The lifelong learning as a basic principle of education and training exercised in the education system of the Slovak Republic has become a more important issue after 2000. That year, the European Commission created Memorandum on lifelong learning (sk), which was in 2001 followed at the national level by a consultation process in the form of a nationwide discussion of central government authorities, non-governmental organisations and social partners. The consultation process resulted in the National report on the consultation process on the Memorandum on lifelong learning.

In 2004, Memorandum on lifelong learning was followed by the Concept of lifelong learning in the Slovak Republic (sk), which put individual goals of the memorandum into the context of the existing strategic documents in the Slovak Republic focusing on education and employment.

From the strategic point of view, the lifelong learning system in Slovakia is also dealt with by the Strategy of lifelong learning 2011 (sk), goal of which is to support the creation of conditions for the transition to a functional lifelong learning system for all. The strategy therefore prioritizes and focuses on the most problematic areas that influence further development of lifelong learning in the Slovak Republic:

  • Individual's attitude and motivation for lifelong learning
  • Incompatibility of graduates and the labour demand
  • Counselling services for adults
  • Level of individual’s competencies
  • Further education financing

The strategy defines the citizens, educational institutions, counselling centres, employers, Professional and union associations as well as local and regional self-government authorities, recruitment agencies and non-governmental organisations as key actors in the system of lifelong learning.

Pursuit of strategy's priorities is monitored by means of measurable indicators, evaluation of which is scheduled for 2017 and 2020.

In connection with the Slovak presidency of the EU Council in the second half of 2016, adult education became a key strategic initiative of the European Commission – New skills agenda for Europe.

The most recent results of the  Programme for the International Assessment of Adult Competencies (PIAAC) represent an important source of information when proposing new policies and determining national and regional priorities in adult education.

PIAAC is a representative survey of the real competency level of the Slovak population (16 to 65 years), which unlike many other surveys, is not based merely on the achieved level of education. Adult competency level was tested in concrete assignments of reading, mathematical, and digital literacy. Detailed results were published in the National report (sk) at the end of 2013. In general, the educational system can provide the population with reading and mathematical literacy at the level of OECD average. Nevertheless, digital literacy as well as an increase in the number of people ranking at a higher reading and mathematical literacy level remains a future challenge.
