There is no overall or single model of adult education funding in Poland.

The main sources of funding for adult education in Poland in 2016:

The financing of public schools for adults and adult education institutionsis an element of the school education funding.

Managing primary and lower secondary schools for adults is a statutory task of communes (gmina).

Managing basic vocational schools, upper secondary and post-secondary schools is a statutory task of districts (powiat). District authorities are also responsible for continuing education centres, practical training centres, and further and in-service training centres that enable learners to acquire and improve knowledge, skills and professional competences.

Education-related tasks of local government units are funded from the school education part of the general subsidy, defined in the Budgetary Act for a given year. The subsidy is distributed among local government units on the basis of an algorithm defined by the minister responsible for school education in a regulation. Local governments are not obliged to use these funds only for educational purposes, and they can allocate funds from other sources for education. Local government units distribute the funds received among individual schools, including schools for adults.

In accordance with the school education legislation, education in non-public schools and institutions with the public school status is co-financed by grants from budgets of the relevant local government units. Non-public schools for adults which do not have the public school status may receive grants from the budget of a district.

As explained in the section on school education above, in 2012 the rules for the allocation of, and accounting for, grants for non-public schools for adults were revised. In particular, starting on 1 September 2012, non-public schools offering vocational qualification courses for adults receive funding only if the learner passes an external exam organised by the Regional Examination Commission and receives a certificate confirming his/her qualifications in a given occupation. In order to ensure that ineligible non-public schools for adults do not receive grants, the School Education Act has been amended to include a rule whereby non-public schools with the public school status where learners do not participate in compulsory full-time or part-time education receive grants only for learners who attend at least 50% of classes in a given month.

EU funds and other assistance programmes have recently gained in importance as a source of funding for adult education in non-school settings. Funds for the development of human capital were allocated to Poland still before its accession to the EU within the framework of the PHARE Programme, the Programme for Activating Rural Areas, and the Programme of Reorientation and Retraining co-financed by the World Bank. As part of the 2004-2006 financial perspective, funds for this purpose came from the following programmes: Human Resources Development, EQUAL and Integrated Regional Development Operational Programme. The main programmes implemented as part of the 2007-2013 financial perspective were: the Human Capital Operational Programme (Priority I, II and partly III, V, VIII and IX) and regional operational programmes. The 2014-2020 financial perspective includes: the Knowledge-Education-Development Operational Programme (POWER) Programme, and regional operational programmes.

Labour offices can cover not only costs of training itself, but also:

  • costs of exams leading to certificates, diplomas, specific vocational qualifications or degrees, or the costs of obtaining licences necessary to practise a given profession;
  • costs of travel and, if training takes place away from the place of residence, also accommodation and subsistence costs;
  • costs of additional medical check-ups and psychological tests, if required by separate regulations.

The head of a district can also provide a loan from the Labour Fund to cover the cost of training.

2014 amendments to the Act on the Promotion of Employment and Labour Market Institutions established a National Training Fund. It is a separate pool which includes 2% of the revenues of the Labour Fund. The National Training Fund is aimed at supporting the employer and employees. At the request of the employer, under an agreement, the head of a district may grant funds from the National Training Fund to cover training costs

There are no regular surveys on private expenditure on education, in particular continuing education, in Poland.

Fees paid by learners

In accordance with the School Education Act of 7 September 1991, education in public schools for adults is free of charge.

However, the learner self-government in schools for adults or continuing education centres can collect funds from voluntary contributions and other sources in order to support statutory activities of the school or institution. The rules for using these funds are defined in the learner self-government regulations adopted by all learners. Thus, in practice, school activities (except for staff salaries) may be co-financed from the learners’ funds.

Tuition fees are usually charged for education in non-public schools, and for education in non-school settings.

Public continuing education centres, practical training centres and retraining and vocational training centrescan charge fees for continuing education in non-school settings (vocational qualification and skills courses, general competence courses and other courses of that kind), unless the learner is still following a compulsory part-time education programme.

The level of fees is defined by the head of the institution, upon consultation with the managing body of a given educational institution, taking into account the costs of specific types of programmes offered in non-school settings. Fees cannot exceed real costs of training.

Low-income learners may apply for a partial or full exemption from fees.

Access to programmes supporting the human resources development offered by labour offices is free of charge. 

Some training courses supported from the EU funds are also free of charge.

Fees are charged for non-degree postgraduate programmes. The level of tuition fees is determined by the providers of such programmes.

Financial support for adult learners

Due to the fragmentation of the adult education system, there is no unified system of financial support for adult learners.

In the school education system, pursuant to the school education legislation, learners in public schools for adults and non-public schools for adults with the public school status are entitled to maintenance-type financial support (school grants and allowances) and incentive-type financial support (grants and scholarships for learning and sporting achievements, the Prime Minister's scholarships, scholarships awarded by the ministers responsible for school education and for culture and national heritage). They may be granted such benefits until the completion of education, but only until they reach the age of 24.

Moreover, maintenance-type benefits may be granted to learners in non-public schools for adults, including those which do not have the public school status, until they complete part-time compulsory education.

Support is provided from the State budget or the budget of the relevant local government unit.

In accordance with the Act on the Promotion of Employment and Labour Market Institutions, the unemployed and job seekers may receive support to cover the costs of training or study at a higher education institution, as well as a grant financed from the Labour Fund during:

  • training;
  • adult vocational training;
  • non-degree postgraduate studies;
  • a practical placement;
  • education in a school above the lower secondary level;
  • part-time studies in a higher education institution.

The level of support is determined in the above-mentioned Act.

If an employee is sent by the employer to follow a programme in a school, he/she can receive financial and non-financial support from the employer.

An employee who is upgrading his/her vocational skills or qualifications retains the right to his/her remuneration and can be granted, in particular, a training leave:

  • 6 days: for those taking external examinations, the maturity exam or exams leading to vocational qualifications;
  • 21 days: during the final year of a degree programme for preparing the final thesis and preparing for, and taking, the final exam.

An employeeis also entitled to take a (part of the) day off in order to arrive in time for, and attend, compulsory classes.

The employer can grant additional benefits to an employee who is upgrading his/her vocational skills or qualifications; in particular, the employer can cover the costs related to training, travel, textbooks and accommodation.

An employee who participates in forms of adult training other than those discussed above may also be granted a (part of the) day off, though with no right to remuneration, and a non-paid leave, the duration of which is agreed between the employee and the employer.
