In the course of the European debate on establishing the European Qualifications Framework (EQF) for lifelong learning, Poland supported the aims of the policy based on learning outcomes. Since September 2009, the aims of this policy have been pursued within the framework of the reform of the national core curriculum for pre-school education and general education in primary and lower secondary schools. Since October 2011, the reform of higher education has been underway, which involves increasing the autonomy of higher education institutions (HEIs) with regard to the teaching and learning process, and giving learning outcomes a central role in the policy for the award, quality assurance and comparison of qualifications as major elements of the reform. Since September 2012 changes based on learning outcomes have been introduced in the core curriculum for general and vocational education in general and vocational upper secondary schools.

The work on the National Qualifications Framework (NQF) began in 2008 within a project "Stocktaking of competences and qualifications for the Polish labour market and the development of the National Qualifications Framework model", supported by the European Social Fund (ESF). As a result, a model of the NQF and preliminary guidelines for its implementation were developed by experts (published on a special website in January 2010).

As a follow-up, the Educational Research Institute in Warsaw carried out in the period between July 2010 and June 2015 a project entitled “The development of terms of reference for the implementation of the National Qualifications Framework and the National Qualifications Register for lifelong learning”, supported by the ESF. The Polish Qualification Framework (Polska Rama Kwalifikacji) and so-called reference report, referencing the levels of the Polish Qualifications Framework to the levels of the EQF, have been so far developed during the project. The reference report was approved by Polish and EU authorities in the middle of 2013. Currently, the work is underway to develop and implement the Integrated Qualifications Register (Zintegrowany Rejestr Kwalifikacji), develop system-level arrangements for the quality assurance of qualifications, validation, and cooperation with selected sectors with a view to establishing sectoral qualifications frameworks and testing selected elements of the integrated national qualifications system on a pilot basis. Additionally, an awareness-raising campaign on the integrated national qualifications system will be conducted.

The Act on the Integrated Qualifications System was passed on 22 December 2015 and most of its provisions came into force on 15 April 2016. The Act is designed to integrate the Polish qualifications system through two instruments: (a) the 8-level Polish Qualifications Framework (PQF) and (b) the Integrated Qualifications Register (IQR).

With regard to the education system, its key provisions (Art. 8) assign PQF levels to individual qualifications awarded within the education system, including school education. This opens the way for providing information on the relevant levels of the PQF on school certificates and diplomas, and on other documents confirming qualifications. The work on the PQF is part of wider-scale activities related to the planning and implementation of the Lifelong Learning (LLL) policy. In order to ensure better coordination, an Intersectoral Task Force for Lifelong Learning, including the NQF, was established in February 2010 on the basis of the relevant Regulation of the Prime Minister. Within the Task Force, a Steering Committee for the NQF was established, which is chaired by the Minister of Science and Higher Education. The Committee members include representatives of the Minister of National Education, the Minister of Economy, the Minister of Family, Labour and Social Policy, the Minister of Development, the Minister of Foreign Affairs, the Minister of Culture and National Heritage, the Minister of Health, the Minister of National Defence, the Minister of Interior and Administration and the Minister of Infrastructure. Its tasks include initiating changes necessary to implement the PQF and monitoring their effectiveness.

The work of the Committee for the NQF and the Task Force for LLL are closely interlinked. This is exemplified by the strategic document "The Lifelong Learning Perspective", mentioned in chapter 2.2, prepared by the Task Force and adopted in September 2013. The establishment of a transparent and coherent national qualifications system is one of the five main objectives identified in this document (these objectives are also discussed in chapter 2.2).
