Adult education and training in Wales covers a range of different provision, including adult learning undertaken by learners for their own personal development (in many cases leading to formal accreditation, though not necessarily so), and provision aimed at developing the skills learners need for employment. 

This chapter deals with policies, programmes and qualifications targeted at adult learners over the age of 19 outside of higher education.

It covers aspects of both vocational education for the workplace and second chance education to enable individuals to gain the fundamental skills required for life and work.

The article on the distribution of responsibilities covers the main stakeholder organisations and representative bodies as well as government departments and agencies in Wales.

The article on developments and current policy priorities covers the main policy objectives of the Welsh Government’s Programme for Government (2011-15).  It also includes some historical detail to show policy making in this area has evolved over time. 

The article on the main providers covers the diverse range of providers, focusing in more detail on further education colleges (FE), the local authority adult learning services, YMCA Community College, and WEA Cymru.

The article on main types of provision provides an overview of how qualification frameworks apply to adult education. It also provides links to statistics on learner participation, outcomes, and levels of highest qualification held.  Its subsections cover: 

  • provision to raise achievement in basic skills which focuses mainly on English and maths qualifications for adults 
  • provision to achieve a recognised qualification during adulthood which covers general qualifications including GCSEs and A levels and the Access to Higher Education Diploma.
