2016

The extension of the early education services (0-6 years) implies the clarification, from a legislative point of view, of the organization and operation of the early education services, as integrated services, in order to gradually become universal services. 

The Government Decision for amending and supplementing the Methodology of organization and functioning of the nurseries and other before preschool early education services (amendment of GD No. 1252/2012) is included in the Government’s Annual Work plan (PALG 2016) and its approval deadline is December 2016.

The organization and functioning regulation of preschool education (OMECS N° 4464/2000) was revised and discussed with the representatives of the trade unions and of the parents’ associations, followed by its going through the public debate stage.

The revision of the curriculum for early before preschool education will be achieved within the non-competitive project Ensuring a coherent institutional framework, appropriate for the education and personal development of the before preschool children, by early education in nurseries, project under elaboration.

In order to increase the safety degree in the education units, a kindergarten registration guide was elaborated (by ARACIP and MENCS).

In order to complete the initiated projects, the extension by 3 more years of the Early Education Reform Project (PRET) is currently being negotiated with the European Bank of Reconstruction and Development. 

By the end of 2016, it is intended to elaborate/review and approve the documents concerning the organization, operation and certification of the early education services (before preschool and preschool level), as well as of the ones which are considering the educational content for the early before preschool education.

Measures included in the Anti-poverty package of the Romanian Government:

  • Monitoring the enforcement of the law “Each Child in Kindergarten” (Law 248/2015 on the stimulation of participation in the preschool education of the children coming from disadvantaged families): random, unannounced visits for monitoring the presence in the concerned kindergartens, quarterly meetings for programme analysis with the concerned ministries and with NGOs (measure correlated with the Strategy for Reducing the Early School Leave).
  • School supplies and clothes for the preschoolers who receive social tickets. The measure complements the programme “Each Child in Kindergarten” by providing school supplies (through schools) and clothes (through Town/City Halls) (measure correlated with the Strategy for Reducing the Early School Leave).
  • Healthy children in kindergarten. National health and nutrition package for disadvantaged children, in order to prevent/reduce the recurrent illnesses and to increase immunity and avoid the stunting: (a) measurements and free tests at the beginning of the school year, (b) vitamins in the critical periods (winter-spring), (c) toothpaste and toothbrush, quarterly), (d) fruits, (e) health education (focus and resources in the disadvantaged communities) (measure correlated with the Strategy for Reducing the Early School Leave).

2015

In order to develop The measures regarding early education continue.

The Methodology of organization and functioning of nurseries and other before preschool early education services has been revised and includes amendments related to the educational content for this level of education. Both the before preschool curriculum and the evaluation standards of the before preschool education services have already been elaborated and are going to be approved after the amendment of the GD No. 1252/2012.

Regarding the extension of early education services (0-6 years old), the initiating of the National Program for early child stimulation, in order to achieve the maximum individual potential was postponed from quarter IV/2015 to quarter IV/2016 due to the need of analysis and inclusion into the program of the results of some studies in the field.

In order to extend the implementation framework of the early education reform, the implementation of the project for the Early Education Reform (PRET) is continued, within which the final stage of these programmes (for training 1,000 teachers in kindergartens, and for supplying the preparatory class with teaching materials, respectively) are in progress. The project on the Early Education Reform (that shall be completed in 2016) has provided a budget of 105 million euros for the rehabilitation, consolidation, extension, execution of capital repairs, new constructions and endowment with furniture of 750 kindergartens. Up to this date, 70 kindergartens were completed, 98 are in progress and the execution of a number of 524 projects is going to be commenced, the total amount spent being 21.65 million euros. 

In order to develop the material base for early education, the network of Resource Centers for Education and Development (Centre de Resurse pentru Educatie si Dezvoltare-CRED) was extended, their number reaching 325 at national level. The creation of CRED network aims to provide complementary services to those provided through kindergarten, designed for children younger than 7 years old, their families and teachers and other staff categories participating at the education, protection and care of young children. The basic principle in operation of CRED is the services follow the child, through their activity wanting to address child’s specific needs in his early years as well as the needs of the adults responsible for preschool child education and development. In CRED there are permanent ongoing information activities for parents, competitions, meetings with psychologists and speech therapists, pedagogical circles, exhibitions etc. Regarding the material endowment, school inspectorates received toolkits for developing the socio-emotional competencies of preschool children, and the endowment process of preparatory classes with teaching toolkits continued.

2014

In order to develop the early education (0-6 years) and to increase its quality, in 2014 clarifications of legislative nature will be provided, regarding the organization and operation of the early education services for gradually becoming universal services. After performing an analysis, Ministry of National Education will elaborate a proposal for modifying the National Education Law in view of assigning the status of mandatory education to the big group in the preschool education. Ministry of National Education will regulate the educational content and the reference standards for the before-preschool education (0-3 years).

Organizing and operating the early educational services, as integrated services. The action aims to build an integrated and efficiently coordinated early education system (between the education, health, social protection fields), with the purpose of providing the welfare and development of the child from the perspective of reaching his own maximum potential. Stages in 2014-2015: (i) elaborating an analysis of the influence factors regarding the assignment of mandatory education status to the big group in the pre-school education; (ii) elaborating a legislative amendment proposal of the text of the National Education Law on the assignment of mandatory education status to the big group in the pre-school education; (iii) elaborating a GD draft on the educational content for the early before pre-school education; (iv) elaborating a GD draft for approving the reference standards for the early before pre-school education; (v) reviewing GD No. 1252/2012 on The methodology for the organization and functioning of nurseies and of other early before pre-school education services.

MNE has elaborated a project of National early childhood stimulation programme, in view of reaching the maximum individual potential, which extends over a 5 year period and aims at:

  • ensuring the conditions for the progressive generalization of the 5, 4 and 3-year-old children’s inclusion in preschool education;
  • increasing the percentage of 4-6-year-old children’s inclusion in preschool education up to 95%;
  • developing and increasing the quality of the continuous and initial training system of the teaching staff in the early education and expanding the themes towards: the inclusive education, outdoor education, social and emotional education, educational research, the reflexive teacher etc. and implicitly encouraging and stimulating the teachers towards educational micro-research. The programme was presented to the inspectors for preschool education within the national Conferences carried out with them and is going to be approved.
