The reforms are ongoing.

For the purpose of accelerating the reform of vocational education, Government Emergency Ordinance No.117/2013 provides the introduction of the 3-year vocational and technical education, starting with the 2014/2015 school year, as a measure for continuing the relaunch, in 2012-2014, of the 2-year vocational and technical education. The ordinance regulates the modality of certifying the graduates’ skills within the technological and vocational path (the Xth grade graduates within the technological or vocational path that have undergone practical training may take an exam for certifying the qualification corresponding to the certification level set in the National Qualifications Framework (NQF)), as well as the possibility to continue the studies in the high school education for the vocational education graduates who pass the certification exam of the professional qualification.  The ordinance also stipulates the fact that the graduates of the mandatory education who interrupt the studies may complete, until the age of 18, at least one professional training programme which enables the acquiring of a qualification corresponding to the National Qualifications Framework (NQF) and that the post secondary education is completed with an examination certifying the professional skills.

In the 2014/2015 school year:

  • (a) no. of IXth grade graduates who attend the 2-year vocational education: 11,337 graduates of the IXth grade, the 2014 promotion attends the 2-year vocational education (provisional situation on the 8th of September 2014.
  • (b) no. of pupils in the 3-year vocational education: 24,403 pupils enrolled in the 3-year vocational education (provisional situation on the 8th of September 2014);
  • (c) no. of companies that have concluded tuition contracts:
    • 1990 companies concluded framework contracts with the education units for training the pupils by means of the 2-year vocational education;
    • 2664 companies concluded framework contracts with the education units for training the pupils by means of the 3-year vocational education

Developing the vocational, high school (technological path) and post secondary education by:

  • (a) introducing the two-year vocational education for the concerned graduates of the IXth grade. For the 2013/2014 school year, in the dual type vocational education about 13,000 pupils are enrolled, contracts being signed with more than 2,300 companies that provide the practical training of pupils. Pupils attending this form of education receive a monthly scholarship of 200 RON;
  • (b) implementing training programmes of the teachers from the vocational and technical education (VET), funded by ESF/POS DRU projects, such as: Training the teachers from the vocational and technical education-services main field of study for extending the modern interactive method exercise firm, Training the teachers in the professional skills evaluation field, Improving the quality of education and professional training through partnership networks.

For combating unemployment among youth, the Youth Guarantee Implementation Plan 2014 – 2015 was elaborated, approved in the government meeting of the 23rd of December 2013. The plan combines measures in the employment, continuous professional training and education field. They are intended to support the youth belonging to disadvantaged categories for (re)entering the labour market or in the education or continuous professional training system, in order to obtain the formal acknowledgement of the skills acquired in non-formal or informal system or starting businesses. For this purpose, by means of 26 Youth Guarantee Centres and the Public Employment Service (PES) the professional profile of the youth and the counselling combined with the career orientation are made free of charge.

The National Authority for Qualifications (NAQ) will continue to develop the Romanian qualifications system by managing/updating the national registers of the training providers, as well as by elaborating and approving occupational standards in education and professional training.
