The European Commission is in the process of looking for a new Learning Management System for its internal training courses. Bersin by Deloitte has analysed the needs and requirements.

On the basis of this analysis and their knowledge of the market, Bersin has recommended nine learning management systems which could address our needs. The recommended systems are, in alphabetical order:

  • Blackboard
  • Crossknowledge
  • IMC Information Multimedia Communication AG
  • Intuition
  • Lumesse
  • Netdimensions
  • SAP
  • Sumtotal
  • Totara

Vendors of each of these systems have been sent

  • A list of functional requirements, with priorities
  • A set of technical questions
  • A set of security-related questions
  • Costing tables to indicate the costs for 35,000 and 50,000 users

On the basis of the replies received by 16 May 2014, two systems will be selected for testing. The aim is to test the selected systems in June/July. Looking further ahead, the new learning management system should be operational by the beginning of 2015.

Q: What is the significance of the numbers in the 'EC Priority Level' against each functional requirement?

A: These numbers indicate the priority attached to each feature by us and will be used to evaluate the replies:

  • Level 3 = essential
  • Level 2 = should have
  • Level 1 = desirable

Q: What should be in cell B96 of the functional requirements list?

A: Please ignore row 96 of the list. It should have been deleted.

Q: Where should the pricing for a sandbox test environment for 30 users be provided?

A: Please provide it under a new heading in the "CostingTables" document.
