The manner of the evaluation of higher education institutions’ quality depends on the manner of their financing. The Slovak Republic finances higher education institutions from public sources. The government of the Slovak Republic performs institutional quality evaluation of higher education at the national level through the Accreditation Commission. 


Responsible Bodies

The Accreditation Commission

The Accreditation Commission is established by the Government of the Slovak Republic as its advisory body. The Government also approves its status. The Accreditation Commission activity is regulated by the Act on the higher education institutions. The members of the Accreditation Commission are outstanding personalities from the academic community with high professional level and authority. Accreditation commission reviews, evaluates and assets independently the quality level of education, research and development, artistic and other creative activities of universities, and aids the increasing of levels. It reviews complexly the conditions in which these activities on individual higher education institutions are carried out, and it elaborates recommendations on work improvement at higher education institutions. 

Within its area of competence, the Accreditation Commission uses criteria approved by the Ministry of Education, Science, Research and Sport of the Slovak Republic. 

Every two years, the Accreditation Commission submits a report on its activities to the Government of the Slovak Republic, in which it also gives recommendations on how to increase the quality of education, research, development, artistic and other creative activities of higher education institutions.

Since 2007, the Accreditation Commission has been performing internal evaluation of its activities (self-evaluation) in compliance with the Standards and Guidelines for Quality Assurance in European Higher Education Area.

In 2012, the Accreditation Commission was externally evaluated by ENQA panel (European Association for Quality Assurance in Higher Education) with the focus on fulfilling ESG criteria (Standards and Guidelines for Quality Assurance in European Higher Education Area). The Accreditation Commission has now an opportunity to apply for the affiliate ENQA member status.


Approaches and Methods for Quality Assurance

Internal Evaluation

According to the Act on higher education, higher education institutions are responsible for the quality of provided education. Higher education institutions need to have a functional internal system of quality. The goal of the internal system of quality is to assure quality of all activities by means of defining higher education institution’s quality assurance policies and procedures.

Higher education institution’s policy for quality assurance includes tools, organisation, allocation of responsibility, level of actors’ (e.g. students’) engagement, manner of introduction, use, monitoring and assessment of the quality assurance system.

The areas of quality assurance include study programmes, criteria and rules of students’ evaluation, quality of higher education teachers, educational process, material and information sources for educational support, collection, analysis, use and disclosure of information.

The complex accreditation performed by the Accreditation Commission assesses the internal system of quality which is a part of the evaluation of higher education institutions.

A public higher education institution by Act on higher education is, apart from other, obligated to elaborate, to submit to the Ministry and to publish an annual report on activities and annual report on management of a public higher education institution on a yearly basis. 


External Evaluation

Complex accreditation of activities of higher education institution is a process within which the Accreditation commission shall judge and evaluate: 

  • complexly the educational, research and development related, artistic and other creative activities of the higher education institution in relationship to its long-term intent, as well as
  • personal, technical, informative and other conditions in which such activities take place and 
  • shall provide statement on requests of the higher education institution for accreditation of all study programmes and accreditation of all habilitational proceedings and proceedings on professorial appointing, in which the higher education institution wants to have its rights acknowledged. 

Complex accreditation of activities of a higher education institution takes place in six-year intervals by a plan if complex accreditations published in advance, elaborated by the Accreditation commission.

For the purposes of complex accreditation of activities higher education institutions shall submit above all the following documents:

  • evaluation of own activities; one of its parts containing results of regular student surveys,
  • requests for accreditation of all study programmes of which the higher education institution wants to have the right to confer the degree granted, including relevant documents in regards to study programmes,
  • requests for accreditation of habilitational proceedings and procedure for appointing professors in all study programmes in which the higher education institution wants to have the right to have such proceedings acknowledged, including relevant documents,
  • documents for evaluation of research, development, artistic activities and other artistic activities,
  • documents for statement of Accreditation commission on inclusion of higher education institution (university/non-university or research university).

The Accreditation commission conducts periodical evaluation as per elaborated Criteria which evaluate quantitatively as well as qualitatively the scientific activities (publication, patent et sim.), pedagogical activities, qualification structure of pedagogical and scientific employees, participation on scientific research projects, successfulness in obtaining the domestic and foreign grants, activities in domestic and foreign scientific societies etc. 
The complex accreditation of a higher education institution’s activities results in the complex evaluation of individual areas and activities and a proposal to include the higher education institution among universities or higher vocational schools. The evaluation also contains Accreditation Commission’s recommendations on how to improve higher education institutions’ work.

Academic ranking and rating agency (ARRA) has been operating in the Slovak Republic since 2004 as a civil society whose goal is to contribute to the increase of the quality of education and science in the Slovak Republic. ARRA is a member of an international organisation of ranking agencies -IREG Observatory. ARRA submits an annual evaluation of higher education institutions’ faculties, which is based on publically accessible and verifiable data on education and research of individual faculties.
