In accordance to the Organic Law of the XXI Government, the direct administration of the Ministry of Education(ME) and of the Ministry of Science, Technology and Higher Education(MCTES), is formed by the following central bodies:

The mission of the Secretariat-General is to provide specialized technical support to the members of the Government of ME as well as to other services and departments in the domains of legal support, conflict resolution and litigation, employment regime and work relations, management of human, financial, technological and patrimonial resources, public, European affairs and international relations, as well as the quality of policy, information and communication.

The mission of the Inspectorate-General of Education and Science is to ensure the legality and regularity of actions taken by services and departments of ME and MCTES or subject to the supervision of the Government member, as well as monitoring, auditing and supervising the functioning of the education system in the scope of pre-primary education, school education, comprising basic, secondary and higher education and integrating special modalities of education, extra-school education, science and technology and of the bodies, services and departments of ME and MCTES.

The mission of the Directorate-General of Education is to ensure the implementation of policies regarding the pedagogic and didactic component of pre-primary, basic and secondary education and of extra-school education, providing technical support to its formulation and monitoring and evaluating its implementation, as well as coordinate the planning of the several tests and exams.

The mission of the Directorate-General of Higher Education is to ensure the conception, execution and coordination of policies that, in the scope of higher education, are under the MCTES.

The mission of the Directorate-General for School Administration is to ensure the implementation of policies for strategic management and development of the human resources of education allocated to the public educational structures within mainland, without prejudice to the powers of local authorities and school administrations.

The mission of the Directorate-General for Education and Science Statistics is to ensure the production and statistical analysis of education and science, providing technical support to the formulation of policies and strategic planning, creating and ensuring a proper integrated information system of ME.

The mission of the Institute for Financial Management of Education is to ensure the programming, the financial management and the operational and strategic planning of MEC, ensuring an accurate budget execution, a reliable and sustainable management of the education and science budget, as well as a comprehensive evaluation of policy implementation.

The mission of the Directorate-General for School is to ensure the implementation of administrative measures and the exercise of peripheral competences relating to MEC attributions, ensuring the superintendence, coordination and monitoring of schools, promoting the development of their autonomy in articulation with local authorities, public and private organizations in the domains of intervention of the education system.

The indirect administration of the Ministry of Education and the Ministry of Science, Technology and Higher Education comprises the following bodies: 

The mission of the Foundation for Science and Technology is to develop, finance and evaluate institutions, infrastructures, scientific equipment, programs, projects and human resources in all domains of science and technology, as well as the development of scientific and technological international cooperation.

The mission of the University Stadium of Lisbon, I.P. is to administer and manage spaces and sport facilities taking into consideration the impacts on education, culture, health and well-being, of physical activity and sports in higher education students and the community in general.

Macau Scientific and Cultural Centre is a Public Institute of the Ministry of Education devoted to China matters, to the universe of relations between Portugal and the rest of Europe with China and East Asia. Its focus is aimed at Portuguese-Chinese topics and issues in the past and present and the international situation of Macau as China’s multi-secular border.

The mission of the National Agency for Qualification and Vocational Education and Training is to coordinate the implementation of policies regarding education and vocational training of young people and adults, as well as to ensure the development and management of the National System for the Recognition, Validation and Certification of Competences.

The mission of the Institute of Educational Assessment is to plan, devise and validate the tools for the external assessment of students’ knowledge and ability in primary and secondary education; to process and disseminate information related to decisions made to improve the quality, effectiveness and efficiency of the national educational system; to coordinate Portuguese participation in international studies related to the external student assessment and to draft tests certifying specific knowledge and abilities for other purposes and educational levels when requested.

According to the Law in force the advisory bodies of the ME and MCTES:

The mission of the National Council of Education as an independent body with advisory functions, is to promote the participation of several social, cultural and economic forces in the search of a broad consensus on education policy.

The School Council represents schools before ME in what concerns the definition of policies relevant to pre-primary, basic and secondary education.

The mission of the Coordinating Council for Higher Education is to advise the Government member responsible for Higher Education (MCTES).

Also part of the Ministry of Science, Technology and Higher Education the following institutions:

The mission of the National Council of Science and Technology is to advise the Government in transversal areas of Science and Technology, in matters of policy decisions and national strategies.

The mission of the  Academy of Sciences of Lisbon is to advise the Government in the linguistic domain, in coordination with the Brazilian Academy of Letters and the network of global and European Academies, including countries where Portuguese is the official language.

Decree-Law no. 7/2003, 15th January, as amended by Law no. 41/03, 22nd August, regulates the powers of the municipal boards of education, as well as the preparation, approval and effects of the Education Chart. The municipal board of education coordinates education policy at municipal level together with the education stakeholders and social partners, and proposes measures to promote efficiency and effectiveness in the educational system.

Decree-Law no. 75/2008, 22nd April approves the autonomy, administration and management of Pre-school, Basic and Secondary Education in public education institutions. Mention should be made that autonomy is the power granted to schools by the educational authorities to take decisions within the scope of their educational project which, together with the internal school regulations and the annual activity plan, constitute the base of school autonomy.

The same Decree-Law established the following school administration and management bodies: 

  • The General Council: responsible for the guidelines of the school activity and for ensuring the involvement and representation of the educational community;
  • The Headmaster: responsible for the administration and management of school, or school cluster, in the educational, cultural, administrative, financial and patrimonial domains;
  • The Pedagogical Council: responsible for pedagogical coordination and supervision, responsible for determining the pedagogical direction of the school, or school cluster, namely in terms of pedagogy and didactics, students guidance, as well as supervising the initial and continuing training of teaching and non-teaching staff;
  • The Administrative Council: responsible for administrative and financial matters.

The Ministry of Economy is responsible for the definition and prosecution of policies regarding modernisation in labour relations and vocational training. In this sense, the referred Ministry, through the Employment and Vocational Training Institute (Instituto de Emprego e Formação Profissional - IEFP), and in cooperation with social partners, is responsible for youth and adult education and training, as well as for the employment and vocational training centres. Together with the Ministry of Education, and in articulation with the Ministry of Labour, Solidarity, and Social Security, the Ministry of Economy tutelage the National Agency for Qualification and Vocational Education and Training.
