The political, social and economic background of a country determines the organisation of its education system. In the case of Spain, its social, demographic and political characteristics, as well as its territorial organisation, have a direct influence on it.

Spain is a State under social and democratic rule of law, which advocates justice, freedom, equality and political pluralism as the highest values of its legal system. Thus, the legislative framework governing and guiding the Spanish education system comprises the 1978 Spanish Constitution and a series of acts which expand on the principles established therein.

The decentralisation of the State has led to a major transformation of its territorial organisation, which, in the field of education, involves the adoption of a model of administration that divides powers between the State General Administration and the Autonomous Communities. In the Autonomous Cities of Ceuta and Melilla, all powers are exercised by the Ministry of Education. This model means that the education authorities have powers in the area of education and the necessary resources for the exercise of such powers.

The education authorities delegate to the municipalities the exercise of powers in areas which directly relate to the latter’s interests, and which they manage through education offices or municipal education institutes.

Spain is a multilingual country, but, apart from Spanish as the official language, certain Autonomous Communities have a co-official language: Catalan, Valencian, Galician and Basque. Spanish is the vehicular language throughout the country, as well as co-official languages in those Autonomous Communities. For this reason, there are four linguistic models regarding the teaching of the official languages depending on the language mostly spoken in the Autonomous Community in question.

Demographic changes in the population pyramid, with an ageing of the population and migratory flows, have affected the composition of students in many ways, posing a challenge for the education authorities. In addition, political changes and the different ways in which successive governments have focused their policies have also had an impact on the education system.
