Pre-primary education is the stage of education which caters for children aged 0-6. It is non-compulsory and organised into two cycles: the first one for children up to 3 years of age, and the second one for children aged 3-6.

The education authorities, in their respective fields of competence, are responsible for establishing the educational contents of the first cycle.

2015

Expenditure on education policy in 2015

The State Budget for 2015 was approved in December 2014. The expenditure on education policy in 2015 amounts to EUR 2 272.86 million, a 4.5% more as compared to 2014.

The Ministry of Education, Culture and Sport, in collaboration with the Autonomous Communities, and under the policy of containing public spending, intends to concentrate available financial resources on programmes which are strategic for the education system.

One of these programmes is the Pre-Primary and Primary Education Budget Programme. The Ministry of Education, Culture and Sport allocates EUR 158.89 million. The main funding target in pre-primary education is to guarantee a free school place at the 2nd cycle of this stage for all students whose families request it.

2014

Act on the Improvement of the Quality of Education

The Act on the Improvement of the Quality of Education stipulates that, from the 2014/15 school year, the Government is responsible for establishing, for the second cycle of pre-primary education:

  • the objectives, skills and evaluation criteria of the core curriculum, which will represent 55% of the school timetable in the Autonomous Communities with a co-official language and 65% in the rest
  • the foundations for multilingual education.

(2013 Act on the Improvement of the Quality of Education, modifying the 2006 Education Act).

2013-2016 2nd National Strategic Plan for Childhood and Adolescence

The main objective of the Plan, approved in April 2013, is to make as much progress as possible towards compliance with the rights of children and adolescents in Spain, but also regarding their duties and responsibilities. Two out of the eight main objectives of the Plan are related to pre-primary education:

  • objective 2. Support for families. 'Optimise the provision of quality services in pre-primary schools for children aged 0-3 during parents’ working hours, bringing both parameters closer to the guidelines of the European Union, supporting compliance with some minimum requirements regarding quality, training of staff and facilities, and promoting the exchange of experiences on reconciliation and the development of educational and recreational activities’
  • objective 6: Quality education. 'Ensure the free nature of the second cycle of pre-primary education from the age of 3, as well as the early care of children with disabilities so that they can develop their full potential’.

2013-2016 National Action Plan for Social Inclusion

The Plan has been drawn up by the Ministry of Health, Social Services and Equality in collaboration with different ministries, Autonomous Communities, local bodies and, in particular, the Social Action Third Sector. It was approved in December 2013 in order to respond to social needs, improve the effectiveness of the Spanish protection system and support the most vulnerable people.

It has been provided with a budget of EUR 136 600 million for the four years.

In the field of education, the Plan proposes to include an assessment on the risk of social exclusion in the scale for admission into pre-primary schools offering the first cycle of the stage.

Apart from this measure, the Plan introduces a transversal objective to combat child poverty, which will be allocated a special fund of EUR 17 million, entirely devoted to satisfy the basic needs of minors.
