Lower secondary vocational education, vocational secondary education, upper secondary general education and upper vocational education are provided by secondary schools. Individual stages of secondary education are provided in educational programmes of general vocational study fields. According to their type, they are divided into gymnasia, vocational secondary schools and conservatories:

  • in gymnasium there is general secondary education, which prepares most of all for the study at higher education institutions,
  • at vocational secondary school there is vocational education and training, that means, preparation for execution of professional activities, mainly technical, economic, pedagogical, health, socio-legal, administrative, artistic and cultural, but also for the study at the higher  education institution,
  • in conservatory there is a complex artistic and artistic-pedagogical education.

Vocational secondary schools can also provide education in follow up and postsecondary study. Follow up study enables pupils trained in a particular apprentice branch to obtain upper secondary vocational education in the respective study field, which is completed by the school-leaving examination. Postsecondary study is designed for students who have already passed the school-leaving examination in a secondary school study field and need to improve their knowledge and skills in this study field, to obtain qualification in another study field (school-leaving examination in another study field), or to obtain special knowledge and skills and thus higher level of education (higher vocational education). Postsecondary study at a conservatory is at present in an experimental testing phase.

The area of training and education in secondary schools is regulated by the Act No. 245/2008 on education and training (Education Act) and on the change and supplement to some acts as amended by subsequent provisions (the latest amendment Nr. 324/2012).

For the area of execution of state administration in education, school self-government and school inspection for secondary schools, the Act No. 596/2003 of the Law Code on state administration and self-government in education and on the change and supplement to some acts, is applied. According to the Act the secondary schools can be integrated into one legal entity on the basis of the founder’s approval. The jointed  secondary school comes into existence by joining several secondary schools. Jointed school is managed by one headteacher. It is registered in the school network of the jointed schools.

Act no. 184/2009 on Vocational Education and Training as amended by subsequent provisions contributed to the increase of the relevance of vocational education and training at secondary schools to the needs of labour market. It defined rights and obligations of all participants and enabled employers, employers’ associations as well as private investment capital to be involved in the system of vocational education and training. It created conditions for the formation of a functional system of  coordination of vocational education and training through the establishment of the Government Council for Vocational Education, Regional Councils and a system of Sector Councils on Vocational Education and Training.

From November 2009 a further Act No. 317/2009 sets the status of educational staff. It is the first legal norm, whereby new frameworks for improvement of social and economic status of teachers were created in the so called career system. A set of rules for career advancement and motivational assessment was introduced. It distinguishes beginning teacher, experienced educational and professional employees as well as educational and professional employees with the first and second attestation. Simultaneously, a career system was set up which provided the educational and professional staff with salary growth within pay scale, possibility of bonuses as well as provision of leave to attend training or taking attestation examination. As a consequence, it motivates educational and professional staff to professional development.

Based on the Decree No. 9/2006 of Law Code the secondary schools are also required to prepare an annual report on educational activity, its results and conditions of schools and school facilities.  The schools are required to submit them to the school board and to their founder for approval. Subsequently, they should be publicized by the end of the calendar year, i.e., by 31 December. The parents have the possibility to compare the schools also on the basis of self-evaluation annual reports. Their decision-making in choosing the optimum school for their child is thus remarkably easier. The reports bring the following information for parents:

  • basic data on the school (founder, contacts...),
  • data on number and successfulness of  pupils at entrance examinations and the subsequent admission,
  • successfulness of the school-leavers at labour market or at admission to further study,
  • the amount of funds allotted from the State budget and fees to be paid by parents,
  • number of employees, their qualification, continuing education,
  • data on results of inspection activity,
  • aims of the school, concept of development, proposals of measures, conditions of education and training as well as material conditions (such as premises, psychohygienic conditions, etc.).
