Adult education in Turkey is materialized in two strands: Via higher education and mass education institutions. Mass education constitutes the citizens who have never benefited from the formal education and/or dropped the formal education at some point of the primary or secondary levels. It is also provided in liue of the formal education or in cooperation with it. According to the fourth article of the major law of the Ministry of National education, it is stated that the citizens shall pursue their general or vocational education within a lifelong education perspective.

The objective of the mass education is to provide illiterate individuals with literacy programs, to run programs in order to strengthen the national unity and democracy, to develop skills and competencies of the unemployed or those who want to change their careers, to help individuals who migrated to the big cities by providing educative provisions and to support them by encouraging leusire activities. The major principles concerning the mass education are as follows: Openmindedness for all, comprising with the general dispositions, embracing innovation and developments, education provided everywhere, openness for transition within the educational programs, participation in the decision making, and program unity in vocational and technical education. The target group of individuals for the mass education is all of the citizens.

Mass education provisions for the youth and adults aim at vocational and personal development and are realized by state or private education institutions. Vocational education, on the other hand, directly focuses on increasing the employment and should be run in cooperation with the work places. Mass vocational education are realized via short term occupational courses, apprenticeship and mastership courses for those who do not receive formal education for various purposes. Those courses are mostly run at Publich Education Centers (PEC) across the country. PECs offer courses on mass education, general courses as well as vocational and technical courses. Those courses are conducted in line with national and international standards concerned. Apart from those programs, courses and institutions, distance education programs are also available to complete primary education to pursue the following educational cycle as well as vocational courses for those who cannot benefit from the formal educational institutions.
