C2 - Science and Culture, Combined Dialogues

A project that promotes and values scientific and artistic knowledge, stimulating interdisciplinary work between these two fields, promoting more science in culture and more culture in science.

The initiative is made up of overlapping dialogues between science and culture, focussing on themes such as digital challenges, conservation and restoration, heritage classification, museography, urban planning, resource creation and information management and accessibility, combining them with artistic expressions, such as performance and visual arts, architecture, literature and heritage.

Cultural and scientific institutions and institutions of higher education were invited to be part of this project, as were associations, companies and central and local administration.

 

Initiation rituals (Praxe)

Praxe is a long-standing tradition of initiation rituals for new university students in Portugal. This practice has been heavily criticised for undignified and sometimes dangerous practices in some universities. To turn this around, an initiative was launched to highlight positive student integration practices in higher education, promoting such institutions as a beacon of knowledge in society. Sport, culture and science will be the main focusses of this movement.

These initiatives, which bear the exarp hallmark, will be launched at the beginning of the 2017/18 academic year.


Empreende Já

Targeting the young NEET (not employed and not in education or training), the Instituto Português do Desporto e Juventude (Portuguese Institute for Sport and Youth) launched the Empreende Já Programme which main aims are:

  • To promote an entrepreneurial culture that focusses on creativity and innovation by supporting projects aimed at setting up companies or social economy bodies;
  • to support young NEETs’ skills through training, improving employability;
  • to support the formation of companies or social economy bodies;
  • to support job creation by and for young NEETs.

The Programme is designed for young people between 18 and 29 years of age and is divided into two parts.

In the first part, for 180 days, young people receive financial support that is 1.65 times the Social Support Index, up to 250 hours training and 30 hours tutoring, with the goal of developing projects to create companies and social economy bodies (based on their own ideas or those available on the Business Development Network).

In part 2, if the project undertaken in part 1 is selected and approved, the young entrepreneurs receive 10,000 euros to kick start companies or social economy bodies and create their jobs.

The programme is currently undergoing its first edition, being in the analysis phase of 781 applications received until 6.th March; 315 young participants will be selected and will be in training until November, after this there will be a project evaluation, assuring the passage of 90 business projects or social economy organisation to the following phase of the programme. In that second phase, that will take place in 2018, a seed capital of 10 thousand Euros will be allocated to the projects, after the evidence of establishment of the entity.

 

Education for Development Framework

Last February, the Education for Development Framework was presented. It results from the collaboration of the following entities: Ministry of Education, Camões – Institute for Cooperation and Language, CIDAC – Amílcar Cabral Centre for Intervention and Development and the Gonçalo da Silveira Foundation.

This framework provides guidelines for the pedagogic role of Education for Development, in support of the Citizenship Education implementation strategy in Pre-school Education and along the 12 years of compulsory schooling.

It can also be a tool for other educational bodies and agents interested in working in ​​Education for Development, producing resources and teaching materials, as well as initial and ongoing teacher training.

 

Skills Jovem Platform

APRICEM (Association for the Promotion of Emotional Intelligence),  a non-profit organization that wants to bring soft skills to the attention of the general public, especially to those not actively seeking information on interpersonal skills and personal development, has launched the Skills Jovem platform .

This is a platform with free online courses that aim to develop soft skills, helping users to develop interpersonal skills that improve interactions with others and the world around them, thus improving employability and self-satisfaction.

Although sponsored by private companies, this platform is supported by the Ministry of Labour, Solidarity and Social Security, Employment and Vocational Training Institute and Youth Guarantee.


European Pillar of Social Rights

Portugal is one of 11 European countries to sign a joint declaration for the creation of a European Pillar of Social Rights based on a minimum wage, a European student card, professional equality between men and women and consolidating the fight against fraud involving posted workers.

According to statements by the Minister for Labour, Solidarity and Social Security, priorities include the creation of a “minimum wage, guaranteed vocational training for young people, freedom of movement in education systems within the European Union”.

The European Pillar of Social Rights initiative was subject to public consultation from March 2016 to January 2017 and is currently being debated at the European Council.

2016

Launch of Movimento Código Portugal (Portugal Code Movement)

This is a national campaign to mobilize the country and raise awareness of the importance of digital and computer literacy as mechanisms for knowledge inclusion. Partners include the Directorate-General for Education (DGE), The Science and Technology Foundation (FCT) and Ciência Viva - National Agency for Scientific and Technological Culture, aligned with the Digital Skills Initiative set up by the MCTES.

This Movimento is aligned with Computer Science Education Week and Hora do Código (Hour of Code), and is designed to stimulate, on a national level, what is already considered a new form of literacy for the 21st century, code.


National Reforms Program

The government presented the National Reforms Program stabilising the following objectives:

  • Improve the detection system of youngsters driven away from qualification and employment;
  • promote internships and support recruitment that provides these youngsters with professional experiences;
  • ensure that youngsters go back to educational pathways, namely double certification ones.

 

Inter-Ministerial Working Group on Education for Citizenship

An Inter-Ministerial Working Group on Education for Citizenship was set up to design an Education for Citizenship Strategy, to be implemented in public schools, including citizenship skills and knowledge in the curriculum at all levels of education.

This Strategy should be consolidated, so that children and young people  acquire citizenship skills and knowledge in various aspects throughout the different cycles, in particular, values and concepts of Portuguese citizenship, human rights, gender equality, non-discrimination, inter-culturalism, the inclusion of people with disabilities, health education, education for sexual and reproductive rights and road safety education.

In order to emphasise the importance of developing transversal skills throughout compulsory education, the students’ certificate will include the projects they were involved with and their different experiences.

The proposals presented by this Working Group will be coordinated with those of the Curriculum Working Group, guaranteeing that everyone acquires an essential core of key knowledge, ensuring an education for all that allows them to face adulthood and continue lifelong learning.

 

New Education Guidelines

The Ministry of Education developed The Development Education Guidelines aiming to promote the consolidation of the development education as a thematic area of the education for citizenship and also the Media Education Guidelines  for the pedagogical work regarding media education and  ensuring that children and young people acquire social, civic and intercultural competences and  enhancing critical thinking and media literacy, particularly regarding the use of the internet and social media.



Intercultural Education

A Working Group is preparing the establishment of a network of schools for intercultural education aiming to ensure that children and young people acquire social, civic and intercultural competences and to promote intercultural dialogue.

The main objectives and actions are:

  • To promote intercultural education towards reception, integration and school success for all children and young people, as well as the respect for their diversity.
  • Creation of terms of reference for the intercultural education
  • Teachers and educators training
  • Intercultural school seal

 

Higher Education

With the purpose of pursuing the digital transformation of economy and society, it becomes necessary to foster a national strategy for the promotion of digital competences within the active population. Thus, the “Digital Competences Initiative” is being prepared, assuming the form of a national program to support the training in digital competences, in a joint effort of the higher education institutions in close collaboration with the private sector. Given the huge lack of technicians specialized in information and communication technologies, this initiative aims at promoting the qualification of the productive sector and the employability of the active population. The “Digital Competences Initiative” includes actions oriented towards the training of trainers, besides a broad and comprehensive array of training typologies, comprising initial training, workers requalification and specialized professional training.
