The responsibility for training counselling and guidance staff, and in particular those working in vocational and continuing education, and for the co-ordination of activities in the area of in-service training of teachers working in school for adults and in continuing education rests with the National Centre for Supporting Vocational and Continuing Education (KOWEZiU- Krajowy Ośrodek Wspierania Edukacji Zawodowej i Ustawicznej).

KOWEZiU is a national-level public in-service teacher training institution, It is supervised by the Ministry of National Education. It inspires, prepares and coordinates activities in the area of initial and in-service training of vocational education teachers and teachers working in schools for adults.

KOWEZiU organises meetings and seminars to disseminate information on expected changes in vocational and continuing education, research findings, publications and teaching / training innovations. It also collaborates with social partners to improve the quality of vocational and continuing education.

With regard to in-service training of adult education teachers, KOWEZiU co-operates with other central institutions, including continuing education centres (centra kształcenia ustawicznego) and practical training centres (centra kształcenia praktycznego). On 1 July 2016, it was integrated into the Centre for Education Development (Ośrodek Rozwoju Edukacji).

Continuing education centres (CECs) are public adult education institutions. Their statutory activities include providing continuing education in non-school settings and in schools for adults (where such schools are part of CECs).

The responsibilities of public continuing education institutions operating at the national level include, among other things, training staff to implement continuing education programmes, and training staff to implement career guidance programmes, and developing materials and tools for career guidance in the school education system. Centres may also employ career advisors who specialise in counselling and guidance for those in adult education.

There are also public practical training centres (PTCs). PTCs provide practical training based on curricula for a given occupation, and continuing education in non-school settings. A PTC may collaborate with in-service teacher training institutions in upgrading professional skills of vocational education teachers.

Some higher education institutions train future continuing and adult education teachers / trainers as part of degree programmes in the field of Teacher Education / Training and non-degree postgraduate programmes.

Business entities involved in adult education and training outside the school education system, as part of their economic activity, are free to adopt their own arrangements concerning professional development of their staff.

However, such entities may apply, on a voluntary basis, for accreditation granted by the head of the regional education authorities (REA) on the basis of the Regulation of the Minister of National Education and Sport of 20 December 2003 on the accreditation of institutions providing continuing education in non-school settings. In this case, they should demonstrate, among other things, that they provide conditions for continuing professional development of the staff employed.
