2014

In order to develop the early education (0-6 years) and to increase its quality, in 2014 clarifications of legislative nature will be provided, regarding the organization and operation of the early education services for gradually becoming universal services. After performing an analysis, Ministry of National Education will elaborate a proposal for modifying the National Education Law in view of assigning the status of mandatory education to the big group in the preschool education. Ministry of National Education will regulate the educational content and the reference standards for the before-preschool education (0-3 years).

Organizing and operating the early educational services, as integrated services. The action aims to build an integrated and efficiently coordinated early education system (between the education, health, social protection fields), with the purpose of providing the welfare and development of the child from the perspective of reaching his own maximum potential. Stages in 2014-2015: (i) elaborating an analysis of the influence factors regarding the assignment of mandatory education status to the big group in the pre-school education; (ii) elaborating a legislative amendment proposal of the text of the National Education Law on the assignment of mandatory education status to the big group in the pre-school education; (iii) elaborating a GD draft on the educational content for the early before pre-school education; (iv) elaborating a GD draft for approving the reference standards for the early before pre-school education; (v) reviewing GD No. 1252/2012 on The methodology for the organization and functioning of nurseies and of other early before pre-school education services.

MNE has elaborated a project of National early childhood stimulation programme, in view of reaching the maximum individual potential, which extends over a 5 year period and aims at:

  • ensuring the conditions for the progressive generalization of the 5, 4 and 3-year-old children’s inclusion in preschool education;
  • increasing the percentage of 4-6-year-old children’s inclusion in preschool education up to 95%;
  • developing and increasing the quality of the continuous and initial training system of the teaching staff in the early education and expanding the themes towards: the inclusive education, outdoor education, social and emotional education, educational research, the reflexive teacher etc. and implicitly encouraging and stimulating the teachers towards educational micro-research. The programme was presented to the inspectors for preschool education within the national Conferences carried out with them and is going to be approved.

2013

In the child protection field, in September 2013, the Law No.257/2013 for amending and supplementing the Law No.272/2004 on the protection and the promotion of children’s rights was published, providing the obligation to designate an adult person to take care of children throughout the entire absence of parents working abroad. Ministry of National Education is considering the inclusion of the big group from kindergarten in the mandatory education and the generalization, at national level, of the electronic enrollment of children into the preschool and the primary education, for which an electronic system is configured.
