Definition of the Target Groups

In accordance with Act No. 131/2002 of Law Code on higher education as amended, Slovak citizens, EU citizens and third country citizens have right to study at HEI study programme of their choice, if they meet admission requirements defined by the HEI offering the selected study programme under defined conditions.

Right to higher education is guaranteed to all applicants and students in accordance with the principle of equal treatment in education stipulated by a special act.

In compliance with the principle of equal treatment in education, discrimination based on age, gender, sexual orientation, marital status and family status, race, colour, health disability, language, political and other opinions, national minority membership, religion or belief, national or social origin, property, birth or other status is forbidden.

System of social support of students, support of students with health disability and student loans are defined in articles 95 - 101 of the Higher education act and the Decree of the ME SR No.102/2006 of Law Code on granting of a need-based scholarship to university students as amended by subsequent provisions.


Specific Support Measures

Higher education institution provides scholarships for students from resources provided for this purpose from the state budget and/or from own resources via scholarship fund.


System of social support of students

Social support of students is provided directly and indirectly.

Direct form of social support is provided by scholarships.

Indirect form of social support is provided by the following services:

  • meals and accommodation with allowance for expenses connected with meals and accommodation,
  • financial and organizational support of sport and cultural activities.

The system of social support also includes provision of soft loans to students.

All students have right to apply for services provided by the system of social support, if they meet required conditions. If demand is higher than supply, service is provided according to criteria predefined by higher education institution, which take into account applicant’s social background and study results in particular.


Scholarships

Higher education institution provides student with scholarships

  • from the resources allocated from the state budget
  • from its own resources by means of a scholarship fund.


Scholarships financed by state budget

Students of the first two stages and study programmes according to article 53 section 3, who have permanent residents in the Slovak Republic, will be granted need-based scholarship if they meet required conditions. Social scholarship should help to cover study-related expenses. Students are legally entitled to need-based scholarship in compliance with the conditions defined by law.

To students with health disability may be granted need-based scholarship also after exceeding the standard length of study due to their disability.

In order to grant need-based scholarship, income of the student and the commonly assessed persons will be considered. The income limit that entitles a student to need-based scholarship and the amount of need-based scholarship are derived from subsistence minimum set by a special rule.

The claim to need-based scholarship will be approved by the Rector of the higher education institution attended by the student, or by the Dean of the faculty providing the study programme in question if higher education institution allows that. In case a student is not eligible for need-based scholarship, the higher education institution do not grant him-her the scholarship.

Higher education institutions grant motivation scholarship financed by state budget.

Motivation scholarship can be granted for exceptional study performance or for achieving exceptional results in the area of studies, research, development, artistic or sport activities. The higher education institution will decide on granting motivation scholarship. In its decision it will state the amount of scholarship and justification for granting it.


Scholarship from university’s own resources

Higher education institutions grants students and graduates, who did not complete their regular study more than 90 day ago, scholarships from its own resources, particularly for excellent study performance and for achieving excellent study results in areas of the study, research, development, artistic and sport activities. This can be in the form of one-off or regular social support. Conditions for providing of scholarships mentioned in section 1 are defined by scholarship order of the higher education institution or scholarship order of the faculty.

Higher education institutions provide students with meals and accommodation within its resources. Meals and accommodation for students is provided by the higher education institution in its own purpose-built facilities or on the basis of contracts with other organizations.


Support of sport and cultural activities

The higher education institution creates conditions and support sport and cultural activities of their students within their resources. Special kind of support of students’ sport and cultural activities is the support of university physical-educational unions, higher education institution sport clubs, academic art groups and university pastoral centres. Allowances provided by the university are financed from state budget as a student social support under grants.

According to § 16a of the Higher Education Act, higher education institution creates the fund to support the students with disabilities. Fund can be used to cover financially suitable conditions of the study for students with disabilities, considering their special needs. Students have to submit the application together with medical report on health, which is evaluated accordingly by the commission. According to  § 100 of the Higher Education Act, higher education institution creates suitable conditions for students with disabilities and their special study needs without decreasing requirements on their study performance. Among suitable conditions for study belong study according to the individual study plan, in justified cases prolongation of the study length with remission of study fee and to ensure conditions related to school attendance of students with disability.   

At the same time under the Higher Education Act § 57 section 4, the applicant for study at higher education institution has the right to adapt form and way of entrance examination to his health disability.

Higher education institutions and their departments have coordinators, who are specialised at the problems of students with health disability.

From the point of view of the Act on protection of personal data, higher education institutions are not entitled to provide the information on student health disability, or to process this information, except of cases when it is approved by the student.
