National Youth Strategy for Years 2014 – 2020 in the SR

Youth up the age of 30 comprise a significant part of the SR population (37.4 %). Children and the youth have specific needs, which need to be taken into account in the process of their preparation for social and work life. Therefore, in April 2014, the government of the SR adopted the National Youth Strategy for Years 2014-2020, which defines strategic policy goals regarding the youth, while reflecting need of youth in all areas. Its goal is to contribute to the increase of youth’s life quality mainly by means of the young SR citizens' personality development.

It describes 9 strategic areas: education, employment rate, creativity and spirit of enterprise, participation, youth and the world, health and healthy life style, social inclusion, volunteering and work with youth.

The Ministry of Education, Science, Research, and Sport of the Slovak Republic will arrange communication on the strategy’s state of preparation and implementation by means of an interdepartmental work group for state youth strategy, on which report will be made every year.
Fulfilment of the strategy will be evaluated in the middle of its duration, that is in 2017, and at its end in 2020.

The National Board for Education and Qualifications

As one of the partial tasks within the project Development of National qualification structure, the National Board for Education and Qualifications was created (NBEQ). NBEQ is the highest approval and monitoring body of the national project, while its influence and activities reach beyond the scope of the project. It is an extra-departmental authority, which will also have responsibility for approving the contents and forms of the National Qualification Framework and the National Qualifications System after the completion of the project.

The most important role of NBEQ is approving of complete or partial qualifications. Furthermore, it also monitors the classification of qualifications into individual reference levels of the National Referential Framework; it is responsible for the structure of the National Qualifications System and the National Qualification Framework and issues statements regarding new qualification and evaluation standards. Activities of this authority also include issuing of recommendations and statements regarding legislation changes in the area of education and qualification recognition.

In the area of employment, the ministry of education in cooperation with the Central Office of Labour, Social Affairs and Family, has an objective of connecting information on the number of graduates from individual schools (primary, secondary schools and universities) and the fields of study with the information on the number of unemployed graduates. The task of the department of education is to continue supporting professional and career counselling in schools and to develop cooperation between institutions working in this area. The department, with the participation of employers, secondary vocational schools and higher education institutions, will adapt the system of the fields of education, as well as the content so that it corresponds with the current needs of the labour market.


The List of Study Fields and Trades

In 2014, the ministry of education in cooperation with the State Vocational Education Institute prepared a list of study fields and trades which exceed the scope of labour market demand, as well as the list of study fields and trades with insufficient number of graduates for the labour market. The starting point was the degree of graduates’ unemployment and the prognosis on the needs of labour market for 2017 to be used at support of professions lacked at the labour market.


2013

The National Project Development of National Qualifications Structure.

In March 2013, the National project Development of National qualification structure was launched. This NP is a symmetrical project comprised of two parts – Convergence and Regional competitiveness and employment.

The national project aims to create and develop an efficient system of lifelong learning with a focus on the development of key competencies and increasing of qualification according to the current and perspective needs of knowledge-based society available in the course of the whole life of all citizens of the SR.

Activities of the project:

  • Creation of the conditions for building and application of National qualification structure, which will allow to obtain qualification in compliance with the national and European levels;
  • Creation of a National qualification framework, including securing recognition of non-formal and formal education results;
  • Measures allowing transferability between systems and levels of formal and non-formal and informal education;
  • Creation of a complex information system that provides access to quality information and counsel on the possibilities of education for everyone throughout their whole life.
