Launched in February 2018, the European Social Economy Regions (ESER) initiative is a response of the European Commission to the growing need of increasing the visibility of social economy and building networks of stakeholders at regional and local level. The annual ESER scheme is based on a series of awareness-raising events on social economy being rolled-out in course of the year in participating regions and cities. The European Commission doesn’t provide any financial support to regional/local events. The regional events are organised under the official ESER visual identity auspices and most of them are attended by European Commission experts. Once a year (autumn) an ESER concluding event is organised in Brussels in order to share outcomes of regional events, exchange good practices and discuss joint challenges and  priorities in the field of social economy for upcoming months. These inter-active discussions contribute significantly to co-creation of social economy policies at EU level.

During the past two editions (2018 and 2019), around 80 regions and cities from EU Member States and COSME third countries joined the ESER community.

The ESER official partners provided important inputs to different follow-up initiatives and projects launched at EU level and/or co-organised by the European Commission such as: Social Economy Canvas, European Social Economy Missions, Social Economy Community collaborative tool, European Social Economy Summit etc.

Virtual ESER 2020 featured 5 online thematic debates

Due to ongoing Covid-19 crisis the ESER 2020 has been transformed to a series of virtual sessions based on clustered topics collected via ESER 2020  applications. The virtual ESER 2020 sessions have been organised between June-October 2020 on these topic:

  • Social Economy response to Covid-19
  • Social Economy Canvas prototype
  • Inter-regional cooperation for social economy
  • Educational dimension of social economy
  • Social Economy and access to finance/markets and recovery strategies 

ESER 2020 virtual concluding event

The inter-active discussions allowed ESER members - regional and local SE stakeholders - to share best practices and experiences and initiate new partnerships. Update on EU policies in respective SE topics has been provided as well. Our intention is to continue with the ESER initiative in the future. In order to respond adequately to the needs and requirements of ESER community - we will organise an ESER 2020 virtual concluding event on 27 November 2020 (still tbc). Together with our ESER partners, we will brainstorm on how to improve/upgrade the concept taking into consideration the current Covid-19 situation.

Social Economy and access to finance in recovery

This session will take a look at the different options for access to finance for social economy organisations. Private fundraising and European funding opportunities will be highlighted. It will also specifically look at how social economy can be part of the recovery plans that are currently being drawn up.

Policy response: Social Economy in Covid-19 crisis

We will kick-off the series of ESER 2020 virtual sessions symbolically, by policy response to Covid-19 in the field of social economy. The session will provide introduction to EU/regional/local initiatives and actions in fight against Covid-19 in the field of SE and will provide a unique opportunity for sharing good practices and exchange of views on future recovery steps.

Capacity building for a targeted social business support

The second ESER 2020 virtual session will be dedicated to targeted support to resilient business models. In this context we will present you a Social Economy Canvas first prototype together with testing methodology  in order to support capacity building in the field at regional and local level.

Cross-regional cooperation in social economy

The third ESER 2020 virtual session will provide an opportunity to discuss inter-regional collaboration for social economy. Importance of this aspect has been signalling by the ESER community since 2018.  To respond to this challenge, new initiatives have been launched at EU level and at the same time we witness progress at regional level with many new excellent inter-regional partnerships among ESER members.

Social economy and importance of educational dimension

This session will provide an opportunity to exchange on how to stimulate entrepreneurship education in the field of social economy. Promoting such concept could boost the development of social start-ups and increase the visibility of social economy especially among young people. Discussions will focus on how to embed different entrepreneurial concepts in secondary and higher schools/universities as well as outside the traditional educational environment.
