Professional development of teachers is governed by the Act on professional and pedagogical employees (Act no.317/2009) and government regulations and decrees related to it. 


Organisational Aspects

At present, the organisation, content, extent and forms of the continuing education of educational staff are laid down by the Decree of the Ministry of Education of the Slovak Republic on continuous education, credits and attestations of pedagogic employees and professional employees.
By completing the continuing education the teaching and professional employees fulfil requirements for being ranked at the appropriate career level or career position, and update or innovate their professional competences. 

Some accredited programmes of the continuing education are organised during working hours, or within the leisure time of teachers, depending upon its provider. 

Each school prepares its plan of education by itself (plan of continuing professional development of the school pedagogic employees), to be submitted to the school founder. The plan should contain definition of priorities that the education is aimed at, the time schedule and budget proposal of educational activities.

The organisation of the continuing education is within the competence of the headteacher who proceeds according to early yearly. 

Teachers usually apply for each form of service training through headteacher. The school management decides on continuous learning of teachers based on the development priorities and strategy.

The provider of the continuing education may be: a  school or school facility according to a special regulation, a higher education institution, organizations established by the ministry for provision and fulfilment of tasks in the field of continuing education (National Institute for Education, Methodology and Pedagogy Centre,  State Vocational Education Institute), an educational  organisation of other central body of the State administration  according to a special regulation, church or  religious society, or a legal entity with  education as a subject of activity. 


Structure of the System

The act on professional and pedagogical employees introduced career pathways, career grades and career positions into the career system. It introduced a set of rules of career advancement and motivation rewards. Career grades distinguish fresh teachers, independent pedagogical and professional employees, and pedagogical and professional employees with the first and second attestation. At the same time, a career system is set up, which guarantees pedagogical and professional employees the salary growth within the salary scale, possibility of bonuses as well as provision of time off required for training or taking certification examination. As a consequence, it motivates pedagogical and professional employees to grow professionally. 

Career positions: 

Career position – specialist or managing pedagogical employee - reflects the functional and specialist assignment of employees to performance of specialized or managing activities. Conditions of employees’ assignment into career position include completion of the relevant type of continuing education (specialization, function, function innovation or function actualization education). Credits are allocated for completed actualization education of managing employees and specialization education of professional employees with the exception of those, for whom the employer receives specialization bonus (class teacher and inducing employee). 

Career pathways:

(a pedagogic employee freely chooses the one which suits best to his professional objectives) 
Employees can pursue their career growth in three career tracks. 

First career track – leads to the lifelong preservation of employee’s standard pedagogical and professional competences in line with the requirements and needs of the school and school facility on the relevant career grade (beginner, independent, employee with the first or second attestation). 

Second career track – leads to obtaining expert pedagogical or professional competences of the employee by means of accredited programmes of continuing education and to their verification. 

Third career track – leads to obtaining specialized or managing competences of employees by means of specialization, function, function innovation or function actualization education.


Incentives for Participation in Continuing Professional Development (CPD) Activities

According tothe Act No. 317/2009 of the Law Code on pedagogic employees and professional employees, the teachers and specialists are required to preserve and develop their professional competences through continuing education or self-learning.

The credit system is a tool that serves for inclusion of teachers’ participation in the accredited study programmes to be completed within the framework of their professional development. The credit system with the salary order and system of teachers’ evaluation and remuneration enables to offer to the active and creative teachers’ higher financial evaluation for improvement of quality of their competences and teaching performance.

The credits are awarded for individual programmes of continuing education or activities. Number of credits awarded  consider the scope and demands of the completed programme of continuing education,  authorship or co-authorship of approved textbooks, teaching texts,  workbooks, recommended teaching aids, for other creative activities, for example, research results,, patents, discoveries, professional-preventive programmes, professional articles issued in professional literature, or,  the education completed abroad  connected with execution of  educational activity or performance of professional activity.

Number of credits assigned to accredited programme of continuing education considers its scope, demands and way of its completing. The credit efficacy is seven years and serve as a condition of the first and second attestation and for allotting a career extra payment.

The employee, except for teachers and professional employees, is granted a credit bonus for continuous improvement of his professional competence by the accredited lifelong continuing education set up in a special regulation. The employer may cancel or reduce the credit extra payment of the teachers or professional employees, namely

  • upon expiry of a 7-year period,
  • if the teacher or professional employee applies the required number of achieved credits to execution of the first attestation or the second attestation.
