It is the task of the Ministry of Education to define the educational policies, coordinate their implementation and to assure the operation of the educational system, being its main financer. Other Ministries, the Autonomous Regions and the Municipalities also contribute for the financing.

The Ministry of Science, Technology and Higher Education is responsible for the funding of Higher Education.

The Ministry of Education finances its central and regional services, as well as the public education institutions, with the amounts foreseen within the State Budget.

It also subsidises private and cooperative education in Basic and Secondary Education in agreement with terms laid down in the Private and Cooperative Education Statute.

In 2015 these Ministries were united in one, called Ministry of Education and Science, and its Budget was allocated in the following way:

The European Commission has also, in some extend, contributed to fund education in Portugal through the European Fund for Regional Development (EFRD) and the European Social Fund (ESF).

The Autonomous regions of Madeira and Azores receive transfers from the Government's budget to finance education with the exception of higher education.
