In the Law on Education , lower-secondary education, upper-secondary education and post secondary vocational education are defined as separate parts of the formal education system. 

According to the International Standard Classification of Education (ISCED 2011), lower-secondary education in Lithuania is attributed to ISCED level 2. It is the second stage of formal education implemented according to six-year basic education curricula. The first part of the lower-secondary education curriculum covers a four-year basic education phase and the second part a two-year basic education phase. The second part of the lower-secondary education curriculum may include modules of vocational training programmes which will be credited when continuing learning according to vocational training programmes. 

The purpose of lower-secondary education is to provide an individual with the basics of moral, sociocultural and civic maturity as well as general and technological literacy, cultivate national consciousness, foster an intent and ability to make decisions and choices and continue learning.

Upper-secondary education in Lithuania is attributed to ISCED level 3. Upper-secondary education is implemented according to two-year secondary education curricula. The said curricula consist of compulsory and elective subjects of general education and available modules of vocational training programmes.

The purpose of upper-secondary education is to assist a person in the acquisition of general academic, socio-cultural and technological literacy, moral, national and civic maturity and the basics of vocational competence.

Vocational education in Lithuania is attributed to ISCED level 4. It is post secondary non-tertiary education of one or two years carried out in accordance with vocational training programmes. 

The purpose of vocational education and training is to assist a person in the acquisition, change or upgrading of his/her qualification and preparation for participation in the changing labour market. Vocational education and training may be initial or continuing. Initial vocational education and training is formal, universally available and intended for the acquisition of the first qualification. Continuing vocational education is provided to persons who have already got the first qualification. It comprises formal and non-formal vocational education and training.
Institutions providing basic and secondary education curricula include pre-gymnasiums, basic schools, secondary schools, gymnasiums, schools–multi-functional centres, conservatoires, arts, music and sports schools, special schools, youth schools, youth homes, adult schools, socialisation centres and sanatorium schools.  

The main providers of vocational education and training in the country are vocational schools. Vocational education may be also provided by freelance teachers or other providers of vocational training (general education schools, institutions, organisations or enterprises the core business of which is other than provision of vocational education and training) that have a statutory right to develop and/or deliver vocational training programmes. Providers of vocational education and training may enrol learners and start delivering formal vocational training programmes only after obtaining a license from the Ministry of Education and Science.   

Under the Constitution, education is compulsory to all children up to the age of 16 (inclusively).
