Decree-Law no. 7/03, 15th January, as amended by Law no. 41/03, 22nd August, regulates the powers, composition and management of the municipal boards of education, and the procedures for the preparation and approval of the Education Chart.

The municipal board of education coordinates at municipal level the actions of education players and social partners, analysing and monitoring the operation of the system, and proposing adequate measures to promote greater efficiency and effectiveness in the educational system.

The Education Chart is, at municipal level, the tool for prospective planning of educational facilities, according to the educational and training needs in order to ensure a better use of the educational resources.

The Education Chart ensures that the network of Pre-school, Basic and Secondary Education establishments is adequate to the needs and demands at municipal level.

Decree-Law no. 75/2008, 22nd April approves the autonomy, administration and management of Pre-school and compulsory education in public education institutions, establishing the following school administration and management bodies:

  • The General Council is the strategic senior management body, responsible for defining the guidelines of school activity, ensuring the involvement and representation of the educational community;
  • The School head is the administration and management body of the school, or school cluster, in the educational, cultural, administrative, financial and patrimonial areas;
  • The Pedagogical Council is the body responsible for pedagogical coordination and supervision, defining the pedagogical direction of the school, or school cluster, namely in the pedagogic/didactic and student guidance and monitoring fields, as well as in supervising the initial and continuing training of teaching and non-teaching staff;
  • The Administrative Council is the body responsible for taking decisions on administrative and financial matters.  

Parents are represented by parents associations that defend and promote the interests of their members in all matters concerning education of their children.

In what concerns adult education and certified training, the training offers are managed locally by the Employment Centres which, in articulation with the local authorities and the enterprises, autonomously define training programmes that meet the needs of the local labour market. It is similar for the Professional Schools which, being most of them under the dependence of the Municipalities, try to have a training offer according to the local needs.
