The network of CQEP, created by Decree-Law no. 135-A/2013, 28th March (bringing together, among others, the skills of former CNO) are part of the SNQ and play a crucial role in consolidating academic and vocational qualifications, as well as to increase the population’s levels of qualification in coordination with the business community, encouraging more job opportunities and more sustainable economic growth.

The centres play a key role in bridging the gap between the worlds of education, training and employment, in terms of lifelong learning.

CQEP provide information and guidance services for the young, in conjunction with the schools’ psychology and guidance services (Serviços de Psicologia e Orientação - SPO), and for adults, in conjunction with the public employment services, with a focus on providing information on the available academic, vocational or dual certification options. They promote a realistic choice that considers individual profiles, the range of different paths that can be followed in terms of studies and current and prospective job market requirements.

CQEP network is distributed across all the regions of Continental Portugal and the Autonomous Region of Madeira.

Some Centres are itinerant, meeting the needs of target groups with less mobility or specific needs expressed by strategic partners for qualification.

CQEP are designed for young people of 15 or over or, regardless of age, young people attending the final year of basic education, and adults aged 18 or over who need to acquire and consolidate knowledge and competencies.

CQEP operate on a wide scope that includes reception, analysis, information, guidance for young people and adults for educational courses and professional training, as well as the recognition, validation and certification of acquired competencies by adults in informal and non-formal learning contexts.

Its work extends to organising local qualification networks, which will contribute to the construction of a network of educational and training provisions matched to local needs, considering the existing or emerging local business community, to monitoring the progress of youngsters and adults directed towards the various qualification solutions and to identifying opportunities for undertaking training in a real work context.

More specifically:

  • Helping young people and adults find educational and training provision appropriate to their profile, while taking into account the needs of the business community;
  • developing school and professional processes for the recognition, validation and certification of competencies for adults;
  • collaborating in the definition of criteria for the construction of a network of educational and training provision suited to local qualification requirements, creating closer links between schools/training centres of different companies;
  • monitoring the progress of young people and adults involved in different qualification paths, checking how closely their training adheres to paths previously defined, from the perspective of continuous improvement;
  • collecting information on the interaction between the learning outcomes of young people and adults and the job market, with a view to improving the quality of the education and training system.
  • certification of Competencies – adults demonstrate their competencies before a panel via a test.

Monitoring and assessment of the CQEP’s operations and activities are undertaken by the ANQEP which, via the appropriate services, can request that the Inspectorate-General of Education and Science or the IEFP audit or inspect the CQEP’s activities. The operations, results and impact of CQEP’s activities can be externally assessed on a regular basis by bodies whose competence and merit are widely recognised.
