The European Commission is in the process of looking for a new Learning Management System for its internal training courses. Bersin by Deloitte has analysed the needs and requirements.

On the basis of this analysis and their knowledge of the market, Bersin has recommended nine learning management systems which could address our needs:

Blackboard Crossknowledge IMC Information Multimedia Communication AG Intuition Lumesse Netdimensions SAP Sumtotal Totara

Vendors of each of these systems have been sent
A list of functional requirements, with priorities
A set of technical questions
A set of security-related questions
Costing tables to indicate the costs for 35,000 and 50,000 users

On the basis of the replies received by 16 May 2014, two systems will be selected for testing. The aim is to test the selected systems in June/July. Looking further ahead, the new learning management system should be operational by the beginning of 2015.
