The Ministry of National Education and Scientific Research continues the reforms in the field of education and training, in order to ensure an education adapted to the labour market requirements and focused on personal and social development.

Curricular policies

With regard to the professional and technical education (IPT), OMECS No. 5293/2015 for approving the structure of the professional training standard in the professional and technical education was endorsed. Subsequently, 200 standards of professional training for level 3 and 4 qualifications were approved.

A new Curriculum for grade 9, technological high school education and for vocational and technical education was elaborated.

Consolidation of the professional and technical education

The normative framework regarding the organization and functioning of the dual vocational education was supplemented in the Government meeting of the 16th of October 2016, by an Emergency Ordinance updating the relevant regulations, in the Law of National Education, regarding:

  • the duration of studies for the dual vocational education will be 3 years and will allow the access to a various range of quality professional training opportunities for secondary education graduates (which the local offer, especially in the small towns, cannot cover).
  • the graduates of this form of education will acquire knowledge, skills and competences which will allow them to fill a position for level 3, 4 and 5 professional qualifications according to the National Qualifications Framework.
  • the modality of settling the transportation expenses and the facilities regarding the free accommodation and meal which are granted to the pupils attending the dual education in other locality than the one in which they reside, regardless of the education and professional training offer available in the residence locality.
  • the possibility of the professional education/dual education graduates to continue the studies in the high school education.
  • granting fiscal facilities to the economic operators interested in professional qualification programmes (the companies that will get involved in a better professional training of the youth).

Concerning the consolidation of the professional and technical education, especially of the learning component at the workplace, the feasibility study Terms of reference for introducing dual/ apprenticeship-type of programmes in the initial professional training in Romania was completed. Based on the study, a preliminary version of the Master plan for the period 2015-2020 for implementing the recommendations of the feasibility study was elaborated, with a view to implement the dual/ apprenticeship education-type of programmes in the initial professional training system. 

Also in order to strengthen the vocational and technical education, especially the learning component at the work place the concept document “Options of education and professional training of VIIIth grade graduates” has been launched in public consultation, in order to introduce the professional path and to create a complete route of training in dual-vocational system, so that the pupils’ training should be provided, after  completing the VIIIth grade, for professional qualifications up to level 5, inclusively (path directed to the immediate needs of the labour market). 

Until the end of the IInd quarter/2017 the completion of the documents by which the vocational dual education will be regulated and implemented is wished (including the definition of the professional training contract in dual system by the Ministry of National Education and Scientific Research together with the companies interested in this type of professional training).

National Registry of Qualifications in Romania

Government Decision concerning the establishment of the National Registry of Qualifications in Romania is included in the Government’s Annual Work Plan (PALG 2016) and its term assumed by the National Authority for Qualifications (ANC) is IVnd quarter 2016.

2015

Curricular policies

Regarding the vocational and technical education (VET), the structure of professional training standard for vocational and technical education was regulated (by OMECS no. 5293/2015). Subsequently, 200 training standards for qualifications at level 3 and 4 will be approved.

It was developed and it is in the approval process, the draft of the ministerial order concerning the organization of postgraduate study programs for continuing education, by the accredited higher education institutions. An order draft concerning the approval of the graduation certificate model and of the descriptive supplement (both documents are used to completion the continuing education programs for postgraduate level) was developed. Also, at the Ministry of National Education and Scientific Research level, a Government Decision draft concerning the approval of the organizational structure for the National Register of Professional Qualifications (Registrul National al Calificarilor Profesionale-RNCP) was developed and it is in the process of consultation.

Consolidation of the professional and technical education

Regarding the strengthen of vocational and technical education, especially the component of learning at the work place, the project Education and professional training strategy in Romania during 2015-2020, has been elaborated and is being debated at Ministry of National Education and Scientific Research level. The feasibility study Terms of reference for the introduction of dual/apprenticeship type programs in initial vocational training in Romania was completed. Based on this study, a preliminary version of the Master Plan for the 2015-2020 period to implement the recommendations of the feasibility study was elaborated in order to implement programs such as dual/apprenticeship education in initial vocational training system. 

In order to increase the quality and the access both to the vocational and technical education, and to the apprenticeships and their adaptation to the labour market requirements, the Ministry of National Education and Scientific Research continues, in the 2014/2015 school year:

  • the schooling of the pupils graduates of the IXth grade who wish to follow the path of the  2-year vocational education
  • the training of 1,236 graduates of the high school lower cycle (after the Xth grade) with practical training stages of 720 hours, in view of achieving the level 3 qualification certificate.

At the same time, starting with the 2014/2015 school year, the Ministry of National Education and Scientific Research introduced the 3-year vocational education for the graduates of the VIIIth grade, with an important component of practical training at the workplace. The minimum 3-year vocational education is organized as part of the mandatory education and functions based on the partnerships between the educational units and the companies, with a practical training share of over 60%.

In the school year 2014/2015, in the 2-year vocational education 22,933 pupils are enrolled and in the 3-year vocational education 26,315 pupils are enrolled, being signed contracts with more than 2,550 companies that ensure the pupils’ practical training. The pupils who attend these forms of education receive a monthly scholarship of 200 RON. In the 2014 – 2015 school year a number of 49,248 scholarships are granted.

For the school year 2015-2016 the educational offer is made on the request of a number of 3,468 companies for a number of 34,984 places in the 3-year vocational education.

The site “Choose your way!” , permanently updated since February 2012, includes all the information necessary for the enrollment and graduation of the 2-year and 3-year vocational education.

By the Minister of Education’s Order (OMEN) No. 3081/2014, supplemented by the OMEN No. 5119/2014, three Romanian-German working groups and a Coordinating Committee for the cooperation in the vocational and technical education between Romania and the Baden-Württemberg Land were established, aiming at, inter alia:

  • modifying the curriculum for professions required on the labour market for which there is co-financing from companies (3 professions: mould toolmaker, numerical command machines operator and plant and industrial installations electro mechanic (mechatronist))
  • trainers training.

By means of GEO No. 94/2014 on the amendment and addition of the Law of National Education No. 1/2011, as well as the amendment of GEO No. 75/2005 on the education quality assurance the dual education was introduced as a form of organization of the vocational education. 

National Registry of Qualifications in Romania

The National Register of Professional Qualifications (Registrului National al Calificarilor Profesionale-RNCP), along with the National Register of Qualifications in Higher Education (Registrul National al Calificarilor din Invatamantul Superior-RNCIS) is part of the National Register of Qualifications (Registrului National al Calificarilor-RNC), as it is provided in the National Education Law no. 1/2011. RNCP is a unitary reference instrument in the field of education and professional training, ensuring both fair access on the national and European labour market and the harmonization of the education and professional training system with the labour market.

The National Authority for Qualifications (ANC), institution subordinated to the Ministry of National Education and Scientific Research, coordinates the adults’ professional training. ANC has undertaken a series of actions designed to support the correlation of education and professional training with the labour market requirements and to improve the participation rate of the adult population to lifelong learning. During the period 2014-2015, according to the provisions of the Europe 2020 Strategy, ANC implements 2 projects co-financed by the European Commission, by means of the Erasmus+ programme: “EPALE –Electronic Platform for Adult Learning in Europe” and “Learn, for a better life!”.

The reforms are ongoing.

Legislation

For the purpose of accelerating the reform of vocational education, Government Emergency Ordinance No.117/2013 provides the introduction of the 3-year vocational and technical education, starting with the 2014/2015 school year, as a measure for continuing the relaunch, in 2012-2014, of the 2-year vocational and technical education. The ordinance regulates the modality of certifying the graduates’ skills within the technological and vocational path (the Xth grade graduates within the technological or vocational path that have undergone practical training may take an exam for certifying the qualification corresponding to the certification level set in the National Qualifications Framework (NQF)), as well as the possibility to continue the studies in the high school education for the vocational education graduates who pass the certification exam of the professional qualification. The ordinance also stipulates the fact that the graduates of the mandatory education who interrupt the studies may complete, until the age of 18, at least one professional training programme which enables the acquiring of a qualification corresponding to the National Qualifications Framework (NQF) and that the post secondary education is completed with an examination certifying the professional skills.

In the 2014/2015 school year:

  • (a) no. of IXth grade graduates who attend the 2-year vocational education: 11,337 graduates of the IXth grade, the 2014 promotion attends the 2-year vocational education (provisional situation on the 8th of September 2014)
  • (b) no. of pupils in the 3-year vocational education: 24,403 pupils enrolled in the 3-year vocational education (provisional situation on the 8th of September 2014)
  • (c) no. of companies that have concluded tuition contracts:
    • 1990 companies concluded framework contracts with the education units for training the pupils by means of the 2-year vocational education
    • 2664 companies concluded framework contracts with the education units for training the pupils by means of the 3-year vocational education.

The draft of The Order of the Minister draft regarding the composition and the operating Registry of the Council of the National Authority for Qualifications was elaborated.
