On 20 June 2011, the Commission launched its public consultation on an issues paper as the first step of a review of the criteria used to apply EU state aid rules to Member States' financial support for making and distributing films. The issues paper identifies areas for reflection, such as Member States competing to attract major film productions using state aid, and supporting activities other than production.


The Commission has started to receive contributions in response to the public consultation from:
