Prospective adult education students can choose from a range of courses, such as adult general secondary education (VAVO) and classes in Dutch as a second language. After the new legislation was introduced, adult education was delegated via the municipalities to the regional training centres (ROCs). 1 January 2015 the Special-Purpose Grants (Adult Education) Act entered into force. This law gives local authorities greater freedom in budgeting for higher education courses. Over a three-year period, the obligation for regional training centres to spend their entire budget on adult education was phased out. They are now no longer obliged to provide adult education. The legislation enables the Minister of Education to outsource adult education provision to suitable 'contact municipalities', which coordinate the supply at regional level and allocate available resources.

VAVO courses are also taught at schools that provide secondary vocational education (MBO) and at regional training centres (ROCs). (only in Dutch available)

ROCs offer the full range of MBO courses. There is no specific government policy on the spread of adult education institutions. At an ROC, the adult education department works closely together with the secondary vocational education sector. The ROCs channel adult education students into secondary vocational education and vice versa. There are also learning pathways that combine vocational training with adult education.

The register of private (i.e. non-government-funded) educational institutions lists all recognised providers of adult education. The Ministry of Education, Culture & Science publishes this register annually at the start of the school year.

In 2014, the Dutch adult and vocational education sector (‘beroepsonderwijs en volwasseneneducatie’) consisted of 43 ROCs (not including agricultural colleges), 12 specialist colleges, and two ‘other institutions’ (including centres for the deaf and schools with a faith-based ethos). The number of providers and take-up (number of students) has remained stable. There are 16 centres of expertise focused on specific occupational fields (except agriculture) spread over three sectors (personal and social services, health care and engineering and technology). By law, centres of expertise are tasked with developing a qualification structure for secondary vocational education, monitoring the examinations of education providers, finding new placement providers (where students get practical training in a trade or profession), and monitoring the quality of the placement providers.
