Most of the times, this is not an issue. So far there's only a single exception where the TP declaration is not to be uploaded by all partners. Now the coordinator will have also a means to follow-up and see a tasl "Third party declarations to sign, scan and upload by others". When clicking on the task detail, s/he will notice which LE has got such task and whether or not it is already done.
